RE: LEGISLATIVE ACTION TO APPROVE CONSOLIDATION OF WELD COUNTY COMMUNICATION
CENTER WITH CITY OF GREELEY
WHEREAS, tire Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the City of Greeley (City) and Weld County (County) each operate
a separate communication center and criminal justice information system, and
WHEREAS, a joint study of the feasibility of combining the separate
communication centers and criminal justice information systems have been
conducted by staffs of the City and County, and
WHEREAS, based upon a detailed analysis by the respective staffs, the
following has been recommended:
1. The Tiburon System is the best criminal justice information system
on the market to meet the needs of the City and County for an
integrated criminal justice information system.
2. The criminal records management operations of the City and County be
combined.
3. The combined Tiburon criminal justice information system will be
acquired to run on a stand-alone system (DEC) under the control of
the City of Greeley.
5. The combined dispatch center and computer hardware be located in the
Weld County Centennial Center.
WHEREAS, all staff members in the Weld County Communication Center have
been notified of the Board of County Commissioners consideration of the above
recommendations at this meeting, and
WHEREAS, the Weld County Communications Advisory Board on March 19, 1993,
unanimously approved the above recommendations, and
WHEREAS, the District Attorney and Weld County Sheriff have approved the
above recommendations, and
WHEREAS, the Board of County Commissioners agree that the above
recommendations will save the taxpayers of Weld County substantial funds and
enhance public safety services.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Board hereby takes the legislative action to approve
the recommendations to combine the Weld County Communication Center with the City
of Greeley's Communication Center under the control of the City of Greeley on a
contractual basis.
BE IT FURTHER RESOLVED that the Board hereby approves the combining of the
Weld County and City of Greeley criminal justice information system.
BE IT FURTHER RESOLVED by the Board that the following actions are hereby
directed and approved:
1. That a formal contract to combine and operate the dispatch centers
and integrated criminal justice information system be drafted for
City Council and County Commissioners' approval.
2. That the Tiburon criminal justice information system be acquired
with Weld County reimbursing or paying for all costs incurred from
this date forward until this agreement is superseded by the contract
referenced in Paragraph #1 above.
3. That the Weld County Regional Communication Center be placed under
the administrative control of the City of Greeley Police Department,
effective March 29, 1993, and the County pay any added costs
incurred by the City of Greeley for such administration.
4. That City and County staff are directed to proceed with the
necessary administrative actions to combine the two dispatch centers
and criminal justice information systems as soon as possible.
5. That Weld County agrees to make and pay for the necessary facility
modifications to accommodate the combined dispatch center and
computer operations, as well as ongoing facility maintenance costs.
6. All positions of Weld County employees of the Communications
Department will be eliminated no later than October 1, 1993. The
Director of Communications compensated position will be eliminated
June 15, 1993. Other positions may be eliminated prior to October
1, 1993, based upon operational needs.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign the attached Memorandum of Agreement with the City of Greeley
regarding the above.

The above and foregoing Resolution was, on motion duly made and seconded,

MEMORANDUM OF AGREEMENT
WHEREAS, the City of Greeley (City) and Weld County (County) each operate

County agree in concept to the above staff recommendations.
2. That a formal contract to combine and operate the dispatch
centers and integrated criminal justice information system be
drafted for City Council and County Commissioners ' approval.
3. That the Tiburon criminal justice information system be
acquired with Weld County reimbursing or paying for all costs
incurred from this date forward until this agreement is
