HomeMy WebLinkAbout941156.tiff RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY ROAD 18 AT WELD COUNTY ROAD 37 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the intersection of Weld County Roads 18 and 37 is offset approximately 40 feet, and WHEREAS, power poles on Weld County Road 18 interfere with the view for vehicles traveling west on Weld County Road 18 if the curve of the intersection is not followed correctly, and WHEREAS, given the 40-foot offset and the interference of the power poles at the intersection, "Stop" signs are necessary to stop the east and west traffic on Weld County road 18 at its intersection with Weld County Road 37, in accordance with the provisions of Section 2B-5 of the Manual on uniform Traffic Control Devices, as adopted by Section 42-4-501, CRS, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Stop" signs for the east and west traffic on Weld County Road 18 at Weld County Road 37, as shown in the attached plat map, for the safety of the general public, and said signs shall conform to the State manual and specifications. To Drew Scheltinga November 14, 1994 COLOR COLORADO From Dean Dreher sub$ct: Signing at WCR 37 and WCR 18 The intersection of WCR 37 and WCR 18 is off set approximately 40 feet and is difficult to maintain 35 MPH while staying in the proper lane. Furthermore,the westbound traffic has power poles in its path if the curve at the intersection is not followed correctly. See attached diagram. It is our understanding that you will prepare a resolution for approval by the Board of County Commissioners to install the stop signs per our recommendation. With regard to the speed limit signs, our research indicates that the signs were installed by a Resolution adopted by the Board of County Commissioners on November 26, 1975. At this time,I feel it would be appropriate to wait until spring to conduct a full reevaluation of the situation to determine whether removal of the speed limit signs is warranted. A copy of the records retrieved from our files is attached. Robert Browns complaint , Phone 857-2063 on County Road Number 37 north of State 52 . I made an investigation at approximately 18 : 30 hours p . m. on 11/5/75. While there I was confronted with several residents , a Mrs . Rhoda, Mrs. Robert Wakins , Mrs . Glover, and Mrs . Hubert Nelson whose cow was involved in the reported accident . From the statements made Mrs . Nelson ' s cow was being herded down the road with her and her son , son was on horseback. When the vehicle came along struck the cow throwing it approximately 40 ' killing the cow, cow was a registered imported, valued at approximately $ 600. Witness stated the vehicle stopped after going down the roadway then came back but when the resident mentioned getting the state patrol they jumped in their vehicle and speed away . Re- sident did get license number. The patrol ' s statement was that there wasn ' t much he could do . So the residents are concerned, as it could have just as well have been the boy on horseback or Mrs . Nelson that could have been hit . Time of accident was 05 : 00 P.M. on 11/3/75 , it was still daylight . There are no obstructions restricting motorist vision along this stretch of road, condition of road is loose sand. There are eight dwellings along this stretch of road. Residents strongly complained of speeders thru this area. The residents acted in a superior manner and wondered if we can do something. Recommendations : I recommend that County Road 37 be speed zoned at 35 miles from State 52 to County R(( d 18 as County Road 14 is only a half a mile from State 52. Dwellings are into the next mile . Next crossroad intersection is at County Road 18 and 37. Request your approval or disapproval for the above survey. To Sam Telep Date November 14 , 1975 COLORADO From Traffic Control Devices County Road 37 Subject: We have received several complaints from residents on County Road 37 between Colorado State Highway 52 and County Road 18 . We have made a field investigation of the situation and it is our recommendation that County Road 37 be speed zoned as outlined below. Northbound lane A 35 mile per hour speed limit is to be established approximately 100' north of State Highway 52 . The 35 mile per hour speed limit will extend to a point approximately 750 ' south of County Road 18 . At this point the 35 mile per hour speed limit will increase to 45 mile per hour. The 45 mile per hour speed limit will extend to a point approximately 750 ' north of County Road 18 where it changes to 55 mile per hour. Southbound lane A 45 mile an hour speed limit will start at a point approximately 750 ' south of County Road 18 and extend to a point approximately 1500 ' south of County Road 18 where it will change to a 35 mile per hour speed limit . The 35 mile an hour speed limit will extend to Colorado State Highway 52 . The proposed signing for the 35 mile per hour and 45 mile per hour speed limit is shown on the attached sketch dated 11/13/75 . Will you please prepar the necessary resolution. r Richard L. WHEREAS, a multitude of complaints have been made to the Board of County Commissioners, Weld County, Colorado, that motor vehicles are habitually being driven at speeds greater than is reasonable and pru- dent along that part of said County road No. 37, being in Weld County, Colorado, from its intersection with Colorado State Highway No. 52 on the South and its intersection with County road No. 18 on the'North and proceeding approximately 750 feet North of said County road No. 18, and all intersections of streets and roads therewith, and WHEREAS, said Board is authorized by the statutes of the State of Colorado to regulate the speed of vehicles, and WHEREAS, said Board, pursuant to such complaints, has deter- mined upon the basis of engineering, traffic investigations and a special speed survey, that any speed along or over said portion of said road or roadway, and all intersections of other roads therewith, in excess of the following, to-wit: Northbound Traffic: From a point approximately 100 feet North of Colorado State High- way No. 52 to a point approximately 750 feet South of County road No. 18, on said County road No. 37-35 miles per hour; and From a point approximately 750 feet South of County road No. 18, on County road No. 37 and extending North to its intersection with said. County road No. 18-45 miles per hour; From the intersection of County road No. 37 and County road No. 18 and extending North approximately 750 feet, on County road No. 37-45 miles per hour.
