RE: APPROVE BYLAWS OF EMERGENCY MEDICAL SERVICES COUNCIL
WHEREAS, the Board of County Commissioners of Weld County, Colorado
pursuant to Colorado Statute and the Weld County Home Rule Charter, is
vested with the authority of administering the affairs of Weld County,
Colorado, and
WHEREAS, the Board of Weld County Commissioners, by Resolution dated
October 19, 1992, established a Weld County Medical Services Council for the
purpose of coordinating and overseeing the physician adviser services for
Weld County EMT's, and
WHEREAS, the Emergency Medical Services Council has promulgated bylaws
which include said rules for service and length of term for service, and
WHEREAS, the Board has been presented with the bylaws of the Emergency
Medical Services Council, and
WHEREAS, the Board of Weld County Commissioners deems it advisable to
approve the bylaws promulgated by the Emergency Medical Services Council,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Weld County, Colorado, that the bylaws of the Weld County Emergency
Medical Services Advisory Council be, and hereby are, approved.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 8th day of February, A.D. ,

WELD COUNTY
EMERGENCY MEDICAL SERVICES COUNCIL
BY-LAWS
NAME
The name of this entity shall be the Weld County Emergency Medical
Services Council, hereinafter referred to as the Council.
PURPOSE
The purpose of the Council shall be to carry out the intent and
purposes of the Board of County Commissioners of Weld County, Colorado,
pursuant to the Resolution of October 21, 1992, concerning the creation of
the Emergency Medical Services Council and the appointment of its members.
ADDRESS
The address for the Council shall be: c/o Weld County Emergency
Medical Services Council, 3401 11th Avenue, Evans, Colorado 80620.
MEMBERSHIP
Members of the Council shall be appointed by the Board of County
Commissioners of Weld County, Colorado. Membership on the Council shall
consist of the following representatives:
1. The Director of the Weld County Ambulance Service;
2. A representative from the Tri-Area Ambulance Service;
3. A representative from the Platte Valley Fire Protection
District;
4. A representative from the North Colorado Medical Center;
5. A representative from a fire protection district/fire
department in the northwest part of Weld County;
6. A representative from a fire protection district/fire
department in the northeast part of Weld County;
7. A representative from a fire protection district/fire
department in the southeast part of Weld County;
8. A representative from a fire protection district/fire
department in the southwest part of Weld County;

9. The Chief of the City of Greeley Fire Department or his
designee;
10. The President of the Weld County Fire Chief's Association or
his designee.
11. Emergency Medical Services Department Chairperson, Division of
Public Services, Aims Community College.
Each representative, during the first year of the Council, shall serve
from October, 1992, through December, 1993. For each and every subsequent
year, each representative shall serve a one-year term beginning January 1st
of each year. A representative may serve more than one term.
OFFICERS
At the first meeting for the new term, the members shall elect a
Chairperson, Vice Chairperson and Secretary to serve for the one year term.
The Chairperson shall preside at all meetings of the Council and act in
accordance with the duties customarily associated with such position. The
Vice Chairperson shall act in the absence or at the request of the
Chairperson. The Secretary shall keep minutes of the Weld County EMS
Council Meetings and perform other administrative duties, as required.
REMOVAL FROM COUNCIL
Upon majority vote, the members may present to the Board a request
that an officer or other member of the Council be removed for failure to
perform assigned responsibilities.
VACANCY ON THE COUNCIL
If a vacancy occurs on the Council, the vacancy shall be filled by a
person representing the same entity that was represented by the vacating
member, and the person filling the vacancy shall be affirmed by the Board
of Weld County Commissioners.
If a vacancy arises in the office of the Chairperson, the Vice
Chairperson shall succeed to the office of Chairperson.
In the event of the incapacity, resignation, or both, of the
Chairperson and Vice Chairperson, members of the Council shall elect a new
Chairperson and Vice Chairperson by majority vote.
If a vacancy arises in the office of the Secretary, members of the
Council shall elect a new Secretary by majority vote.

RECORD KEEPING
The Council shall keep minutes and records as required or as necessary
for the Council, and such minutes of meetings or other records shall be
available to the Board of Weld County Commissioners upon request. A copy
of the minutes from each meeting shall be distributed to each participating
Weld County fire district within one week after that meeting.
MEETINGS
All business of the Council shall be transacted at regular meetings
or special meetings and only when a quorum is present. Regular meetings
shall be conducted monthly, at 7:00 p.m. on the second Thursday of each
month. Special meetings may be held subject to the call of the Chairperson
to act upon matters that cannot be delayed until the next regularly
scheduled meeting date. An agenda for each meeting shall be sent to each
Council member at least one week prior to the regular monthly meeting and
as soon as possible prior to any special meeting, also setting forth the
location for that meeting.
QUORUM
A quorum shall consist of six of the eleven members (or designated
alternates) in attendance to conduct official business. Only appointed
Council members or their designated alternates may vote. The Chairperson
or acting Chairperson is a regular voting member. Council members who are
unable to attend a regularly scheduled or special meeting should send a
designated alternate to the meeting so that each member is represented.
A tie vote on any issue shall be reported as such.
COMPENSATION
Members of the Council shall not receive a salary for their services
on the Council.
The Council, and members on the Council, are specifically not
authorized to enter into any contract or execute and delivery any instrument
in the name of and on behalf of the Council.
There are no funds budgeted to the Council, and there is currently no
budget for the Council. Service on the Council is strictly voluntary.
AMENDMENTS
These by-laws may be altered, amended or repealed, and any new by-laws
may be adopted by submission to, and resolution by, the Board of Weld County
Commissioners.
