RE: APPROVE 1993 STATE HOUSING APPLICATION AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 1993 Application for
Colorado Division of Housing Loan/Grant Assistance, with the terms and conditions
being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said
application, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 1993 Application for Colorado Division of Housing
Loan/Grant Assistance be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded,

As discussed at the Work Session of March 10th, attached for Board approval
is the Weld County's 1993 Housing Application to the State Division of
Housing. The application requests funds totalling $347,000 for three
activities:
1. Rehabilitation of Single-Family Owner-Occupied Housing
Rehabilitation of 15 single-family owner-occupied housing units in
the Census Tracts 10,17,18,19.01 , 20 and 21 and in the communities of
Ault, Erie, Evans, Firestone, Fort Lupton, Gilcrest, Johnstown, LaSalle,
Milliken and Platteville. In addition to the normal rehabilitation
activities usually provided through the program, such as electrical and
mechanical improvements, funds will also be used to assist property owners
in the 49th Street area southwest of Evans and the East Fourth Street
neighborhood with the costs of hooking-up to the proposed sewage lines
which are planned for each area. (Note: A funding request will be
submitted by April 1 to the Department of Local Affairs for the 49th
Street area. Ault has approved and will absorb the cost to run the sewer
line to the East Fourth area of their town.
Requested funds will be leveraged with Farmers Home Housing Preservation
Grant program funds, weatherization funds and Larimer County's Helpmate
funds in an effort to maximize resources for the project.
2. Rental Rehabilitation
The second activity to be addressed through the application includes a
request. for $130,400 for rental rehabilitation. Twelve units in the
communities of Ault, Evans, Gill , Galeton and LaSalle are slated for
rehabilitation. Low interest loans will be provided to the property owners
for the rehabilitation improvements. Participating property owners will be
expected to provide at. least 20% in matching funds toward the
rehabilitation costs of their projects. Five rental property owners have
submitted applications for the program as part of our pre-application
marketing strategy.

3. Replacement. Housing and Temporary Relocation
The third activity includes moving and replacing two mobile homes which
are currently in the public right-of-way in the 49th Street area. The
mobile homes must be moved in order to install the sewage line to that.
area. Due to the dilapidated conditions of both units, it is not feasible
to rehab the units, after they are moved. Temporary replacement housing
must be provided to the occupants while the replacement units are prepared
for occupancy. $20,000 is requested from the State for this activity.
In essence, our housing application for 1993 will be a part of a two-faceted
approach involving public facilities (for the sewer project) and housing. The
49th Street area will be a component of the larger strategy of also
addressing the unincorporated Valley View subdivision area, which is located
south of 37th Street (in the Railroad Diagonal area) in Evans. The entire •
project will be a multi-year endeavor.

Weld County has managed various Community Development Projects during the past ten
years. Among the housing projects administered by Weld County are the housing rehab—
ilitation of owner occupied and rental housing, and alternative replacement housing.
Over 200 units have been rehabbed through the program over the past ten years. During
the past year, CDBG funds were utilized for the rehabilitation of a residential Child
Care facility. In 1989, Weld County cooperated with the community of Galeton to pro—
vide funds to connect the homes for low income residents to a new FmHA funded sewage systeir
Other housing programs have included Farmers Home Housing Preservation Grant Program,
the State's Housing Development Grants Program, and the HUD Section 8 Certificate and
Voucher Program.
Technical assistance was provided to the Grover Housing Authority as it developed an
eight unit Farmer's Home Administration funded senior housing project and to the
unincorporated community of East Eaton for the installation of a public water line.

Funds were provided to the residents so they could connect to the East Eaton water
system.
Weld County has an experienced staff which will be responsible for carrying out the
project. Program Staff consists of:
1. James Sheehan, Director, Weld County Housing Authority, who has seventeen
years in an administrative capacity concerning State and Federally funded
housing programs. Programs have included Section 8 programs, CDBG, DOH Grants,
HUD Rental Rehabilitation, Low Income Energy Assistance and Farmer's Home Loan
and Grants programs.
2. Paul Pryor, Rehabilitation Specialist, three years experience in housing
rehabilitation and thirty years in housing construction. , Reports to the
Director of the Weld County Housing Authority.

DESCRIPTION OF PROJECT .
Weld County's 1993 Housing proposal consists of three components:
1. Rehabilitation of Owner Occupied housing;
2. Rehabilitation of Rental Properties; and
3. Replacement housing and temporary relocation for two units in the
unincorporated 49th street area southwest of Evans.
1. Housing Rehabilitation of Owner Occupied Housing
The Housing Rehabilitation component provides for moderate rehabilitation of
fifteen (15) owner-occupied dwellings in Census Tracts 10, 17, 18, 19, 01, 20
and 21. In addition, the target area also includes the towns of Ault, Erie,
Evans, Firestone, Fort Lupton, Gilcrest, Johnstown, La Salle, Milliken, and
Platteville.
Only persons meeting the low/moderate income guidelines will be eligible.
To maximize usage, CDBG funds will be leveraged with Housing Authority Loan
funds, Farmers Home Housing Preservation Grant funds, FmHA 504 funds and
Larimer County's Helpmate Program funds. Rehabilitation activities will
address code violations and health and safety hazards prevalent in targeted
units. All units rehabbed will meet the Minimum Property Standards of the
Weld County Housing Authority.
The rehabilitation component will also provide assistance to homeowners by
providing connection costs to the proposed sewage system in the unincorporated
49th Street area which is southwest of Evans, and in the East Fourth Street
neighborhood in Ault. Both areas are currently unserved by a public sewage
system and are experiencing septic system failures. The 49th Street area
is complicated by a high water table creating serious health risks for the
residents (See attachment A) . The 49th Street area consists of 23 homes
while the Ault target area will include 4 homes.
Although included in Census Tract 10, a specific priority for housing rehabili-
tation efforts will be the 49th Street area which is southwest of Evans.
Another area very close to the 49th Street area is the Valley View Subdivision,
directly north of 49th Street. Both areas have very severe housing rehabili-
tation and possible replacement housing needs. We are projecting this area
alone to require a multi-year approach to resolve these issues.
Weld County is requesting $180,000 for the housing rehabilitation component of
the program. This figure is based on our current average of $12,000 per unit
for fifteen units.

2. Rental Rehabilitation
Tewlve (12) units have been identified in the communities of Ault, Evans,
Gill, Galeton, and La Salle requiring Rental Rehabilitation. In addition,
four property owners are expected to request assistance in the 49th Street
area and in the East Fourth Street area of Ault to obtain connection funds
for the proposed sewage system.
Through the Rental Rehabilitation Program, low interest loans will be provided
to property owners who are interested in correcting health and safety violations
and to bring the units up to the Weld County Housing Authority's minimum
property statndards. The maximum amount of funds loaned will be as follows:
One Bedroom Unit $9,600
Two Bedroom Unit $12,000
Three Bedroom Unit $13,600
Four Bedroom or more $15,200
$130,000 is requested for the Rental Rehabilitation program.
3. Relocation and Replacement Housing
Two units have been identified in the 49th Street area which will require
relocation. Both units are in the public Right-of-Way where the proposed
sewer line is to be layed. Due to the condition of the units, it appears
that rehabilitation of the units will not be feasible. Both units will be
replaced with units that are either new or used and meet the Minimum Housing
Quality Standards. $20,000 is requested for the temporary relocation costs
of the families and for the replacement costs for the two units.

Housing Rehabilitation
Based on 1990 census information, over 420 units in Weld County were identified as
substandard housing units. Based on a Windshield survey of the 49th Street area,
16 units have been identified as substandard units. Although not all home owners
will participate in comprehensive rehabilitation, we are anticipating that all
will apply for assistance in sewage hook-up.
Rental Rehabilitation
The current vacancy rate for rental property owners is less than 2%.* During the
past year, rents have increased, making housing less affordable for low income
persons. Rental units have been identified which are in need of rehabilitation.
By rehabbing the selected units, the supply of affordable rental housing will
be increased.
How wee need determined?
The need for each component of the project was determined by three different
processes.
1. Housing Rehabilitation was determined based on the severity of the housing
conditions in the target area. The need associated with connecting the units
to the sewage system was determined through an analysis conducted by the
Weld County Health Department.
2. Rental Rehabilitation was determined based on applications received from
rental property owners who are interested in the program.
3. The need for replacement housing was determined by site inspection which
revealed that two units were on the public Right-of-Way, in the path of the
sewage line.
Describe how project/progrem will be marketed to the identified beneficiaries.
Weld County will market the Housing Rehabilitation Program through the leadership
of the 49th Street Community, public meetings, and through the news media.
Rental property owners have been identified based on response to a news article
on the HOME Rental Rehabilitation program. The program will continue to accept
applications and build upon our waiting list to plan for continuation of the
program or in case current applicants withdraw.
The homeowners who are affected by relocation have been contacted and advised
of relocation options.

activities valued at $506. The amount is based on $30.00/hour per unit +

The City of Evans will contribute the cost of the sewer taps valued at $13,800 toward
the 49th Street Project. Weld County intends to commit $32,342 toward the
administrative cost of the project. $32,600 in matching funds will be contributed
from rental property owners toward the rental rehabilitation program. Weld
County Housing Authority intends to commit $10,000 toward the acquisition and
relocation part of the project.

APPLICANT STATEMENT OF ASSURANCES AND CERTIFICATIONS
The applicant hereby assures and certifies that:
(a) It:
(1) possesses legal authority to apply for the loan/grant and to execute the proposed project, and its
governing body has duly adopted or passed as an official act a resolution, motion or similar action
authorizing the filing of the application, including all understandings and assurances required, and
directing and authorizing the applicant's chief executive officer and/or other designated official
representatives to act in connection with the application and to provide such additional information as
may be required; and
(21 will give the State, the U.S. Department of Housing and Urban Development (HUD), and any state
authorized representatives access to and the rights to examine all records, books, papers or documents
related to the application and grant.
(3) it is following a detailed citizen participation plan which:
(i) provides for and encourages citizen participation with particular emphasis on participation by
persons of low and moderate income who are residents of areas which Community
Development Block Grant (CDBG), Home Investment Partnership (HOME), Housing
Development Grant (HDG) and Revolving Loan Fund (RLF) funds are proposed to be used;
(ii) provides citizens with reasonable and timely access to local meetings, information, and records
relating to its proposed and actual use of CDBG, HOME, HDG and RLF funds;
(iii) provides for technical assistance to groups representative of persons of low and moderate
income that request such assistance in developing proposals with the level and type of
assistance to be determined by the applicant;
(iv) provides for public hearings to obtain citizen views and to respond to proposals and questions
at all stages of the community development program, including at least the development of
needs, the review of proposed activities, and review of program performance, which hearings
shall be held after adequate notice at times and locations convenient to potential or actual
beneficiaries, and with accommodation for the handicapped;
(v) provides for a timely answer to written complaints and grievances, within 15 working days
where practicable; and
(vi) identifies how the needs of non-English speaking residents will be met in the case of public
hearings where a significant number of non-English speaking residents can be reasonably
expected to participate.
(4) has provided for and encouraged citizen participation, with particular emphasis on participation by
persons of low and moderate income who are residents of areas in which CDBG, HOME, HDG and RLF
funds are proposed to be used; by:
(i) furnishing citizens information concerning the amount of funds available for proposed and
housing activities and the range of activities that may be undertaken, including the estimated
amount proposed to be used for activities that will benefit persons of low and moderate
income. Its plans for minimizing displacement of persons as a result of activities assisted with
CDBG, HOME, HDG and RLF funds and its plan for assisting persons actually displaced as a
result of such activities;
