RE: APPROVE SITE SPECIFIC DEVELOPMENT PLAN AND RESUBDIVISION OF
LOTS 5 THROUGH 10, WESTRIDGE SUBDIVISION - MOUNTAIN VIEW
EVANGELICAL FREE CHURCH
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on the 11th day of April, 1990, in a public meeting,
the Board considered the request of Mountain View Evangelical Free
Church for a Site Specific Development Plan and the resubdivision
of Lots 5 through 10, Westridge Subdivision, Weld County,
Colorado, and
WHEREAS, the applicant was represented by Dick Huwa, and
WHEREAS, the Board reviewed the submitted evidence and heard
the testimony of those present, and
WHEREAS, the Board, having considered the recommendation of
the Weld County Planning Commission, finds that the resubdivision
request concerning Lots 5 through 10, Westridge Subdivision, shall
be approved for the following reasons:
1 . The submitted materials are in compliance with the
application requirements of Section 6-4 B. of the Weld County
Subdivision Regulations.
2. It is the opinion of the Board of County Commissioners that
the applicant has shown compliance with Section 6-4 E. of the
Weld County Subdivision Regulations as follows:
a. No lot or parcel of land will be created that is less
than the minimum requirements for area as established by
these regulations or other applicable ordinances.
b. Drainage easements or rights-of-way reserved for
drainage will not be negatively affected. Drainage
improvement recommendations have been addressed in the
Conditions of Approval.

c. The proposed resubdivision plat will not be altered in
any way which will adversely affect the character of the
plat filed. Reducing the number of lots and increasing
the size of the remaining lot will be compatible with
the existing surrounding parcels.
3 . The following referral entities have reviewed this request
and set forth no objections:
a) Weld County Health Department
b) West Greeley Soil Conservation District
c) State Highway Department
d) City of Greeley Planning Department
e) Weld County Engineering Department
4. The Weld County Utilities Coordinating Committee recommended
conditional approval of this request at its meeting on March
22, 1990 . Condition of Approval #2 sets forth the
Committee's recommendation.
5 . The Department of Planning Services ' staff has not received
any objections from surrounding property owners.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado, that the request of
Mountain View Evangelical Free Church for a Site Specific
Development Plan and the resubdivision of Lots 5 through 10,
Westridge Subdivision, Weld County, Colorado, be, and hereby is,
approved subject to the following conditions:
1. The recommendations of McRae and Short, Inc. , in its December
27, 1989, Drainage Report shall be complied with, except the
discharge for Detention Pond "C" shall be changed to comply
with the requirements of the Weld County Engineering
Department, as set forth in its referral response of March
21, 1990.
2. The resubdivision plat shall be amended to show all 10-foot
utility easements increased to 15 feet. The 20-foot utility
easement shall remain as shown.

Moved by LeAnn Reid that the following resolution be introduced for passage
by the Weld County Planning Commission. Be it Resolved by the Weld County
Planning Commission that the application for:

There is no borrow pit on the discharge end of Detention Pond "C". Is the
water going to run to the west? I believe this is uphill also.
It appears the best way to discharge this would be similar to Detention
Pond "B", to the State right-of-way area if possible.
Detention Pond "A" discharges into the borrow pit next to the asphalt
road, runs down to the corner, then crosses under the road to the State
right-of-way area.

A regular meeting of the Weld County Planning Commission was held on April
3, 1990, in the County Commissioners' Hearing Room (Room #101), Weld County
Centennial Building, 915 Tenth Street, Greeley, Colorado. The meeting was
called to order by the chairman, Ernie Ross, at 1:35 p.m.

MOTION:
LeAnn Reid moved Case Number S-311, a request from Mountain View Evangelical
Free Church for a Site Specific Development Plan for a Resubdivision of Lots
5 through 10, Westridge Subdivision, Weld County, Colorado, be forwarded to
the Board of County Commissioners with the Planning Commission's
recommendation for approval based upon the recommendation and conditions
presented by the Department of Planning Services' staff. Motion seconded by
Judy Yamaguchi.
The Chairman called for discussion from the members of the Planning
Commission.
Discussion ensued whether the staff had received any objections regarding
this request.
Lanell Curry stated she had received phone calls from surrounding property
owners requesting additional information, but none objected to the request.
The Chairman asked the secretary to poll the members of the Planning
Commission for their decision. Ann Garrison - yes; Judy Yamaguchi - yes;
LeAnn Reid - yes; Bud Halldorson - yes; Rick Iverson - yes; Jerry
Kiefer - yes; Ernie Ross - yes. Motion carried unanimously.
The meeting was adjourned at 1:48 p.m.

c by Weld County Commissioners in 1981. The Church is starting the Phase III
v Christian Education wing this year (fourth quarter 1989) . In order to com-
• plete the project as well as to contour and grade the property for the final
m Phase IV sanctuary expansion (to be completed at a future date) , three util-
• ities (gas, telephone, and power) must be rerouted to the perimeter of the
Q site within the church property. Perimeter easements have been established
0 on the property to accomodate rerouting of all utilities for the phased build-
() ing expansions proposed. The replat as submitted by McRae and Short Engineers,
U illustrates easements required for the gas utility routed underground to the
north property boundary, a west and south perimeter property easement to acco-
w modate overhead power and telephone lines. All power/telephone lines services
a underground to church facility completed as per utility company specifications.

Dear Mr. Bley,
At your request, and as required by Weld County, we have prepared this Storm
Drainage Report for the proposed Church Complex on this site. This report
has been prepared using accepted engineering practices and procedures. The
_ report should provide you and the reviewing agencies with adequate informa-
tion to analyze the storm drainage conditions affecting the site; and to
review the outline of adequate drainage improvements; and to review the pro-
posed grading plan for the site.
GENERAL:
The church presently has a sanctuary and an attached Classroom Building,
approximately centered on the site. A large paved parking area exists on
the North and East sides of the building. A"large landscaped area exists to
the South of the building.
The church now proposes, to construct another wing (Third Phase) of the build-
ing to the Northwest, to change the entrances, and to improve the parking
and drainage. The Fourth Phase is a large Narthex on the North side of the
buildings with a new parking lot on the West side of the lots. All of the
existing and proposed improvements are being included in this Storm Drainage
Report.

The plan as shown on the Grading Map shows the general layout. Modifications
in the final plan will not affect the Drainage Plan unless the asphalt areas
are increased.
The tract is presently platted as Lots 5 through 10, Block 1, West Ridge Sub-
division. In order to relocate some easements, the lots are being replatted
to "Lot 1 , West Ridge First Replat".
The tract is bounded on the North by 27th Street and on the South by 28th
Street (U.S. 34 Bypass-Frontage Road). Neither of the streets are improved
beyond minimum shaping and a gravel surface.
General drainage is from the North to South about 11 feet in 320 feet. (3.5%).
Offsite drainage affecting the site will be negligible. Twenty-seventh Street
on the North will intercept any water from the North and direct it to flow
either East or West along 27th Street. Drainage along the West property line
is.:es5entially to the South and will not enter the site. Land to the South
(28th Street) and to the East are lower in elevation.

DESIGN CRITERIA:
This plan is in accordance with the requirements established by Weld County.
Generally accepted design procedures for site drainage analysis have been
used in the analysis and calculations. Weld County requires that storm water
from the developed site in a 100-Year Design Storm, in excess of the histori-
cal runoff from the site in a 10-Year Design Storm, be detained in a Deten-
tion Pond on site.
Rainfall Intensity-Frequency values from the City of Greeley Comprehensive
Drainage Plan (1974) were used in the calculations.
The Modified Rational Method of Analysis was used to determine the flow quan-
tities and hydrograph procedures used to determine the storage volumes required.
Determination of the formula input items and the design variables used in the
Rational Formula Q = CIA, where "Q" represents the peak runoff rate; "C" repre-
sents the coefficient of runoff, with "C" being increased to account for
antecedent precipitation conditions from major storms; "I" represents the
rainfall intensity based on a time concentration (Tc) from the most distant
point timewise; and "A" represents the tributary drainage area are shown on
the calculation sheets.
The Detention Pond has been sized to meet the storage volume requirements.
Minimum ponding will occur during the smaller frequency storms. Maximum pond-
ing will occur only during the major storms, i .e. one in 25, 50, or 100-Year
frequency. Storm water is automatically released from the pond through an
open outlet that has been designed to control the release rate. An overflow/
spillway elevation has been incorporated to prevent flooding of the improve-
ments if the outlet clogs.
Good overlot drainage should be maintained around the buildings and as much
site drainage as possible should be directed to the Dentention Pond through
location of roof downspouts and drainage swales as shown on the grading plan.

STORM DRAINAGE FACILITIES:
The proposed grading Plan and Improvements have taken into consideration the
following;
(1 ). Improve the drainage around the existing buildings.
(2) . Use as much of the existing asphalt and landscape areas as possible.
(3). Accommodate the new and proposed improvements on the total site.
(4). Provide the necessary grading and storm water detention areas.
Three separate Drainage Basins are created due to the ground elevations and
the placement of improvements. The East Basin consists of part of the roof
drainage and the North and East Parking Lot. The South Basin-consists .of
some roof drainage and the central landscaped area South of the buildings.
The West Basin will consist of some roof drainage, mainly from the proposed
Narthex and West parking lot in Phase Four.
Each basin will operate independently of the others, and has been sized accord-
ing to its own coefficient of runoff, time of concentration and surface area.
The allowable historical discharge from the site was divided to each area based
on the amount of detention volume available with the existing and proposed im-
provements taken into consideration. The data on each basin is tabulated on
Sheet 2 of the calculations.
The detention pond for Basin "A" (The East basin) is located at the Southeast
Corner of the site. . The plan shown is based on reconstruction of the South
entrance and construction of a berm paralleling the South property line and
extending North on each side of the lot to the high water line elevation. Dis-
charge is controlled by using a 8_inch outlet pipe with a metering plate with a
40 square inch opening. The high water line elevation of 98.6 can be maintained
by using the entrance as a spillway and does not create any hazard to the exist-
ing buildings.
The detention pond for Basin "B" is located at the Southwest Corner of the exist-

ing landscaped area lying South of the present building. A high water line
elevation of, 93.8 :will provide a shallow pond and be about 0.5 feet below the
ground at the basement windows of the building. The present road elevation is
about at this elevation and acts as a spillway. The existing. 12" CMP storm
drain at this location provides discharge from this area. This plan proposes
to extend this pipe into the detention pond area and to construct a new outlet
structure. A 4" pipe at ground level will provide the controlled discharge.
The top of the box is to be set at the high water line and have an opening of
a 24" round pipe or 24" square box, with a grate. This will provide an addi-
tional overflow structure.
The detention pond for Basin "C" (The West basin) is located in the Southwest
Corner of the site. This area is presently vacant and construction of a new
parking area and accesses will occur in Phase 4. . The natural drainage is to
the Southwest Corner of the site. A small berm along the South property, line
with wing berms on the West and. East sides will create the detention pond for
this area. The driveway will be bermed to direct storm water to the pond and
to provide a spillway. The high water elevation of 95.0 does not create any
hazard to the buildings. Discharge is controlled by using a 6" outlet pipe
with a metering plate with a 6.85 square inch opening.
0 The discharge pipe will run from the low point in the pond Southwesterly, under
the berm, the borrow pit and 28th Street to discharge onto the Highway Right-
of-way. This is similar to the outlet pipe on Basin "B" and is similar to the
location of the historical discharge. The end of the pipe should be adequately
rip-rapped to prvent erosion.

CONCLUSION:
Construction of the drainage facilities in accordance with the "Approved"
report and plans is a functional part of the Weld County Drainage System
and Requirements. The County will make a final inspection and will not
issue a final "Certificate of Occupancy" until the drainage facilities
are constructed and approved.
We have attempted to design the drainage facilities to be as functionsl and
simple as possible. Detention areas are "dual use" areas with parking or
landscaping as the primary use and storm water detention as a secondary
use during heavy storms. . In landscaped areas, care must be taken to main-
tain the pond volume required.
We feel that this study provides a workable solution to the storm drainage
from this site and that the additional storm drainage created by the improve-
ments on this site can be detained and discharged without adverse effect
upon the surrounding and/or downstream property. It should be recognized
that storms of a greater, magnitude than considered or a different combina-
tion of conditions could exist that could cause flooding and storm water
quantities greater than considered herein.
