RE: DECLARE CERTAIN EQUIPMENT AS SURPLUS PROPERTY
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, State Statute and the Weld County Administrative
Manuel require that all items disposed of be declared surplus by
the Board of County Commissioners, and
WHEREAS, it has been determined that the used Hewlett Packard
Laserjet II Toner cartridges are no longer required for County
use, and
WHEREAS, Superior Cartridge Service has agreed to purchase
said cartridges from Weld County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that said used cartridges
be, and hereby are, declared as surplus.
BE IT FURTHER RESOLVED by the Board that the Department of
Information Services shall, in the future, have the authority to
sell all used cartridges.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 4th day of
April, A.D. , 1990.

Weld County Board of Commissioners:
I request Board approval to dispose of used Hewlett Packard Laserjet II Toner
cartridges by selling them to a cartridge recycler, Superior Cartridge
Service, 2527 49th Ave. Ct. , Greeley, Colorado, for the sum of $5.00 each.
We have researched this with several vendors and this is the going price for
used cartridges that are not being traded for recycled cartridges. This is
the only local vendor. Therefore, we will not incur shipping charges. This
results in the highest net proceeds from the sale.
The cartridge houses the majority of the moving parts within the HP Laserjet
II printer. This makes it a commodity to be re-used. Recyclers need only
refurbish the moving parts and re-fill the cartridge with toner for resale
at reduced cost. Information Services has tested recycled cartridges and
determined that they do not perform as well as new cartridges with regard to
the moving parts. Additionally, recycled cartridges will not produce as many
pages of print as new cartridges. We therefore must responsibly dispose of
our surplus of used cartridges. I feel that selling of this item to recyclers
is the direction to pursue.
