Therefore, the Division of Air Pollution Control of the Colorado Department of Health, hereby gives NOTICE, pursuant to Section 25-7-114(4)(e), C.R.S. 1973, as amended, of the Colorado "Air Quality Control Act", that an application to the Division has been received for an emission permit on the following proposed project and activity: Roggen Gas Processing Company has proposed to expand a natural gas processing facility located in the S.E. 'A of the S.W. 'A of Sec. 24, T2N, R63W, in Weld County, Colorado. The facility, known as the Roggen Compressor Station is a major stationary source and is subject to prevention of significant deterioration (PSD) rules. The expansion consists of two (2) 550 HP and one (1) 400 HP natural gas fired reciprocat- ing compressor engines, and one (1) natural gas liquids extraction plant. The estimated increase in emissions of oxides of nitrogen, volitile organic compounds (VOC) and carbon monoxide are 29.0, 14.4, and 43.5 tons per year, respectively. The Division has determined that the change will not constitute a major modification and that the source will comply with all permitting requirements. The Division hereby solicits and requests submission of public comment concerning the aforesaid proposed project and activity for a period of thirty (30) days from and after the date of this publication. Any such comment must be in writing and be submitted to the following addressee: David M. REGULATORY SOURCES STATUS This action represents a synthetic minor modification being added to an existing major source.This source type is considered major at 250 tons per year of NO.emissions. Since increase in NO. emissions is below 40 tons, the modification is considered to be minor. There are no specific NO„ emission standards for internal combustion engines. The liquids extraction plant is subject to federal New Source Performance Standard KKK. This is an EPA Al classified source. This facility has a number of existing compressor engines, which were installed prior to 1983 and are grandfathered as such. It also has two existing natural gas liquid extraction plants. The facility as a whole is an existing major stationary source. A total of three reciprocating compressor engines and an additional natural gas liquid (NGL) extraction plant are being proposed for installation. At this time two of the engines will be Waukesha 5101 GU engines each site rated at 550 horsepower. The third engine has yet not been specified, but will be no larger than 400 horsepower. All three engines will be equipped with non-selective catalyst for emission control capable of meeting 2 g/hp-hr NOX and 3 g/hp-hr CO emission levels. Potential emissions from the compressor engines are summarized in Table 1. VOC emissions due solely to equipment leaks will be emitted from this unit. These emissions will be controlled since the plant will be subject to the New Source Performance Standards (Colorado Air Quality Control regulation 6. Part A. Subpart L), which require an equipment leak monitoring program. Such a program will identify June 19, 1992 Page 2 leaking equipment, which will be repaired in a timely fashion as required by the NSPS. Control efficiencies are listed in Equipment Leaks of VOC in Natural Gas Production Industry — Background Information for Proposed Standards (EPA-450/3-82-024a). Fugitive VOC emission estimates for the NGL plant are summarized in Table 2, which are based on approximate component counts. The loading rack has a vapor recovery system which return recovered vapors to the plant inlet. Emissions associated with product loading due to the increase in loading frequency is considered negligible. Total emissions due to this modification are summarized in Table 3. As may be seen from this table, emissions for each criteria pollutant are below their respective significance levels. As such the changes proposed at this facility will constitute a minor modification. The Annual Fees showed that Points 3-15 had been canceled on 9/12/90 and point 99 had been canceled on 7/17/90. All of the A/F entries had been listed under Damson Oil rather than Roggen Gas Processing. The Master file is under Damson Oil, but it contains several Revised APENS dated 6/21/88 requesting a T/O. Apparently the Division received these APENS but took no action at that time. There are no AIR letters or other documents on file which explain why no action was taken on these. The attached list is arranged by Point number.
