The staff has determined that increasing the number of aircraft and hangars would be considered a major change to the Special Review permit as approved. The staff has also determined that the relocation of the hangars would be a major change. During the original hearing, there was some neighborhood concern regarding the noise generated by the aircraft. Therefore, relocating the hangars will need to be reviewed in an amendment to the application. As we discussed last week, I understand that you are proceeding with the application for amending the Special Review permit. Please let me know if you need any assistance. As you are aware, we are currently operating under Use By Special Review Permit 530:82:45. In order to meet our financial and business goals, it is necessary for us to further develop the airport with additional hangar space for aircraft storage. We are now approved for 80 aircraft and eight hangar buildings. At this time, we would like to relocate and increase the projected number of future hangar buildings to approximately twenty to accommodate a maximum of 200 based aircraft. Would you please advise if these changes constitute a deviation from the above approved permit. It is my understanding that if a new'application for Use By Special Review is required, we can request an early permit release so that we can start hangar development while the application is being reviewed and approved by the Board Of County Commissioners. Dear Mr. Douglass: Thank you for your letter of December 27. The Department of Planning Services' staff has reviewed your letter and USR-530 case file. The staff has determined that constructing the private hangar, after the Special Use permit has been amended to allow for such use, would be best. This way the issue of property leasing and structure location can be addressed in the land-use application process. The Planning staff would consider releasing building permits for a private hangar from zoning if: 1. The Special Use permit will not be amended in the near future; 2. The property owners agree, in writing, to vacate a building right to one of the hangars shown on the recorded Special Use permit plat; and 3. The lease agreement that is used does not constitute ownership by the leaser. To obtain the specific requirements of the building code and building permits call Ed Stoner at 356-4000, Extension 4428. You advised me to write a letter posing my questions. Hopefully this will be sufficient. Platte Valley Airport was recently sold to new owners, and these owners have expressed an interest in allowing interested individuals to construct their own individual hangar buildings at the airport. The owners are also contemplating seeking an amended special use permit from Weld County to construct a number of hangars which will be available as rentals. I understand an application for this permit has not been filed, but the hangar I am discussing herein would not be associated with these rental hangars, although I anticipate the owners' application for the amended special use permit would provide for some privately-owned hangars in addition to the central hangars. In other words, I would be seeking permission from your office to construct a hangar that would be in compliance with the owners' application for an amended special use permit if and when such an application is filed. I am contemplating building a 50' x 50' pole-type building with painted steel corrugated siding, similar to a farm equipment storage building. Is it possible for the airport owners to lease to me a parcel of land on which to build this building? Is there a requirement regarding subdividing that would prohibit such a lease? I would not be interested in building such a building unless I could lease the ground for 20 years or so. What are the specific steps I must take to obtain the necessary approvals for this building from your office, the building inspectors, and the county assessor? Allison , As I indicated during our telephone conversation the other day , we would like your input into a potential project in Weld County . We are interested in knowing what would be required of our client in obtaining a permit for the project . Our client is considering the purchase of the Platte Valley Airport in southern Weld County . The airport is a privately owned facility in the East 2 of Section 30 and the East z of Section 31 , Township 2 North, Range 65 West . One issue which is effecting the property is the feasibility of adding a cross- wind runway . This is the project for which your departments ' input would be helpful . We understand that the existing facility is permitted by a Use by Special Review of a nonconforming use in an agriculture zone . What would be required in an effort to obtain a permit for the crosswind runway? We appreciate your assistance in this matter .
