State of Colorado, at a duly and lawfully called regular meeting held on the 8th day
of September , A.D. 19 93 , at which meeting there were present the following
members- Chairman Constance L. Harbert, Commissioners W.H. Webster, Dale K. Hall,
George E. Baxter, and Barbara J. Kirkmeyer
