HomeMy WebLinkAbout931636.tiff HEARING CERTIFICATION DOCKET NO. 93-46 TAPE #93-24, #93-26 BOE TAPE #93-1, 93-2, 93-3, 93-4 & 93-5 RE: CONVENE AS BOARD OF EQUALIZATION FOR 1993 I hereby certify that pursuant to a notice dated June 21, 1993, and duly published June 24, 1993, in the Windsor Beacon, a public hearing was conducted on July 12, July 28, July 29, July 30, August 2, August 3, and August 5, 1993, with a quorum of the following Commissioners being present at each of said hearings: Commissioner Constance L. Harbert, Chairman Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Also present: Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker Director of Finance and Administration, Donald D. Warden Weld County Assessor, Warren Lasell Chief Appraiser, Mike Sampson Appraisers from the Assessor's Office who were present from time to time: Roberta Haas Larry Rodriquez Judy Hoyt Stan Sadusky Jerry Scoby David Schildmeier Stanley Jantz Phyllis Newby Roland Froid Herb Corliss Chuck Jack The following business was transacted: On July 12, 1993, Warren Lasell presented the following: 1) a preliminary abstract which is complete except for state-assessed values for this year; 2) a list of protests received by the Assessor during the 1993 protest period; and 3) a summary of assessed values and actual values. Mr. Lasell pointed out several areas of change, including the oil and gas category, which is up $52 million; commercial, which is up $15 million; and agricultural, which is down $6 million. He said the total assessed value is $190 million, which is an increase of 9 - 10% over last year. The Board of Equalization recessed until 1:30 p.m. on July 28, 1993. (Tape BOE #93-1) On July 28, 1993, Chairman Harbert called the meeting to order with Commissioner Kirkmeyer being absent. Mike Sampson, Chief Appraiser, stated that each petition has been dealt with on an individual basis. He pointed out that stipulations have already been, done on those properties where it appeared the value required an adjustment, and his staff is prepared to present evidence to uphold the values assessed for each parcel. Bruce Barker, County Attorney, reviewed the role of the Board of Equalization and the procedure to be followed. He said, according to 931636 RE: HEARING CERTIFICATION - 1993 BOARD OF EQUALIZATION PAGE 2 state statute, there is no longer a presumption of correctness as to the Assessor's valuation; therefore, the assessor and petitioner both are required to present evidence to uphold the value being requested. Mr. Barker asked the Board to clearly state each motion, indicating whether they are granting or denying the petition from the property owner, and to include the PIN number, the dollar amount of the valuation, as well as a breakdown of the amount being set for land and improvements.
