RE: PURCHASE OF THREE USED DISPLAY STATIONS FROM COMPUTER SALES INTERNATIONAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Purchasing Policies and Procedures require that
all used property be purchased by Board Resolution, and
WHEREAS, the Board has been advised that the Weld County Information
Services is in need of three replacement display stations, and
WHEREAS, it has been recommended that three used display stations be
purchased from Computer Sales Internationl, said equipment being described as IBM
3290-220's, for a total purchase price of $3, 975.00.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, hereby authorizes the purchase of the hereinabove described
display stations from Computer Sales International, for a total purchase price
of $3,975.00.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 8th day of March, A.D. , 1992.

Subject: 3290 Replacement Purchase
IBM is withdrawing maintenance on all IBM 3290-001 display stations effective
July 1, 1992. Weld County currently owns three of these model devices. The
IBM 3290 style display stations are used in the Communications and
Information Services Departments where multiple screen capabilities are
needed. Replacement devices (a later model 3290) are available for purchase
from third party vendors. Information Services requested quotes from three
third party vendors to purchase three IBM 3290-220's and to sell Weld
County's IBM 3290-001's. The quotes and conditions for sale were received
from Bell Atlantic, Meridian, and Computer Sales International and are listed
below:

devices were warehoused are not available.

* Quote valid for seven days.
* Proposed s/n's F3075, F3461 - installed August 1987 and taken off
maintenance December 1990, F3509 - installed September 1987 and taken
off maintenance January 1991.
I recommend that Weld County purchase three IBM 3290-220's from Computer
Sales International (CSI) . Their quoted price ($3975) , while not the lowest,
is competitive with Meridian Technology ($3788) . Bases on installation dates
it appears that the equipment was manufactured about the same time. However,
the devices offered by CSI were recently removed from maintenance, December,
1991, whereas the Meridian devices have been off maintenance since January,
1991. There is no way to tell how long the devices have been stored, but my
guess is that they were stored soon after they went off maintenance.
