The guard will be :responsible to insure all persons and separable items capable of
concealing a firearm or edged weapon are subjected to electronic etvisual search.
All briefcases, purses, and other separable ,items must be opened for visual
inspection. Any unauthorized access or othereinergency will be reported using the
portable jail radio.
All ground level perimeter windows must remain closed and preferably locked. The
security checkpoints will easily be defeated by an open window. I do not believe
security glazing, bars, or grilles are necessary at this time.

I also recommend a work station be established on the second floor of the courthouse
for the Courts Unit. A work station was anticipated where a duress alarm annunciator
panel was located during the last renovation. A work station would require a locking
secretary-style desk, telephone extension, computer terminal, and printer. This will
provide a uniformed deputy sheriff a place to work without returning to the Sheriff's
Office. The Courts Unit has estimated a uniformed deputy would be at the work
station 60-70% of the time the building was open to the public.
I believe the third option described in Don Warden's December 16, 1993 memorandum
with my additional recommendation will provide appropriate security measures. Other
recommendations in the U.S. Marshal's Survey are not necessary at the present time.
