RE: SETTING TIME AND PLACE FOR HEARING ON RESOLUTION TO VACATE A
PORTION OF BLISS ROAD (WELD COUNTY ROAD 62) BETWEEN WELD COUNTY
ROADS 45 AND 47
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, on January 11, 1994, the Board of County Commissioners, in conjunction with
the Greeley City Council and the Greeley-Weld County Airport Authority Board, held a joint public
hearing to consider which of the runway expansion alternatives presented in the Airport Master
Plan Study would be preferable, and
WHEREAS, at said hearing, the two Boards and the Council chose Alternative "NW' as the
preferred alternative, and
WHEREAS,Alternative"NW' includes having the runway and associated airport properties
cross Bliss Road (Weld County Road 62), beginning at a point approximately three-tenths (3/10)
of one (1) mile east of the Northwest Section Corner of Section 2, Township 5 North, Range 65
West of the 6th P.M., Weld County, Colorado, thence proceeding east approximately 1,600 feet
(being between Weld County Roads 45 and 47), and
WHEREAS, the two options for crossing said portion of Bliss Road are: 1) close the
roadway to public traffic, or 2) build a tunnel under the runway and associated airport properties
and thereby allow public traffic to continue such use, and
WHEREAS, on November 23, 1994, the Board of County Commissioners received a letter
from Kevin Bunnell, Director, Greeley-Weld County Airport, requesting that the Board consider
vacating the above described portion of Bliss Road if the collective decision at the December 7,
1994 hearing is to pursue the option of closing Bliss Road, and
WHEREAS, in accordance with Section 43-2-303, C.R.S., the Board may only vacate a
public roadway by resolution after ten (10) days notice by mail and by publication, and
WHEREAS, the Board now deems it advisable to consider a resolution for the vacation of
the above described portion of Bliss Road at the previously scheduled joint public hearing on
December 7, 1994 at 4:00 p.m. in the First Floor Meeting Room of the Weld Centennial Center, if
the collective decision is to pursue the option of closing Bliss Road, and
WHEREAS, the Board also deems it advisable to direct the Weld County Attorney's Office
to prepare and send appropriate notice of said hearing to adjacent landowners, to seek the
publication of notice of said hearing in the Windsor Beacon newspaper, and to prepare a resolution
addressing said possible vacation for the Board's consideration on December 7, 1994.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that a public hearing to hear the evidence upon the options for crossing Bliss
Road (Weld County Road 62) as presented by runway expansion Alternative "NW' and, ultimately,
if the option chosen is to close Bliss Road, then to hear evidence upon the vacation of Bliss Road,
beginning at a point approximately three-tenths (3/10) of one (1) mile east of the Northwest Section
Corner of Section 2, Township 5 North, Range 65 West of the 6th P.M., Weld County, Colorado
(the intersection of Bliss Road and Weld County Road 45), thence proceeding east approximately
1,600 feet, be and hereby is set for December 7, 1994 at or about 4:00 p.m., at the above stated
location.
BE IT FURTHER RESOLVED by the Board that the Weld County Attorney's Office is
hereby directed, in accordance with Section 43-2-303, C.R.S., to prepare and send appropriate
notice of said hearing to adjacent landowners, to seek the publication of notice of said hearing in
the Windsor Beacon newspaper, and to prepare a resolution addressing said possible vacation for
the Board's consideration on December 7, 1994.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 23rd day of November, A.D., 1994.

NOTICE
Pursuant to Section 43-2-303, C.R.S., as amended, notice is hereby given that a hearing
will be held before the Board of County Commissioners of Weld County, Colorado, on
the 7th day of December, 1994, at or about 4:00 p.m., in the First Floor Hearing Room,
Weld County Centennial Center, 915 10th Street, Greeley, Colorado, at which time the
Board will consider a resolution to vacate a portion of Bliss Road (Weld County Road
62), between Weld County Roads 45 and 47, being more specifically described below.
All interested persons should appear at said hearing and give testimony as to whether or
not said portion of said road should be vacated.
PROPERTY DESCRIPTION: Bliss Road (Weld County Road 62), beginning at a point
approximately three-tenths (3/10) of one mile east of the
Northwest Section Corner of Section 2, Township 5 North,
Range 65 West of the 6th P.M., Weld County, Colorado (the
• intersection of Bliss Road and Weld County Road 45), thence
proceeding east approximately 1,600 feet.

RE : Vacation of a portion of Bliss Road, between WCR 45 & WCR 47
Dear Commissioners ,
On December 7 , 1994 the Board of County Commissioners of Weld
County, in conjunction with the Greeley City Council and the
Greeley-Weld County Airport Authority Board, will consider
options regarding Bliss Road as it will be impacted by the
planned runway development . As you may recall , the two Boards
and the City Council held a joint hearing on January 11 , 1994 to
consider the alternatives for the new runway . The decision was
made at that time to approve Alternative "NW" as the preferred
plan . Alternative "NW" will necessitate either the closure of
Bliss Road , or construction of a tunnel for the roadway . The
hearing on December 7 , 1994 will necessitate consideration of
which of these two options should be pursued.
After visiting with Bruce Barker , Weld County Attorney , it is my
understanding that if the decision is made to pursue the closure
of Bliss Road , then there will be the need to vacate that portion
of the roadway where the runway and the associated airport
property will intersect . Therefore , I respectfully submit this
letter as a formal request for the vacation of a portion of Bliss
Road (approximately 1600 feet ) , between WCR 45 and WCR 47--
should the decision on December 7 , 1994 be to pursue the option
of closing Bliss Road.
Thank you for your attention to this matter . I will look forward
to seeing you on December 7 , 1994 .
