WHEREAS , the Board of County Commissioners of Weld County ,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter , is vested with the authority of administering the
affairs of Weld County , Colorado, ant
WHEREAS, the St. Vrain Sanitation District wishes to make i
Site Application for a pumping station and interceptor line on the
following described parcel of land, to-wit :
SEA SF14 of Section 4 , Township 2 North , Range
68 West of the 6th P.M. , Weld County , Colorado
WHEREAS , the Regulations for Site Applications for Domestic
Wastewater Treatment Works require review of the Site Application
by the Board of County Commissioners before construction maf b�
started and, further , that various local and state agencies he
given the opportunity to review and comment on said Site
Application , and
WHEREAS, the St. Vrain Sanitation District has submittec its
Site Application to the Board of County Commissioners of Weld
County, Colorado, for review and comments , a copy of said
Application being attached hereto and incorporated herein by
reference, and
WHEREAS , after study and review, the Board finds that said
Site Application is compatible with the Weld County Comprehersi e
Plan and that it is in the best interest of Weld Count, to
recommend approval of said Application.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County , Colorado, that the Site Application
of the St. Vrain Sanitation District be , and hereby is ,
recommended favorably to the Colorado Department of Healtft as
being compatible with the Weld County Comprehensive Plan .
BE IT FURTHER RESOLVED by the Board that the Chairman he and
hereby is , authorized to sign, said Site Application .

We have reviewed the site application for St. Vrain Sanitation District
and have the following comments :
1. Turner Blvd. from Hwy 119 to the south end was scheduled
for rehabilitation and paving this year (1987 Spring)
but, work will now be done this year if there is going to
be larger trenches down the center of Turner Blvd.
Trenches have a bad record of sinking.
2. It appears that the pipeline is also noinq down
Weld County 9-3/4. This is a major haul route from
our Hokestra Gravel Pit. Will the trench be going
down the road, borrow pit or closinn the haul road?
We have contracted a gravel hauling project for 49,OCO
tons of crushed rock to be hauled out of this pit frcm
April thru the end of June and the road can' t be closed .

regulations require that the applicant submit the site application to all

The regulations further state that if the proposed facility is located in
the unincorported area of a county, the county planning agency should be
requested to comment upon the relationship of the treatment works to the
local long-range comprehensive plan for the area as it affects water
quality, including the location in the flood plain and capacity to serve the
planned development. The county agency should also comment upon the
relationship of the treatment works to the comprehensive plan for the area
as it affects water quality for the proposed treatment works to be :Located
within the boundaries of a city or town.
The Weld County Health Department has no objections to this proposal.
Concerns were addressed by the Weld County Engineering Department nd the

ATTACHMENT TO SITE APPLICATION
In accordance with C.R.S. 1981, 25-8-702 (2)(a), (b), and (c), std the "Regulations for Site
Applications for Domestic Wastewater Treatment Works", the Water Quality Control Division must
determine that each site location is consistent with the longrange, comprehensive planning for
the area in which it is to be located, that the plant on the proposed site will be managed to
minimize the potential adverse impacts on water quality, and must encourage the consolidation
of wastewater treatment works whenever feasible.
In making this determination, the Division requires each applicant for a site approval for a
domestic wastewater treatment works to supply an engineering report describing the project and
sowing the applicant's capabilities to manage and operate the faility over the life of the
project to determine the potential adverse impacts on water quality. The report shall be
considered the culmination of the planning process and as a mini sum shall address the
following:
Service area definition including existing population and population projections,
flow/loading projections, and relationship to other water and wastewater treatment plants
in the area.
Proposed effluent limitations as developed in coordination with the Planning and Standards
Section of the Division. (Allow minimum four weeks processing time.)
Analysis of existing facilities including performance of those facilities.
Analysis of treatment alternatives considered.
Flood plain and natural hazard analysis.
Detailed description of selected alternatives including legal description of the site,
treatment system description, design capacities, and operational staffing needs.
Legal arrangements showing control of site for the project life.
Institutional arrangements such as contract and/or covenant terms for all users which will
be finalized to accomplished acceptable waste treatment.
Rtnagcrent capabilities for controlling the wastewater throughout and treatment within the
capacity limitations of the proposed treatment works, i.e., user contracts, operating
agreements, pretreatment requirements.

General
The St. Vrain Sanitation District Service Plan and Site
Application for the Wastewater Treatment Facility was approved by
Weld County, the District Court, and is on file with Colorado
Department of Health with the intent to provide a complete local
sanitary sewage collection and treatment system for the District
boundary and Potential Service Area. The St. Vrain Sanitation
District (SVSD) is located approximately one and one-half miles
southwest of the wastewater treatment facility and includes the
Del Camino and surrounding area. The proposed pumping lift
station is located approximately at the northwest corner of the
intersection of State Highway 119 and Weld County Road 7 . (See
Exhibits No. 1 and No. 2 )
This report has been prepared for informational purposes to
accompany the Colorado Department of Health "Application for Site
Approval" for the St. Vrain Sanitation District wastewater pumping
station and interceptor line. It has been prepared to furnish all
interested parties of the proposed District ; Colorado Department of
Health ; Larimer-Weld Regional Council of Governments ; Weld County
Commissioners ; Health Department of Weld County; Weld County Planning
Department ; and all property owners within and in the vicinity of
the St. Vrain Sanitation District with pertinent information for
the evaluation of the proposed wastewater pumping station and
interceptor line. The report will address the preliminary design ,
regulations, and other related matter of the pumping station and
interceptor line.
Alternate locations for the wastewater pumping station an9
interceptor line have been reviewed and evaluated over the course of
development of the St. Vrain Sanitation District. In reviewing
availability, cost , location, service area , flood plain and more,
all but the proposed locations have been eliminated. The proposed
location can provide all that is needed to have a well planned and
developed wastewater pumping station and interceptor line.
The Del Camino area and the environs is included as a unit area : n
the Larimer-Weld Regional Council of Governments Water Quality Manage-
ment Plan . Such designation results from the fact that the area is
served readily by a common drainage basin , which facilitates tie deve
lopment of a sewerage system. The LWRCOG staff states that the 208
Areawide Water Quality Management Plan is presently being revised and
that the St. Vrain Sanitation District providing sewage service for tie
"Del Camino" area would fit into that revision. The LWRCOG recognize ;
a need for public sewer in the area as a result of the extreme pressure
for development there. The LWRCOG also recognizes that sewerage
service is not readily available from any existing entity because of
either distance, topography, or both, and the resultant high cost of
service.
There have been many recent changes in the St. Vrain Sanitation
District area which result in extensive pressure for development . AIL
services are available except public sewer facilities. The St.. Vrain
Sanitation District area is recognized as needing sanitation facilities
to provide for that desired development. The purpose of this site
application is to solve the existing sanitation problems , to eliminat ?
proliferation of small wastewater treatment facilities and to allow Iir
development in a controlled manner.
Location and Population
The proposed wastewater pumping station located in the South-
east 1/4 of the Southeast 1/4 of Section 4 , Township 2 North, Range
68 West of the 6th P.M. , Weld County, Colorado. The proposed inter-
ceptor line runs northerly approximately 2000± from Weld County
Road 26 along the west line of the Southeast 1/4 of Section 3] ,
Township 3 North Range 67 West of the 6th P.M. , Weld County,
Colorado to the wastewater treatment facility. (See Exhibit No. 1 )
The St. Vrain Sanitation District have utility easements for the
Inteceptor line and option for the pumping station . (See Exhibit
No. 3 )
The proposed area for initial development and SVSD boundary are
shown on Exhibit No. 1. The District encompases 2, 110 acres , more
or less , with its primary contributors located within the Del Camino
area . After a count of existing units , both residential and other-
wise , within the SVSD boundaries , a present population equivaent of
1 , 774 is estimated . Based on an extensive study of growth trends
and land use in the North Denver/Weld County Area , the population
equivalent growth projections for the entire District and the
pumping station are shown in Exhibit No. 4 . These projection:; are
used for design of the facilities and used to establish project
feasibility.
Existing Sanitary Sewer Service
An evaluation of alternate existing sanitary sewer service and
treatment facilities were presented in the Site Application for
the wastewater treatment facility. The proposed wastewater
pumping station and interceptor line were designed and incorporated
into the St. Vrain Sanitation District wastewater treatment
facility. Exhibit No. 5 is a vicinity map showing the relation-
ship of the SVSD with other sanitation facilities in the area .
along with the direction of gravity flow. For additional informa-
tion concerning existing sanitary facilities see the filed 51-:e
Application for the Wastewater Treatment Facility or contact
Nelson Engineers.
Financial Plan
After consultation with the engineers, and upon advice of
Hanifen , Imhoff Inc. , investment bankers to the SVSD, it has been
decided that the improvements to be constructed by the SVSD will be
financed by the issuance of general obligation bonds to be authorized
and issued in accordance with the authorizing act approved by the
Colorado Legislature. The bonds, will mature in not more than 20
years from date of issuance with the first maturity being not later
than three years from their date as required by statute.
A total of $4 ,750 ,000 of bonds for construction of sewerlines ,
treatment facility, and other various items has been approved fy the
SVSD. The amount approved exceeds the amount of bonds to be scld as
to allow for unforeseen contingencies and increases in construction
costs. The bonds will contain adequate call provisions to allcw the
prior redemption or refinancing of bonds sold by the SVSD. The
amount of bonds sold will be based upon final engineering estimates
or actual construction contracts . Organizational costs, including
legal fees, will be included in the issuance expenses for the first
bond issue.
The SVSD will have as a source of revenue to retire the bcnded
debt, such as sewer tap fee charges and a mill levy assessed or all
taxable property in the service area . Interest income through the
reinvestment of construction funds , capitalized interest and arnual
tax as receipts well as a monthly use service charge will provide
additional income to meet operational expenses .
Management
The proposed pumping station and interceptor line will be
operated and maintained by the St . Vrain Sanitation District. The
proposed pumping station and lines were included in the approved St .
Vrain Sanitation District Service Plan. For additional informztion
regarding the rules and regulations of the St. Vrain Sanitatior
District, see the filed Site Application for the wastewater treat-
ment facility or contact Nelson Engineers .
Implementation Plan
The St. Vrain Sanitation District expects to begin constriction
of the wastewater pumping facility and inteceptor line as soon as all
the necessary approvals are obtained . The target date for awarding
construction contracts is mid February, 1987 , with the project ready
for use by the end of 1987 .
Estimated Construction Cost
An estimated construction cost for the proposed pumping station
is $80 , 000 . The interceptor line has an estimated construction cost
of 595 , 000 .
Design Parameters
Pumping Station: A recessed wet well mounted lift station with
duplex sewage pumps is recommended . The pumping station will have a
hydraulic capacity of 1620 population equivalent (P.E. ) at a peak
flow of 250 gallon/day/cap or 281 gpm. The pumping station will
have two 281 gpm pumps with one being a standby. The pumps will
operate in an off-on cycle.
The pumping station will be complete with all the needed
equipment. The equipment will be factory installed in a dual
compartment welded steel chamber consisting of a separate entrance
to the wet well and to the equipment chamber. The equipment
chamber will have a separate split fiberglass cover. The
principal items of equipment include two 5 hp. , vertical, close--
coupled , motor driven, vacuum primed , non-clog sewage pumps ; valves;
central control panel; motor starters and automatic pumping level
controls ; lighting; sump pump; ventilating blowers ; priming pumps ;
highwater alarm system; and an auxiliary diesel generating power
system with an automatic transfer switch.
The cover of the pumping station will have an elevation of
4848 . 47± m. s. l. , which is approximately 0 . 2 ' higher than the =_00
year floodwater surface elevation as determined by the Department of
the. Army Corp of Engineers .
Interceptor Sewer Line: The proposed interceptor sewer :-ine
will be 24" PVC at a 0 . 08% minimum grade. The proposed interceptor
will have a hydraulic capacity of 8 . 01 cfs ( 5 , 175 , 346 gpd ) or a
P. F. of 20 , 701 assuming a 250 gallon/day/cap. This P.E. is
approximately equal to the ultimate population growth projector
of of the District as discussed earilier in this report .
The interceptor line is not located in the 100 year floodwater
surface elevation as determined by the Army Corp of Engineers .

UTILITY EASEMENT
THIS EASEMENT is made this 30th day of December, 1986 by and
between Eldon L. Von Ohlen and Mary Sue Von Ohlen (collectively
the "Grantor") and St. Vrain Sanitation District, a
quasi-municipal corporation in the State of Colorado, whose
address is Box 978, Longmont, Colorado 80502-0978, ("Grantee") .
WITNESSETH:
Grantor, for and in consideration of the sun of TEN DOLLARS
(510.00) and other good and valuable consideration, the receipt
of which is hereby acknowledged, hereby grants, bargains, sells
and conveys, to Grantee, its successors and assigns, a perpetual
easement, situate in the County of Weld, State of Colorado, to
wit:
A twenty (20) foot permanent water and sewer
transmission pipeline easement together with
the right to install, construct, reconstruct,
improve, operate, repair and maintain such
water and sewer lines, and related
appurtenances, upon, over, and across the
west twenty (20) feet of the tract of land
described in Exhibit "A" attached hereto and
incorporated herein by this reference
("Easement") , together with a thirty (30)
foot temporary construction easement ipon,
over and across the east thirty (30) feet of
the tract of land described in Exhibit. "A"
hereto ("Temporary Easement") subject -_o the
following covenants and conditions:
1. The water and sewer transmission
pipelines and appurtenances situated in the
Easement shall be constructed, maintained and
operated by Grantee so as to permit the
maximum use of the surface by Grantor, its
successors and assigns, provided tP.at
Grantor, its successors and assigns, shall
not erect or place any permanent or temporary
building, structure, improvement, tree or
shrub on said Easement which interferes with
Grantee's rights herein and Grantee shall
have the right to remove any such permanent
or temporary building, structure,
improvement, tree or shrub now or hereafter
placed thereon without any liability
whatsoever therefor.
2. Following the construction and
installation of the water and sewer '
transmission pipelines and appurtenant
facilities, and in Inc event it is thereafter
necessary to maintain, repair, or reple.ce the
water and sewer tr:,usmission pipelines or
appurtenant facilities, Grantee shall restore
the surface of the land as nearly as n.ay be
practical to the sane condition it was in
prior to such construction, repair,
replacement or maintenance,
3. Grantee hereby agrees to furnish to
Grantor, upon Grantor's request, a statement
and quit-claim deed to the Temporary
Easement, upon completion of construction of

the contemplated water and sewer transmission
pipelines and appurtenances.
4. Grantee shall construct sewer and water transmission
lines in such manner and at such times as to not
unreasonably interfere with the ability of Grantor or his
lessee to irrigate his property during the normal irrigation
season, except by prior written agreement with Grantor.
5. The Permanent Easement and Temporary Easement described
herein shall immediately revert to and thereafter merge
with the Grantor's estate at such time and in the event
that the Easement shall be lawfully abandoned by Grantee,
its sucessors and assigns.
TO HAVE AND TO HOLD, the said premises above bargained and described with
all its appurtenances and warrant(s) the title to said Easement, subject to those
liens, taxes, assessments, encumbrances and interests of record, if any.
IN WITNESS WHEREOF, Grantor has executed and delivered this Easement the
day and year first above written.

We have reviewed the application from St. Vrain Sanitation District
for a waste water pumping station and interceptor line. As indicated is..
our November 21, 1986, letter to you, any sewer lines which would cross
or be located within state highway right of way require an "Underground
and Utility Permit." Application for this permit should be coordinated
with Mr. Henry Rangel of this office.
In addition, we note that the pumping station is to be located in
the northwest corner of the State Highway 119/County Road 7 intersection.
Direct access to this station must be obtained from the county road
since direct access to the highway is not permitted unless the property
has no other reasonable access to the general street system.
