Because the Federal government is passing continuing resolutions instead of the final appropriations bill, DODES is unable to make full allocations of funds at this time. An initial allocation of EMA funds in the amount of $ 1, 581 is being made to you to support your program activities through the first month of FFY 92 (1-31 Oct 91) . Final allocations will be made upon receipt of the final EMA allocation from FEMA. PLANNING: a. Damage Assessment Annex in Weld County LEOP. It was reviewed in FFY 91 with DODES. A training class for Damage Assessment was conducted in Weld County in FFY 91. A committee has been formed and the changes to the annex along with the CPG1-8a completed by second quarter FFY 92. b. HazMat appendix updated yearly in October to add new facilities required to report under SARA Title III. Changes gathered throughout the year but updated once a year into the County LEOP per Commissioners request. c. Update HazMat appendix to include response to WIPP shipments on I-25. This has been in the WCSO/SOP and needs to be added to LEOP on a permanent basis. Committee to be formed with an anticipated completion of Second Quarter FFY 92. d. Participate in all WIPP exercises and activities scheduled by DODES in the Weld County are of Colorado. This is an ongoing activity. e. Continue update planning on RADEF portion of LEOP. Changes are received from DODES and these will be completed as received and not waiting for a specific date to complete. Anticipated completion of information on hand at this time is Third Quarter of FFY 92. f. Yearly mailing for LEOP Resource Annex is January/February of each year. It usually takes one to two months to then get a response and filed in the computer. Changes are made as received throughout the year with the annual update mostly completed by Third Quarter FFY 92. 200. EXERCISING AND COMPLETION OF APPROPRIATE FORMS: a. Participate in winter storm exercise and activities. b. Participate in spring awareness exercise and activities. c. Participate in Hazardous Materials exercise in relation to SARA Title III verification and make changes to plan as needed. d. Participate in a Natural Hazard exercise and activities. e. Participate in DODES sponsored regional WIPP exercises and activities. This would include all training for Denver and North and any that DODES sponsors out of the commuting area. f. Participate in National Security and Transportation exercise. This is to be scheduled by FEMA and DODES and I anticipate participating. No dates as of this time. WELD COUNTY FFY 92 Part II-Program Narrative page 2 of 3 g. Complete an update to four year exercise plan. One is being submitted with this packet and one is anticipated to be completed for FFY 93. Changes to the plan will be made as guidance is received from DODES. 300. TRAINING: a. Recruiting for DODES sponsored Shelter Systems Officer Class has already started. An American Red Cross prerequisite class is being conducted in Ft. Collins with Weld County participants. Recruiting will continue until class completed. FACILITIES & EQUIPMENT: a. Submit annual RADEF inventory when received from DODES. Anticipated to be in Second Quarter FFY 92. b. Submit changes to facility survey data base as received from DODES. This is increasing the number of reports that are filed within the 10 day time limit. Perpetual throughout FFY 92. c. Recruit participants and attend a class offered by DODES on DAM DATA BASE. Unknown date of class at this time. Anticipated for FFY 92. 600. TECHNICAL ASSISTANCE: a. Work with DODES Planners to develop a model plan for small towns. This would be in a format that every small town could adapt to fit its own needs. This will take at lease one year to complete. Hopefully this will be completed in FFY 92. 700. ADMINISTRATION: a. File quarterly program reports with DODES by the 15th day following the end of the quarter. This is one report per quarter. b. File quarterly billings with DODES in a timely manner. This is anticipated to be one report per quarter by the 15th day following the end of the quarter. c. Manage IMA activities and training classes. The local IMA comes to Weld County about one day a month and one two week period. This will be an ongoing activity to be completed as needed. No annual performance evaluations due because of new IMA internal requirements. d. Review, support and attend Colorado Emergency Planning Commission SARA Title III activities and legislation. This is an ongoing activity throughout FFY 92 500. PUBLIC AWARENESS a. Develop a Hazard Awareness Campaign action plan for Weld County. This is anticipated to be along the lines of Tornado's. This is anticipated to be prior to tornado season or in Second Quarter FFY 92. b. Participate in the Winter Storm Awareness campaign. This is in the First Quarter of FFY 92. c. Participate in the Spring Emergency Preparedness Awareness campaign. This will include preplanning and the week long activity for Third Quarter FFY 92. d. Distribute WIPP publications and background information phamplets to agencies along I-25. This includes information talks and presentations to groups that request such items.
