HomeMy WebLinkAbout941385.tiff MINUTES WELD COUNTY COUNCIL October 5, 1994 Tapes#16-94 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in Greeley, Colorado, on Wednesday, October 5, 1994 at 7:30 p.m. ROLL CALL: The meeting was called to order by President Campbell, and the following members were present, constituting a quorum of the members thereof: Councilman Orr and Councilman Young. Vice- President Gardner was excused. Also present were David Malcom, Pam Malcom, Jim Hayward, Stephanie Hayward, Sandra Ingram; and the Council secretary. APPROVAL OF MINUTES: Councilman Young moved to approve the minutes of the September 7, 1994, meeting. Councilman Orr seconded; the motion passed. APPOINTMENTS: President Campbell noted the appointments listed, Councilman Orr will attempt to attend the 10/10/94 Luncheon meeting. Vice President Gardner will be approached about representing the Council at the KFKA "Coffee Break" show on 11/15/94 at 9:00 a.m. ADDITIONS TO AGENDA: Additional items added after circulation of the initial agenda were noted with an " " ". The letter of resignation of the Council secretary was added under"New Business." CORRESPONDENCE: The correspondence received was duly noted by President Campbell and was subsequently circulated among the Council members. REPORTS: Coordinator Reports Councilman Young talked about his participation on the KFKA "Coffee Break" show. There appears to be some confusion regarding the proposed wording change to the home rule charter and how compensation for the position of coroner relates to this. The Council will draft a letter and send it to the medias in attempt to clarify its intent and meaning. Councilman Orr made no report. ,t` A(',AQ4 941385 County Council Minutes October 5, 1994—Page 2 OLD BUSINESS: Reformatting of Council Rules and Regulations and Procedures Due to personal circumstances, County Attorney Bruce Barker was unable to provide the Council with the needed information for the October 5, 1994, meeting. He will complete this information and present it to the Council for review at its November 2, 1994, meeting. Setting of Luncheon Date for Existing, Outgoing, and Incoming Elected Officials The Council secretary will check with Vicky Sprague for input regarding one of two possible dates for the luncheon and will then notify the Council accordingly. This luncheon will be held in the solarium on second floor in the Centennial Building. A menu was discussed; the secretary will finalize details with the caterer. NEW BUSINESS: Approval of Report to the People for Third Quarter of 1994 Councilman Orr moved to approve the Report to the People. Councilman Young seconded; the motion passed. Letter of Resignation from Council Secretary Councilman Young moved to accept said resignation. Councilman Orr seconded the motion; the motion passed. Members expressed appreciation to the Council secretary for those projects accomplished for the Council. It was decided by the Council to have Personnel proceed with posting of the position, accepting of applications, and specifying candidates to be interviewed. The Council will interview potential candidates for the Office Tech IV position on Wednesday, November 16, 1994, starting at 6:30 p.m. Payment of the Bills Councilman Young moved to approve payment of the bills as listed. Councilman Orr seconded the motion; the motion passed. November Council Meetings The next council meeting will be held on November 2, 1994, at the LaSalle Town Hall, 199 Main Street in LaSalle starting at 7:30 p.m. J. Evan Goulding, Executive Director of the Special Districts Association of Colorado, will attend the meeting to address Amendment One and how it applies to special districts. Secretarial Research Requests Information regarding all resolutions made by the council has been computerized. This information includes the following: resolution number, resolution title, date resolution was signed, and brief description of resolution. County Council Minutes October 5, 1994—Page 3 PUBLIC COMMENTS: Councilman Orr mentioned a constituent contacted him about the ballot question regarding the retaining of$750,000.00 from the oil companies and proposed 5% mill levy tax relating to this. He was concerned that the majority of Weld County voters are not aware that if the proposed mill levy tax passed, the 5% increase would change the tax base permanently given the $750,000.00. Councilman Orr would like to see the Council clarify all ramifications of the proposed mill levy tax. The Council will request the Commissioners formulate a written statement to the voters for distribution in medias throughout Weld County to help clarify any confusion.
