I hereby certify that pursuant to a notice dated June 21, 1993, and duly
published June 24, 1993, in the Windsor Beacon, a public hearing was
conducted on July 12, July 28, July 29, July 30, August 2, August 3, and
August 5, 1993, with a quorum of the following Commissioners being
present at each of said hearings:

The following business was transacted:
On July 12, 1993, Warren Lasell presented the following: 1) a
preliminary abstract which is complete except for state-assessed values
for this year; 2) a list of protests received by the Assessor during the
1993 protest period; and 3) a summary of assessed values and actual
values. Mr. Lasell pointed out several areas of change, including the oil
and gas category, which is up $52 million; commercial, which is up $15
million; and agricultural, which is down $6 million. He said the total
assessed value is $190 million, which is an increase of 9 - 10% over last
year.
The Board of Equalization recessed until 1:30 p.m. on July 28, 1993.

On July 28, 1993, Chairman Harbert called the meeting to order with
Commissioner Kirkmeyer being absent. Mike Sampson, Chief Appraiser,
stated that each petition has been dealt with on an individual basis. He
pointed out that stipulations have already been, done on those properties
where it appeared the value required an adjustment, and his staff is
prepared to present evidence to uphold the values assessed for each
parcel.
Bruce Barker, County Attorney, reviewed the role of the Board of
Equalization and the procedure to be followed. He said, according to

state statute, there is no longer a presumption of correctness as to the
Assessor's valuation; therefore, the assessor and petitioner both are
required to present evidence to uphold the value being requested. Mr.
Barker asked the Board to clearly state each motion, indicating whether
they are granting or denying the petition from the property owner, and to
include the PIN number, the dollar amount of the valuation, as well as a
breakdown of the amount being set for land and improvements.
Chairman Harbert read the stipulations which have been received into the

Seconded by Commissioner Baxter, the motion carried four to one, with
Commissioner Kirkmeyer excused.

following eight parcels; however, a continuance to August 4, 1993 is

and Hart, stated he is agreeable to the continuance. Commissioner Hall
moved to continue the following parcels to August 4, 1993 at 9:00 a.m.
Seconded by Commissioner Kirkmeyer, the motion carried unanimously.

Pursuant to Section 39-8-104, Colorado Revised Statutes, notice is hereby
given that the Board of County Commissioners of Weld County, Colorado,
will sit as the County Board of Equalization, in its Chambers in the Weld
County Centennial Center, 915 10th Street, Greeley, Colorado, beginning on
the second Monday, the 12th day of July, 1993, to review the assessment
rolls of all taxable property located in the County, as prepared by the
Assessor, and to hear appeals from determinations of the Assessor, and
will continue said hearing from day to day through August 10, 1993, as
necessary.
Should any interested party desire the presence of a Court reporter to
make a record of the proceedings, in addition to the taped record which
will be kept during the hearing, the Clerk to the Board's Office shall be
advised in writing of such action at least five days prior to the hearing.
The cost of engaging a court reporter shall be borne by the requesting
party.
