HomeMy WebLinkAbout930824.tiff RESOLUTION RE: APPROVE PROJECT COMPLETION REPORT FOR 1992 HOUSING REHABILITATION PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Project Completion Report for 1992 Housing Rehabilitation Program, to be submitted to the Colorado Division of Local Affairs, with the terms and conditions being as stated in said report, and WHEREAS, after review, the Board deems it advisable to approve said report, a copy of which is attached hereto and incorporated herein by reference. Have you ever driven through the streets of your community, and saw your fellow citizens living in sub-standard housing? Have you noticed a senior whose roof needed replaced, windows broken and heard the horror stories of thrown breakers , but knew there were not alot of options available for them to secure a loan for the needed repairs? In fact, some of these same families have possibly asked your group for assistance. Your group was possibly even referred from the Department of Social Services. Some of these requests were denied simply because they exceeded the limits of your group, not because there was not a definite need. Therefore, this family is still living in an unhealthy, unsafe environment. So, what is the answer you may be asking---The Community Development Block Grant Low-Mod Rehab Loan has been tailored to fulfill the needs of these families. The low interest (3%) loan is available with a number of options including flex terms for the family who may not be able to secure conventional financing. These monies are available for the rehab of low to moderate income single family dwellings in the towns and surrounding areas of Ft. Lupton, Gilcrest, Johnstown, Platteville and, Evans. It would be our desire to assist these families , but we need your help to accomplish this monumental task of marketing. Since you live in this area and drive by these structures on a daily basis and since you may attend religious services with them or have access of resources from which we would like to draw, we are asking for your help. With your assistance and support, we will be better able to serve your community and alleviate blight from the neighborhoods of your community. Weld County Housing Authority is administering the Community Development Block Grant Program in Weld County for HUD. This program is for owner/occupied homeowners whose housing does not meet Fair Housing Quality Standards; and are unable to secure financing through conventional channels. WCHA will rehab the house to meet current UBC codes up to $15,000 with a CDBG Rehab loan. This loan is at 3% interest and may be tailored to meet the ability of the family to repay. There are also a number of formulas available for Handicap and Senior homeowners. One funding source this project will utilize is the Community Development Block Grant(CDBG)program. This CDBG is a federally funded housing, public facility and economic development program, which was established in 1975. The design of the CDBG program is to benefit low- to moderate-income families. Secondly, this program provides aid to areas of slum and blight. Thirdly, community development funds can be used in cases of eminent emergencies. Weld County Housing Authority's 1992 Housing proposal consists of three components: 1) rehabilitation for single family owner occupied housing, 2) rehabilitation of rental properties, and 3) relocation and replacement housing. uesting $347,000 to fund this project. s,7 4 (r.2. 7/O With most communities in the state of Colorado not having a Community Development Block Grant, Weld County is fortunate to have such a program. Weld County Housing Authority has administered this program since 1983. Since then they have rehabilitated approximately 200 units. The amount of funds requested in the first portion of the application, rehabilitation for single family owner occupied housing, is $180,000. Rll encompass the following three elements: 1) Single Family Owner Occupied Rehabilitation. 2) Public Facilities. 3) Economic Development. This portion of the application will cover health and safety hazards. All units rehabilitated will meet the minimum property standards of the Weld County Housing Authority, The Housing Authority is proposing the rehabilitation of fifteen (15)owner-occupied dwellings in census tracts 10, 17, 18, 19.01, 20 and 21. In addition, the targeted area would include the community of Ault. The Housing Authority will not pressure any home owner to participate. Funds are available for home owners that qualify. In order for a family of four to qualify their annual income must be below $27,100. The public facilities element entails hookups to sewer and a safe water supply. The rehabilitation program will provide assistance to homeowners for the connection costs. One item to keep in mind is this program is a straight 3% loan. If elderly, disabled or handicapped individuals are involved, then the loan may be deferred until the sale of the property or death. Followed was a discussion of sewer hookup costs, materials/labor costs and building permit fees. Included in this discussion was the issue of qualifying for the CDBG program. Paul Pryor, Weld County Housing Authority, informed the audience that if there is a public sewer system within a certain distance from homeowners' properties, the Health Department requires them to hookup to the system. Tim Johnston, Greeley Gas Company,presented company policies pertaining to main extensions. Greeley Gas is proposing the installation of a main westerly on 42nd Street to 23rd Avenue and on 23rd Avenue from 42nd Street to 49th Street, In order for Greeley Gas to pay for this main installation they will need commitments from at least 22 property owners wishing hookups. Included in this presentation was a discussion addressing the costs incurred to property owners (i.e., deposit for meter, converting appliances from propane to gas). This rehabilitation component is similar to the housing rehabilitation, which addresses and health and safety hazards and corrects code violations. Low interest loans will be provided to property owners who are interested in correcting these issues. Also, the difference with rental rehabilitation is the property owner has to provide 20% of the cost of the project with limitations set based upon bedroom sizes. Communities targeted for receiving rental rehabilitation are Ault, Gill, Galeton, Evans and LaSalle, with $130,000 being requested for funding of this portion of the project. Thirdly, this application will address two mobile home units in the 49th Street area which will require relocation and replacement housing. Both units are in public right of way. Due to the condition of the units, it appears rehabilitation of the units will not be feasible. Both units will need to be replaced with better quality units which meet the Minimum Housing Quality Standards. Since the property owners will need to reside elsewhere while these units are being relocated, temporary replacement housing funds are being requested with this component of the application. Property owners will be required to pay for the mobile home units with a straight loan. 4"� Weld County Housing Authority's emphasis is on rehabilitation of the housing units. The Housing Authority would like to assist the property owners in upgrading the conditions of the 49th Street area. Finally, another incorporated area theM program is proposing assistance to is the Valley View Subdivision. This subdivision also has housing rehabilitation and possible replacement housing needs. The Housing Rehabilitation application will be reviewed in May 1993, with approval some time in June. The State requires that upon completion of a CDBG or HOME program, a Project Completion Report be completed which reflects the total number of units completed, the total amount expended, as well as beneficiary information. Attached is the Project Completion Report for the 1992 Housing Rehabilition Program. This year we were able to rehab 11 single family dwellings and one group home with funds provided by the State Department of Local Affairs. Our projected accomplishments were 10 rehab projects.
