BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
September 18, 1991

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, September 18, 1991, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Gordon E. Lacy, Chairman
Commissioner George Kennedy, Pro-Tem
Commissioner Constance L. Harbert
Commissioner C. W. Kirby
Commissioner W. H. Webster - Absent
Also present:
Weld County Attorney, Thomas O. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of County Commissioners meeting of September 16, 1991, as
printed. Commissioner Kirby seconded the motion, and it carried
unanimously.
ADDITIONS: There were no additions to today's agenda.
CONSENT AGENDA: Commissioner Kennedy moved to approve the consent agenda as
printed. Commissioner Harbert seconded the motion, and it
carried unanimously.
(Let the record reflect that Commissioner Webster is now
present. )
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Walt Speckman, Director of Human Resources, and Warren Lasell,
County Assessor, each gave brief reports updating the status of
their individual departments.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $464,545. 19
Handwritten warrants:
Payroll $ 4,822.79
Commissioner Webster moved to approve the warrants as presented
by Mr. Warden. Commissioner Harbert seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.
BIDS: PRESENT AND APPROVE FREON - BUILDINGS AND GROUNDS DEPARTMENT:
Pat Persichino, Director of General Services, presented the four
bids received. The Buildings and Grounds Department is asking
for emergency approval of the low bid from Sid Harvey, in the

amount of $6,830.88. Commissioner Webster moved to approve said
low bid. Commissioner Harbert seconded the motion, which
carried unanimously.
PRESENT AND APPROVE PAVING/BALLFIELDS FOR KIDS - FINANCE
DEPARTMENT: Mr. Persichino presented the three bids received.
He read the recommendation of Michael Allen, Project Manager for
Roche Constructors, Inc. , recommending the low bid from
Western-Mobile Northern, Inc. in the amount of $116,224.00 be
accepted. Mr. Warden commented that these are not County
dollars, but are in reference to the Grant that Weld County
sponsored. Commissioner Harbert moved to approve said low bid.
Seconded by Commissioner Webster, the motion carried
unanimously.
PRESENT ADVERTISING FOR DELINQUENT TAX LIST FOR 1991 -
TREASURER'S OFFICE: Mr. Persichino read the two bids received
into the record. This bid will be considered for approval on
October 2, 1991.
PRESENT UNITIZED INTELLIGENCE SYSTEM - SHERIFF'S OFFICE: Mr.
Persichino read the sole bid from Audio Intelligence Devices in
the amount of $9, 717.00 into the record. Said bid will be
considered for approval on September 23, 1991.
BUSINESS:
NEW: CONSIDER TAX ABATEMENT PETITION FROM ROBERT L. AND GLADYS L.
WENTZEL, AND DAVID J. AND AMY J. SMOLJAN: Mr. Lasell explained
this is in regards to a strip of driveway which was erroneously
classified. The correction was made in 1991, and he is
recommending approval of the abatement for 1989 and 1990.
Commissioner Kirby moved to approve said abatement. Seconded by
Commissioner Harbert, the motion carried unanimously.
CONSIDER TAX ABATEMENT PETITION FROM ELDOR AND MARILYN LOIS
GREIN: Mr. Lasell stated this parcel had been incorrectly
classified. It should have been classified as agricultural. It
was corrected in 1991, and the Assessor is recommending the
abatement be approved for 1989 and 1990. It was moved by
Commissioner Webster to approve said abatement. Seconded by
Commissioner Harbert, the motion carried unanimously.
CONSIDER TAX ABATEMENT PETITION FROM WALTER F. SEELE: Mr.
Lasell explained this parcel should also have been classified as
agricultural, and he is recommending the abatement be granted.
Commissioner Harbert moved to approve said abatement. Seconded
by Commissioner Webster, the motion carried unanimously.
CONSIDER TAX ABATEMENT PETITION FROM FREDERICK W. AND SHIRLEY M.
LEIS: Mr. Lasell explained this parcel was also incorrectly
classified. The abatement request is for the years of 1989 and
1990, and he is recommending approval. Commissioner Webster
moved to approve said abatement. Seconded by Commissioner
Kirby, the motion carried unanimously.
CONSIDER COLORADO BREAST AND CERVICAL CANCER PREVENTION AND
CONTROL INITIATIVE AND AUTHORIZE CHAIRMAN TO SIGN: This item
was withdrawn at the request of the Health Department.
CONSIDER TEMPORARY CLOSURE OF WELD COUNTY ROAD 52 BETWEEN WELD
COUNTY ROAD 13 AND 15; AND WELD COUNTY ROAD 19 BETWEEN WELD
COUNTY ROADS 38 AND 42: Commissioner Kennedy moved to approve
said closures. Seconded by Commissioner Kirby, the motion
carried unanimously.
PLANNING: CONSIDER RESOLUTION RE: VIOLATIONS OF THE ZONING ORDINANCE -
VIDAURRI, WENZEL, WHITEHEAD, JORDAN, REIDER, AND GONZALEZ:
Commissioner Kennedy moved to approve this Resolution

authorizing the County Attorney to proceed with legal action
against Sotero Vidaurri, Samuel Wenzel, John and Verona
Whitehead, Carol O. and Elda R. Jordan, Larry E. and Alice S.
Rieder, and Guadalupe and Soccoro Gonzalez for violations of the
Weld County Zoning Ordinance. Commissioner Harbert seconded the
motion, and it carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:30 A.M.

The Board of County Commissioners of Weld County, Colorado, met
in regular session as the Board of Social Services in full
conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, September 18, 1991, at the hour of 9:00 A.M.

the following members were present, constituting a quorum of the

MINUTES: Commissioner Kennedy moved to approve the minutes of the Board
of Social Services meeting of September 16, 1991, as printed.
Commissioner Harbert seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden presented the warrants for approval by the Board in
the amount of $20,481.83. Commissioner Kennedy moved to approve
the warrants as presented by Mr. Warden. Commissioner Kirby
seconded the motion which carried unanimously.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:05 A.M.
