RE: GRANT REQUEST OF WASTE SERVICES CORPORATION TO PREADVERTISE
SPECIAL REVIEW PERMIT AND CERTIFICATE OF DESIGNATION
APPLICATIONS
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, Brad Keirnes, president of Waste Services
Corporation, has submitted a letter to the Board requesting that
the Special Review Permit and Certificate of Designation
applications be preadvertised, and
WHEREAS, a copy of said letter of request is attached hereto
and incorporated herein by reference, and
WHEREAS, after review, the Board deems it appropriate to
grant said request to preadvertise this matter.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the request of Brad
Keirnes, president of Waste Services Corporation, to preadvertise
Special Review Permit and Certificate of Designation applications
be, and hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to
consider said Special Review Permit and Certificate of Designation
applications be set for June 27, 1990 , at 10 : 00 A.M.
The above and foregoing Resolution was , on motion duly made
and seconded, adopted by the following vote on the 23rd day of
May, A.D. , 1990 .

Dear Ms . Antuna:
I am hereby requesting the preadvertisement of a public
hearing before the Board of Weld County Commissioners on
Wednesday, June 27 , 1990 , concerning the issuance of a Use
by Special Review Permit and Certificate of Designation for
the proposed North Weld Sanitary Landfill.
The hearing before the Weld County Planning Commission on
our land-use applications has been scheduled for Tuesday,
June 5 , 1990 . It is my understanding from Department of
Planning Services staff that , based on applicable scheduling
procedures and constraints , June 27 would be the normal
Board hearing date and that it can be accommodated by them.
Our reasons for this request for preadvertisement are as
follows :
1 . Waste Services Corporation has sought and obtained
an allocation from the Colorado Department of Local
Affairs to secure tax-exempt Private Activity Bond
financing for the proposed North Weld Sanitary
Landfill . As part of its award of this allocation
for our project the State has established a deadline
for the completion of the issuance of the bonds by
August 31 , 1990 . To meet this deadline, it is
necessary to seek the timely disposition of our
land-use applications before the Board of County
Commissioners .
2 . Concurrent with the issuance of new Private Activity
Bond financing for our project , we will be required
to refund an existing outstanding bond issue . As
specified by the agreements regulating this
indebtedness , this refunding must be accomplished on
or before the next call date of September 1 , 1990 .
We are confident that based on the information available at
this time our applications and we, as the applicant , will be

be fully prepared for the Board of County Commissioners '
complete review and consideration on the requested hearing
date of June 27 , 1990 .

hearing preadvertisement request.
