BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO

The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, June 23, 1993, at the hour
of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner Constance L. Harbert, Chairman
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
Weld County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board
of County Commissioners meeting of June 21, 1993, as printed.
Commissioner Hall seconded the motion, and it carried
unanimously.
ADDITIONS: Added as Item 81 under New Business: Consider License Agreement
for Construction and Maintenance of Weld County Road Right-of-
Way for the U.S. Department of Agriculture, Forest Service, and
authorize Chairman to sign
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as
printed. Commissioner Kirkmeyer seconded the motion, and it
carried unanimously.
PUBLIC INPUT: There was no public input given.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General Fund $ 36,468.92
Commissioner Webster moved to approve the warrants as presented
by Mr. Warden. Commissioner Hall seconded the motion, which
carried unanimously.
BIDS: There were no bids presented today.
BUSINESS:
NEW: CONSIDER LICENSE AGREEMENT FOR CONSTRUCTION AND MAINTENANCE OF
WELD COUNTY ROAD RIGHT-OF-WAY FOR THE U.S. DEPARTMENT OF
AGRICULTURE, FOREST SERVICE, AND AUTHORIZE CHAIRMAN TO SIGN:
Bruce Barker, County Attorney, explained said agreement is in
conjunction with the negotiations with Jeff Loche, U. S. Forest
Service, concerning a bird trail in northeastern Weld County.

The Forest Service wishes to construct and maintain Weld County
Road 96, between Weld County Roads 61 and 77, in order to
provide access for the public to areas within the Pawnee
National Grasslands. Mr. Barker said the difference between
this agreement and the County's standard agreement is in
paragraph #8, which gives the Forest Service the option to
purchase the road right-of-way for the price of $1 and continue
to maintain said right-of-way. He suggested the addition of a
sentence to paragraph #8 which sets a time limit for the option
to purchase. Commissioner Baxter pointed out that paragraph #6
gives the County an out if the Forest Service abandons the
right-of-way and it is not constructed to Weld County road
standards. Commissioner Webster moved to approve said agreement
with the inclusion of a sentence setting a 60-day limit on the
option to purchase, and to authorize the Chairman to sign.
Seconded by Commissioner Baxter, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9: 10 A.M.

The Board of County Commissioners of Weld County, Colorado, met
in regular session as the Board of Social Services in full
conformity with the law and bylaws of said Board at the regular
place of meeting in the Weld County Centennial Center, Greeley,
Colorado, June 23, 1993, at the hour of 9:00 A.M.

of Social Services meeting of June 21, 1993, as printed.
Commissioner Hall seconded the motion, and it carried
unanimously.
WARRANTS: Don Warden presented the warrants for approval by the Board in
the amount of $183,504.67. Commissioner Baxter moved to approve
the warrants as presented by Mr. Warden. Commissioner Hall
seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
There being no further business, this meeting was adjourned at
9:15 A.M.
