RE: RECOMMENDATION CONCERNING PETITION FOR CLOSURE OF CERTAIN
PORTION OF WELD COUNTY ROAD 380
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , the Board did, by Resolution dated April 12, 1989 ,
refer a petition to the Road and Bridge Department for closure of
a certain portion of Weld County Road 380 on the east side of
Hardin, and
WHEREAS , said petition was the result of heavy truck traffic
during the construction of National Hog Farms facilities, and
WHEREAS, on May 10 , 1989 , said Road was closed, with the
Board approving said closure by Resolution dated May 15, 1989 ,
nunc pro tunc May 10 , 1989 , and
WHEREAS, the truck traffic has decreased, and said Road has
been reopened; therefore , no further action is necessary.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that no further action is
necessary concerning the petition for the closure of Weld County
Road 380 east of Hardin.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 2nd day of
July, A.D. , 1990.

Sublect. Closure o£ Weld County Road 380
In response to the Board's request that we investigate the petition by
landowners along Weld County Roads 50, 52 and 380 north of State Highway
34, we contacted the Kersey Post Office and the Platte Valley School
District to ask for their input. Kersey Post Office declined to write a
letter, but verbally wanted to remain neutral in the decision. Platte
Valley Schools has also taken a neutral position. (Please see letter
attached. )
Therefore, it is our recommendation that the road be closed (pending
judgement on the Board's part); however, only after the improvements are
completed on Weld County Road 69.

::CTION TAKEN: Have contacted the Kersey Post Office and Platte Valley
Schools to ask for their input. They have both asked to remain
neutral. Our recommendation is to close the road if this is what
the majority wants; however, it should only be done when the
improvements to WCR 69 are complete.

RESOLUTION
RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF WELD COUNTY ROP.D V380 AT WELD COUNTY ROAD 67 , WELD
COUNTY ROAD 50 , AND U. S. HIGHWAY 34 FOR APPROXIMATELY 10
WORKING DAYS FOR ROAD CONSTRUCTION
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , pursuant to Section 42-4-410 (6) (a) , CRS :
" . . .local authorities , with their respective
jurisdiction, may for the purpose of road
construction and maintenance, temporarily •
close to through traffic or to all vehicular
traffic any highway or portion thereof for a
period not to exceed a specified number of
work days for project completion and shall, in
conjunction with any such road closure
establish appropriate detours or provide for
an alternative routing of the traffic
affected. . . " , and
WHEREAS , the Board , pursuant to said statute and upon the
basis of traffic and personal investigations , has determined that
conditions exist which make it necessary to temporarily close to
through traffic and to regulate, warn and guide vehicular traffic
on said County roads by posting signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Weld County, Colorado, deems it necessary to
regulate , warn and guide vehicular traffic on County roads and any
intersections thereof, and it hereby authorizes and orders the
posting of such traffic control devices as shall be reasonably
necessary to regulate, warn and/or guide traffic thereon for the
safety of the general public and that said traffic control devices
shall conform to the Federal Manual on Uniform Traffic Control
Devices .
BE IT FURTHER RESOLVED that the Board of County Commissioners
of Weld County, Colorado , does declare and establish that Weld
County Road 380 be temporarily closed at Weld County Roads 67 ,
Weld County Road 50 , and U. S . Highway 34 , with said closure being
effective May 10 , 1989 , for approximately 10 working days , and
further, that standard official traffic control devices shall he
erected at said closure giving notice of the restrictions .

RE: ACTION OF THE BOARD CONCERNING PETITION FOR CLOSURE OF A

WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS , at the Board meeting of April 12 , 1989 , the Board
was presented with a Petition requesting the closure of a certain
portion of Weld County Road 380 on the east side of Hardin, and
WHEREAS , the Board deemed it advisable that said Petition be
referred to the Road and Bridge Department for its recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Petition for the
closure of a portion of Weld County Road 380 east of Hardin be,
and hereby is , referred to the Road and Bridge Department for its
recommendation.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 12th day of
April, A.D. , 1989 .

Weld County Commissioners:
The Board of Education initially reviewed the issues involved in the closing of
Weld Road 380, just east of Hardin, as per the petition presented to your group
signed by many of the residents of that area.
At the initial review the Board of Education was concerned about the safety of
busses entering and exiting more frequently at the intersection of Highway 34
and Weld Road 69 and therefore directed me to gather information as to
construction plans for that intersection.
The infrmation ates that the ty ns at thatointersection will athered nbecgreatly improved ewith the planned presently
plan edimprovements.
The Platte Valley Board of Education is taking a neutral position on the petition
to close Weld Road 380 just east of Hardin.
