RE: APPROVE MIGRANT HEAD START PROGRAM GRANT APPLICATION FOR COST OF LIVING
ALLOWANCES AND QUALITY IMPROVEMENT FUNDS BETWEEN FENWC AND FEDERAL HEAD
START BUREAU AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Migrant Head Start Program
Grant Application for Cost of Living Allowances and Quality Improvement Funds
between Family Educational Network of Weld County and the Federal Head Start
Bureau, commencing June 1, 1992, and ending May 31, 1993, with the further terms
and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said
application, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Migrant Head Start Program Grant Application for Cost
of Living Allowances and Quality Improvement Funds between Family Educational
Network of Weld County and the Federal Head Start Bureau be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 17th day of June, A.D. , 1992.

PROGRAM QUALITY IMPROVEMENT/COLA
SALARIES AND FRINGE
Due to the reorganization (Attachment I ) explained in detail on the
Program Narrative. The following positions will be upgraded:
Health and Family Services Coordinators from HIC to HIE, the Special
Needs Technician from HF to HH, and the Office Technician from HC to
HFO. The Site Manager will be at the HIF grade and the Service
Coordinators will be at the HIC grade. The latter positions are new
positions. Salaries are determined based on the level of position
responsibility relative to the FENWC and HRD organizational structures ,
and average pay for similar positions within the community.
FRINGE
Pays for the following fringe benefits for all full time regular
employees:
Social Security (FICA) and Medicare is figured at .0620 x salary FICA.
and .0145 x salary for Medicare.
Disability is figured at $.51 per $100.00 made, up to a total of
35,000.00 per month.
Workmen' s Compensation is figured for the teachers and teacher aides at
.0058 x monthly salary divided by 2. The remainder of the staff is
charged at .0757 x monthly salary divided by 2.
Medical Insurance
Health $109.00 a month per FTE
Dental/Vision 10.00 per FTE
Life 3 x gross salary divided by 1000 x .263
Retirement is 6% of gross salary, matched equally by the County.
COLA
All positions will receive a 3.4% salary increase effective June 1,
1992. (See Attachment II - Wage Scale)

PROGRAM NARRATIVE
QUALITY IMPROVEMENT
PROGRAM ACCOUNT 23
The Quality Improvement dollars offered the FENWC Head Start Program
will be used for salaries for program reorganization. The changing
nature of early childhood programs and societal needs dictates the need
for organizational restructuring (See Attachment I ) . The structure will
more efficiently absorb future Migrant Head Start. Early Childhood and
family program expansion.
FENWC has moved from the "Main Center Concept" to a "Neighborhood School
Concept" . Eight (8) of the ten ( 10) sites are located on elementary
school campuses , one site is located in a catechetica' complex and the
other is an independent location (See Attachment III ) . With the new
model there is a need for enhanced communication and collaboration
between the school districts , the community and FENWC.
The new model will improve the quality of the FENWC program as it allows
for the Service Coordinator to provide case management for fifty (50)
families rather than an average of 105 families. The Service
Coordinator will serve as the catalyst for the development of local .
neighborhood programs and enable each center to best meet the needs of
the local community. Quality control and training wi' l be enhanced as
the coordinator positions will be devoted to Training and Technical
Assistance, and program and component evaluation.
Explanation of Position Changes in Organizational Structure
The new structure eliminates the Family Service Aide and the Health Aide
positions. The Service Coordinator will take on the responsibility of
the Family Service Aide and the Health Aide duties , as well as the
responsibility of managing the sites (See Attached Job Descriptions) .
Each site will be comprised of two classrooms , two teachers , two teacher
aides. The two classrooms at each site will be one infant/toddler (10
children) and one older toddler/preschool classroom (15 children) . The
Service Coordinator will be responsible for approximately fifty (50)
families (2 sites) . FENWC will adhere to the Performance Standards as
established by the Department of Health and Human Services to ensure
that all children receive the highest quality services.
FENWC will move into the new organizational structure effective with the
commencement of Program Year 1992-1993.
The new structure adds an additional position. Site Manager who will
supervise the ten Service Coordinator positions and act as liaison
between the school districts, community and FENWC. The current
coordinator positions (Education. Health and Family Service) will act in
a Training and Technical Assistance capacity, as well as the monitoring
and evaluation of the component areas. The Coordinators will also
devise the component plans and be responsible for the coordination of
curriculum and pertinent component activities. The Special Needs
Technician and the Parent Involvement Specialist positions will stay
intact. One of the Office Technician positions will also be dissolved.

It is felt that with this structure the Director will be enabled to
devote more time to program development, coordination, advocacy.
networking and marketing.
All positions, except for temporary staff, receive a full benefit
package which includes: Medical/Dental Insurance. Life Insurance,
County Retirement Plan. Disability Insurance, Workman ' s Compensation.
FICA. Paid Vacation and Sick Leave Benefits. This is fully explained on
the Budget Narrative.
The positions receiving an increase above and beyond the Cost of Living
Allowance are as follow:
Health SS/PI Coordinators and Office Manager
These positions will receive an increase to bring their salary in line
with the Education Coordinator salary. In the past the Education
Coordinator received a higher salary because of her supervisory
responsibilities. The Site Manager will receive a salary higher than
the Coordinators as this position will have the bulk of supervisory
responsibilities.
Special Needs Technician
The Special Needs Technician will receive an increase to bring the
salary into line with the Parent Involvement Specialist. These two
positions are equal on the organizational chart and have equal
responsibility. With the new organization and spread out sites this
position will become more complex.
Office Technician
The Office Technician will also receive an increase, as the current
salary is below the normal salary rate for persons with equal positions
within Weld County.

enrollment by using acceptable standardized instruments, recording
the results and providing the results to the child's parents.
11. Follow-up on assessments for those children referred by staff for
weekly health appraisals.
12. Responsible for the overall planning process and coordination of
activities for the health component. as they relate to the FENWC
program.
13. Be knowledgeable of the health resources available within the
community.
14. Represent FENWC on community boards as they relate to health issues
within the realm of the health component.
15. Revise component work plans yearly.
16. Ensure that a yearly evaluation (SAVI) is completed for the health
component.
17. Adapt, expand and change plans, procedures and policies to meet

9 . Document and manage personnel actions according to personnel policies and procedures
and in conjunction with the personnel representative of FENWC.
