ON 37TH STREET BETWEEN 23RD AVENUE AND 35TH AVENUE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, a request was received from S. Caroline Christman that the speed zone on 37th Street between 23rd Avenue and 35th Avenue be reduced, and WHEREAS, the current speed zone at this location is 45 miles per hour, and WHEREAS, after traffic counts conducted by personnel of the Engineering Department, it is recommended that the existing speed zone remain as it is. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request to change the speed zone on 37th Street between 23rd Avenue and 35th Avenue be, and hereby is, denied. Caroline Christman concerning excessive speed on 37th Street between 23rd Avenue and 35th Avenue. Traffic counts, along with speed percentages, were taken from August 6th thru August 10th. A copy of that information is attached. Presently, this one-mile stretch is speed zoned at 45 M.P.H. On one count, 837 of the traffic exceeded 40 M.P.H. and on the second count, 397 of the traffic exceeded 50 M.P.H. Both these percentages are very high. The Manual on Uniform Traffic Control Devices recommends six factors that should be taken under consideration when establishing speed zones. They are listed in order, along with my comments as follows: Road Surface Characteristics - The road surface condition, grades, alignment and site distance do not pose a problem. However, the shoulder width is less: than desirable considering the average daily traffic count of approximately 3,600. 85-Percentile Speed - From the speed percentages measured, the 85th percentile would indicate the flow of traffic is establishing a speed of 55 M.P.H. Roadside Development - The land use for this mile is farm land except for the mobile home park at the northeast corner of 37th Street and 35th Avenue. Curves or Hazardous Locations - There are no curves or hazardous locations. Parking and Pedestrians - There is no roadside parking and pedestrian use would be minimal. Accident Experience - Accident reports for the last 12-month period are not available. However, I have no indication of excessive accidents in this mile. According to our counts, I agree the traffic is exceeding the speed limit at a high percentage. However, after reviewing the criteria addressed above, there is no reason to reduce the speed limit below 45 M.P.H. Memo to Board of Weld County Commissioners Page 2 Reducing the speed limit to 30 M.P.H. , with the hope of reducing speeding traffic, will not be effective. As we have seen in many similar cases, the only effective way to control speeding traffic, is law enforcement. I recommend the existing speed zone of 45 M.P.H. be left in place, and the excessive speeding be addressed by law enforcement. Box 923 Greeley, CO 80632 Dear Ms. Christman: The Weld County Engineering Department made a traffic study cn 37th Street, between 23rd Avenue and 35th Avenue, in response to your request dated July 26, 1990. A copy of the traffic counts and my recommendation to the Board of Weld County Commissioners, dated August 21, 1990, were previously sent to you. On August 27, 1990, I presented my recommendation to the Commissioners. Because of the reasons sited in my memo, the Commissioners decided to leave the speed limit at 45 M.P.H. During the Commissioners' discussion, there were two important points discussed. It has been Weld County's experience, lowering speed limits, or adding signs, to control speeding traffic, is not. effective. Law enforcement is the only means to control traffic that is speeding. The Commissioners directed me to notify the Sheriff's Department of the traffic study, and their decision. It was noted, there is a large well-maintained grass area between Country Estates Mobile Home Park and 37th Street. This area is very attractive, and children frequently play between the park and the road. 900774 Letter to S.
