HomeMy WebLinkAbout940754.tiff RESOLUTION RE: APPROVE INTERAGENCY PREVENTION AND INTERVENTION PROGRAM APPLICATION FOR GREELEY YOUTH CONSERVATION CORPS TO COLORADO DEPARTMENT OF LOCAL AFFAIRS, YCPI PROGRAM, AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Interagency Prevention and Intervention Program Application for Greeley Youth Conservation Corps to the Colorado Department of Local Affairs, YCPI Program, submitted by and through the Board of County Commissioners of Weld County, on behalf of the Human Services Department, Employment Services Division, commencing September 15, 1994, and ending September 14, 1995, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Interagency Prevention and Intervention Program Application for Greeley Youth Conservation Corps to the Colorado Department of Local Affairs, YCPI Program, submitted by and through the Board of County Commissioners of Weld County, on behalf of the Human Services Department, Employment Services Division, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said application. Project Summary The Greeley Youth Conservation Corps will offer approximately 12 high-risk Greeley youth 52 weeks of part time meaningful work and service-learning experience. The youth, working in a crew setting will be engaged in the building of a trail connecting Greeley and Fort Collins. Under the supervision of an adult supervisors clear standards and models of behavior are set. Corpmembers will have the opportunity to improve education, life-coping, leadership, and career development skills. Youth Corps harness the energy and idealism of young people to meet the needs of communities. The youth corp will: . provide skills that have educational value for corpmembers . have public benefits, serve a public need, and enhance public access . have lasting value to communities . enhance the image of young people as a resource . be project-based and not result in displacement of full-time employees . have economic benefit, and . be environmentally sound. B. Problem Statement The following statement is from Youth Violence: An overview by Delbert S. Elliott, Director, Center for the Study and Prevention of Violence. " "National self-report studies indicated that the age of highest risk for the initiation of serious violent behavior is age 15-16. The highest rates of participation in serious violence are at ages 16-17. Unfortunately, for too many youth, violence is either the only or the most effective way to achieve status, respect, and other basic social and personal needs." The City of Greeley has a population of with a youth population of 15.620 between the ages of 10-17 years. The percent of all person below poverty level is 19.5%. The concerns of gangs and gang related problems has become a community issue. C. Targeted Population The target population are 12 at risk youth between the ages of 14 through 18 years of age residing in the City of Greeley. These youth are considered at risk of dropping out of school or have left school unsuccessfully. Youth will be recruited from the school district, probation department, police department, social services and the community at large. Participation will be based on interest and the selection process will ensure the diversity of the group in age, sex, cultural and ethnic backgrounds. 91,0,54 D. Goal and Objectives Youth corps combine work, learning, citizenship and life skills which provide intensive, comprehensive programming that best meet the needs of young people. Marketable work habits include the ability to work effectively as a member of a team, solve problems, take initiative and leadership, and critical thinking are all vital skills that individuals must have to be effective workers and citizens. This program designed allows for the development of the following measurable goals and objectives. 1. 75% of the participants will be educationally or economically disadvantaged; 2. 40% of the participants will be minorities; 3. 100% of the participants will complete work maturity competencies; 4. 100% of the participants will participate in team building, goal setting, leadership development, motivation and self-confidence building workshops and activities. 5. 100% of the participants will participate in educational activities. 6. 100 of the participants will participate in life skills training 7. 100% of the youth will earn wages and become more economically self- sufficient due to their participation in the corp. 8. 100% of the youth will be involved in a reflection component on a daily basis which will include groups discussion and individual journal entries. 9. 100% of the youth will be involved in and have responsibility to work with the City Council and achieve a better sense of appreciation for community involvement and their rights and responsibilities as citizens. E. Evaluation Plan The progress of the corps and each of its activities will be monitored. All participants will be pre and post tested in reading and math to determine grade gain, and will also be post-tested on attitudes and work maturity skills. A report will be made quarterly indicating the accomplishments towards the program goals and objectives with a final report submitted at the end of the project. F. Results It is anticipated that the following goals and objectives will be met: 1. Of the youth who complete the program, 100% of the participants will complete work maturity competencies and be able to demonstrate their work experience on a application or resume. 940'4 2. Youth will demonstrate the successful results of team building, goal setting, leadership development, motivation and self-confidence building workshops and activities by successfully staying in school and not entering the criminal justice system. Youth will be role models for their peer groups. 3. Youth will show grade gain in math and reading and successfully complete the school year. 4. 100% of the youth will have better prepared themselves through life skills development 5. 100% of the youth will have earned wages, become more economically self-sufficient therefore reduce/eliminate their involvement in crime. 6. 100% of the youth will have participated in activities involving work with the police department and with the City Council and through their participation achieved a better sense of appreciation for community involvement and their rights and responsibilities as citizens. G. Collaboration The City of Greeley Youth Corp Project is a collaborative effort between the City of Greeley and Employment Services of Weld County. The City of Greeley will provide guidelines and structure for the trail, the technical assistance and most tools and materials. The City of Greeley will contract with Employment Services of Weld County for to use its existing agency structure to operate the program. The includes applications, management information systems, reporting statistics, the provision of the youth corp supervisor and the payment of the youth wages and benefits. The City of Greeley will commit the following: project site (Poudre River Trail) , necessary materials and equipment, technical assistance in the design, development and construction of the trail. Employment Services of Weld County and the Weld County Private Industry Council will commit Job Training Partnership Act Summer Youth Employment and Training funds for eligible youth during the summer months and Title TIC dollars for staff during the school year. Other contributions will include volunteer time from the City of Greeley for mentoring as well as employer visits and contribution for materials and supplies. Currently there is no Youth Corp Project operating in the City of Greeley. This purpose of the program will be to implement a part-time, year around corp program in the City of Greeley. The planned project is the Poudre River Trail. This grant will begin on September 15, 1994, through September 14, 1995. The amount of funds requested is $111,156. These funds will be primarily used to pay youth wages and other costs associated with the Project.
