RE: ANNUAL MEETING - WINDSOR SHORES LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on July 14, 1993, at 9:00 A.M. , with the
following present:
Commissioner Constance L. Harbert, Chairman
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
Acting Clerk to the Board, Carol Harding
County Attorney, Bruce Barker
Director of Finance and Administration, Donald Warden
The following business was transacted:
I hereby certify that pursuant to a notice dated June 30, 1993, and duly
posted June 30, 1993, the annual meeting of the Windsor Shores Law
Enforcement Authority was held. Donald Warden, Director of Finance and
Administration, explained the past policy of the Board of County
Commissioners that, whenever a subdivision is created, a law enforcement
authority should also be created. Mr. Warden said the problem this
creates is the small size of most of these special districts. Another
problem is that, with the passage of Amendment 1, there is not a base year
to begin a mill levy. Mr. Warden said through discussion with Lee
Morrison, Assistant County Attorney, both feel it is necessary to hold a
worksession to address the functionality of law enforcement authorities
throughout Weld County. He, therefore, recommended this meeting be
continued to allow time to accomplish the worksession. Commissioner
Baxter moved to continue to November 17, 1993, at 9:00 a.m. Seconded by
Commissioner Webster, the motion carried unanimously.
This Certification was approved on the 19th day of July, 1993.
