RE: APPROVE LETTER REGARDING AUDIT AGREEMENT BETWEEN WELD COUNTY
AND DELOITTE, HASKINS, AND SELLS AND AUTHORIZE CHAIRMAN TO
SIGN
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on November 3 , 1986 , the Board did, by Resolution,
approve an Agreement for audit services with Deloitte, Haskins, &
Sells, and
WHEREAS, the Board has now been presented with a Letter
regarding said Agreement for audit services for the year ended
December 31 , 1990 , and
WHEREAS, the terms and conditions are as outlined in the
Letter, a copy of which is attached hereto and incorporated herein
by reference, and
WHEREAS , the Board deems it advisable to approve said Letter.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the Letter regarding
the Audit Agreement between Weld County and Deloitte, Haskins, &
Sells be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and
hereby is, authorized to sign said Letter.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 20th day of
August, A.D. , 1990 .

Dear Don:
We are pleased to continue our services as independent
accountants for Weld County (County) . This letter will confirm
our understanding of the arrangements for our audit of the
County's financial statements for the year ended December 31,
1990.
We will audit the general purpose financial statements of the
County for the year ended December 31, 1990. The financial
statements are the responsibility of the County's management.
Our responsibility is to express an opinion on the financial
statements based on our audit.
We will conduct our audit in accordance with generally accepted
auditing standards and Government Auditing Standards, issued by
the Comptroller General of the United States. Those standards
require that we plan and perform the audit to obtain reasonable
assurance about whether the financial statements are free of
material misstatement. An audit includes examining, on a test
basis, evidence supporting the amounts and disclosures in the
financial statements. An audit also includes assessing the
accounting principles used and significant estimates made by
management, as well as evaluating the overall financial statement
presentation. We believe that our audit will provide a
reasonable basis for our opinion.
The scope of audit work to be performed will be generally
consistent with that described in Article IV of the Agreement,
dated November 3, 1986, between the County and Deloitte Haskins &
Sells. Accordingly, our audit services will include the
procedures required by the Single Audit Act of 1984 and OMB
Circular A-128 and will encompass the "special reports" for the
County Fair and Treasurer. We also will report separately on an
audit of the financial statements of the Weld County Retirement
Plan for the year ended December 31, 1990.

described above will be as follows:
