HomeMy WebLinkAbout931033.tiff RESOLUTION RE: APPROVE COLORADO OFFICE OF EMERGENCY MANAGEMENT ANNUAL PROGRAM PAPER FOR 1994 AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the Annual Program Paper for 1994 to be submitted to the Colorado Office of Emergency Management, with terms and conditions being as stated in said papers, and WHEREAS, after review, the Board deems it advisable to approve said paper, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Annual Program Paper for 1994 to be submitted to the Colorado Office of Emergency Management be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said paper. Provide for an integrated and coordinated program of emergency management that addresses Federal, State and Weld County goals and objectives and is comprehensive in nature. Provide for Weld County structure consisting of a cadre of trained and qualified emergency management professionals prepared to assist first responders and citizens to protect lives, property and the environment in the event of an emergency. b. RADEF Annex is not required in FFY 94. c. Damage Assessment annex to Weld County LEOP will be completed along with the CPG1-8a crosswalk and a copy will be forwarded to COEM. d. Identify at least one potential staging area in a disaster prone region or incident type in Weld County. A staging location map will be forwarded to COEM-LS. e. I will attend the North East Colorado Regional Planning Team meetings as conditions permit. 200.0 OTHER ASSISTANCE: a. Provide for Population Protection Planners, Radiological Defense Personnel, Survivable Crisis Management Engineers, Individual Mobilization Augmentees and Family Protection Personnel. 200. 1 PLANNING & OPERATIONS: a. Yearly mailing for LEOP Resource Annex is in the Second Quarter of each year. It usually takes one to two months to then get a response and filed in the computer. Changes are made as received throughout the year with the annual update mostly completed by the Third Quarter of each Federal Fiscal Year. b. Complete and submit CHIP Data when presented by COEM as required by CPG1-35. There is no known date that this information will be requested from COEM. c. A Hazard Awareness Campaign action plan and brochure was prepared in FFY 93. Pamphlet is in review stages and should be available to be printed in the First Quarter of FFY 94. This will then become a perpetual project to get the information distributed and out to the public. d. Prepare to set-up a second dispatch center. Due to consolidation of dispatch centers in Weld County there is no second location at this time should 01111 n7'Z the dispatch center be disabled for any reason. There would be limited warning and communication available. 200.2 EMERGENCY MANAGEMENT TRAINING: a. Recruit for COEM sponsored Shelter Systems Officer Class. American Red Cross, WELD County Chapter, is attempting to provide a student. It is anticipated that this student will then be able to review the Shelter portion of the WELD County LEOP. Anticipated completion date is Fourth Quarter of FFY 94. b. Recruit for a Radiological Monitoring Instructor. One is anticipated from the Weld County Sheriff's Office in the First or Second Quarter of FFY 94. This will be contingent upon COEM holding an instructors class. c. Recruit for a Radiological Monitoring class to be held in Weld County in FFY 94. d. Attend all COEM sponsored classes not attended in last five years. Recruit participants to classes I am not able to attend. Recruit participants to classes for assistance in emergency management. This is an ongoing activity throughout FFY 94. e. Facilitate at forums and classes to assist COEM in their overall task of training. This could include the direct assistance of one-on-one assistance to County Emergency Managers. This could also include the traveling and helping of other County Emergency Managers to facilitate their LEOP. This will be an ongoing activity. f. Attend Damage Assessment Planning workshops sponsored by COEM. Anticipated to be through out FFY 94. g. Recruit for Disaster Reservist for COEM and Weld County. This will include members and member training. 200.3 EXERCISING: a. Participate in Winter Storm exercise. This activity is sponsored by COEM in the First Quarter of FFY 94. b. Participate in Spring Awareness exercise. This activity is sponsored by COEM in the Third Quarter of FFY 94. c. Participate in HazMat exercise or actual event in relation to SARA Title III and send the appropriate paperwork to COEM. This will be for WELD County LEOP validation and verification for any changes needed. Anticipated to be in the Fourth Quarter of FFY 94. d. Participate in all WIPP exercises sponsored by COEM in WELD County. There is one anticipated exercise in the Second Quarter of FFY 94. e. An annual update to the four year exercise plan is required in the Fourth Quarter of each year for the next FFY 94. 97103' f. Participate in a warning fanout drill to be conducted in the Second Quarter of FFY 94. g. Conduct a full scale Natural Hazard exercise or actual event and prepare and send the appropriate paperwork to COEM. 200. 4 RADIOLOGICAL DEFENSE: a. Participate in all WIPP exercises and activities scheduled by the Colorado Office of Emergency Management (COEM) . This is an ongoing activity. b. Assist in recruiting for WIPP activities to include participants for COEM activities and WELD County Radiological Monitoring and exercises to WIPP accidents along I-25. This is perpetual throughout FFY 94. c. Submit an annual RADEF inventory when received from COEM. Anticipated to be in Second Quarter FFY 94. d. Submit changes to facility survey data base as received from COEM. This is not a one time activity but rather an ongoing activity. This will be done as information is received during FFY 94. 200.5 SURVIVABLE CRISIS MANAGEMENT: a. During FFY 94 an attempt is going to be made to set-up a second communications center and E-9*l*1 center. Weld County will also attempt to remodel the OEM office and the Emergency Operations Center to have them places that can operate better during an emergency. 200.6 INDIVIDUAL MOBILIZATION AUGMENTEE: a. Individual Mobilization Augmentee (IMA) activities will be managed. Training and office activities will be monitored to follow COEM requirements. 200.7 PUBLIC INFORMATION & PREPAREDNESS: a. WIPP information will be distributed throughout FFY 94 as received from COEM and CDH to interested organizations and individuals. b. I will participate in Service Organizations and make presentations to Service Organizations, upon request, throughout FFY 94. These presentations will be tailored to their needs and requests from general information to specific topics or hazards. I will obtain facilitator for all requests. c. Public awareness information and talks are made upon request. Training is provided to Weld County agencies by Weld County OEM personnel upon request. Weld County OEM personnel are involved with the Colorado PIO organization so as to better serve the county. d. WELD County will participate in the Winter Storm Awareness Campaign as facilitated by COEM. This is anticipated for the First Quarter of FFY 94. e. WELD County will participate in the Spring Emergency preparedness awareness campaign as facilitated by COEM. This is anticipated for the Third 9x.033 r Quarter of FFY 94. f. I will work with COEM in the development and dissemination of public awareness programs for the WIPP project in WELD County. This will include attendance at meetings and facilitating activities within WELD County. 200.8 TECHNICAL SERVICES: a. I am working with the North East Colorado Regional Planning Team to set-up standardized resource gathering. This included the collection and storage of information on a standardized format so that all counties can share the information in a useable form. b. Identify one town within Weld County that would like assistance in preparing an emergency plan. Assist this town in preparing a new plan or reviewing and updating an existing plan. This will start in the Second Quarter and be completed by the Fourth Quarter of FFY 94. c. Identify one facility within Weld County that would like assistance in preparing an emergency plan. Assist this facility in preparing a new plan or reviewing and updating an existing plan. This will start in the Second Quarter and be completed by the Fourth Quarter of FFY 94. 300.0 HAZARD MITIGATION ASSISTANCE: a. Attend Colorado Natural Hazards Mitigation workshops. One in the First Quarter and one in the Third Quarter of FFY 94. b. COEM has sponsored a Dam Data Base class and presentation it in the Third Quarter of FFY 93. Due to the large number of class I, II and III dams in WELD County this was a good class to attend to bring back the information. This was compared to the existing plan for updates. Updates will continue in FFY 94 to obtain plans from the remaining few dams not in the current plan or obtained during FFY 93. c. A Damage Assessment class needs to be presented/attended to keep the first (pilot course) participants updated on the latest issues. This course will be advertised throughout the county with special emphasis on those that attended the first class and those expressing an interest with the Disaster Reservist program. d. In my work with small towns around Colorado, and especially WELD County, it has been found that most towns would be willing to have an emergency plan if they got assistance and somewhere to start. A computerized small town plan was completed last year with COEM. I will now take this model plan to small towns in Weld County and try to get it implemented in FFY 94. e. A program has been proposed to COEM by WELD County to assist them in presenting programs on planning to other Counties. This would further help WELD County in that uniformity would be one outcome with more ideas for the WELD County LEOP. The more that other Counties can be helped the better the local plan becomes because of diversified ideas and input. This is a new ongoing project being piloted this year with COEM's technical and financial support. 93a 031 400.0 DISASTER PREPAREDNESS IMPROVEMENT GRANT: a. Attend workshop for Victim/Volunteer Computer Matching Program. b. Attend workshop for Computerized Damage Assessment Data Base for Local Governments. c. Enhance local natural disaster response preparedness by participating in Colorado/Federal response planning, training and exercise efforts. d. Develop public awareness materials on hazards and public response for use during declared and non-declared disasters. 500.0 FACILITIES AND EQUIPMENT: a. The Weld County OEM office will be remodeled. The Weld County EOC, Communications Center will both be remodeled to enhance disaster preparedness. A new computer system will be designed to allow for ease of warning & communications for natural and man-made disasters. b. Conduct an Emergency Operations Center class for new employees and returning employees. This will include a refresher class and TableTop exercise for employees that have already attended the basic training class. This course will be targeted for the Second Quarter of FFY 94. 600.0 URBAN SEARCH & RESCUE TASK FORCE: 700.0 HAZARDOUS MATERIALS: a. Hazardous Materials (HazMat) Appendix 13 updated yearly in the first quarter of each year to add new facilities required to report under the Superfund Amendment and Reauthorization Act (SARA) Title III. Changes gather throughout the year but updated once a year into the WELD County Local Emergency Operations Plan (LEOP) per Commissioners request. This is an ongoing activity. b. Coordination of talks between the emergency responders, facilities and Designated Emergency Response Authorities (DERA) within the county. This will be on an invitation basis to continue communications between different factions to further advance planning. This will continue throughout the year. c. As a member of the Colorado Emergency Planning Commission I will support SARA Title III legislation for Colorado. I will attend as many monthly meetings as possible with alternates provided when I am unable to attend. I will set on subcommittees and work for easier reporting for facilities. d. Sponsor Hazardous Materials classes in Weld County for First Responders. e. COEM requires that a Hazardous Materials Information Report (HMIR) be filed with their office for all incidents in WELD County. I attempt to file these reports within ten days of the incident. This is an ongoing activity driven by reportable incidents. 971 03' 800.0 EARTHQUAKE PROGRAM: a. An emergency management volunteer will be recruited to attend the Train-the-Trainer class on Earthquake Preparedness at the Emergency Management Institute in the Third Quarter FFY 94. b. This volunteer then will be available to present classes to volunteers and others requesting information on earthquakes. c. Weld County will recruit members for the Colorado Natural Hazards Mitigation Council. 900.0 CHEMICAL STOCKPILE EMERGENCY PREPAREDNESS PROGRAM: a. Volunteer for any and all program that I can assist the affected agencies with. This will be on a per request/availability basis. 1000.0 ADMINISTRATION: a. A quarterly program report will be filed with COEM by the 15th day of the month following the last day of each quarter. This report will be prepared on the forms provided by COEM. b. A quarterly billing report (request for reimbursement) will be filed with COEM by the last day of the month following the last day of each FFQ. This report will be prepared on the forms provided by COEM. Meeting were held in FFY 93 to simplify these reports. Some progress was made but more work will be done in FFY 94. c. The yearly program papers will be completed timely on the forms, and with the direction provided by COEM.
