RE: ESTABLISH LIST OF ARBITRATORS FOR PROPERTY VALUATION APPEALS
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board did, by Resolution dated September 13, 1989, adopt the
Weld County Assessment Arbitration Rules and Procedures, and
WHEREAS, according to said procedures, a list of qualified individuals who
shall act as arbitrators of property valuation appeals shall be maintained, and
WHEREAS, pursuant to SB 92-50 and effective June 1, 1993, arbitrators must
be licensed or certified under the real estate appraisers licensing law, and
WHEREAS, after study and review, the Board deems it advisable to establish
a new list to include only Corky Bach, Kenneth L. Bach, J. S. Lengel, Chris Ruff,
and Edwin H. Schmale, Jr. to serve as arbitrators for property valuation appeals.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Corky Bach, Kenneth L. Bach, J. S. Lengel, Chris Ruff, and
Edwin H. Schmale, Jr. be, and hereby are, established as the arbitrators for
property valuation appeals.
BE IT FURTHER RESOLVED by the Board that any list of arbitrators previously
adopted be, and hereby is, nullified.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 26th day of April, A.D. , 1993.

Dear Connie:
The purpose of this letter is to update the Weld County list of available
arbitrators. Effective June 1, 1993 arbitrators in the appeals process must be
either registered, licensed, or certified by the State Board of Real Estate
Appraisers. Currently, most arbitrators authorized by past Board resolution, are
not registered, certified, or licensed.
Our current list must be modified because SB 92-50 requires that arbitrators be
licensed or certified under the real estate appraisers licensing law. At present
none of the eight persons on the list meets the requirements of the law. Edwin
Schmale plans to obtain his appraisal license in June, so we can retain him on
our list, subject his completion of licensing requirements.
I recommend that Mr. Schmale and the others whose names and addresses follow be
approved by the board as possible arbitrators in the appeal process.
