RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO,
CONCERNING SITE APPLICATION OF THE CITY OF GREELEY WASTEWATER DEPARTMENT,
CIO FRANK STEPHENS, AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has received a Site Application from the City of Greeley
Wastewater Department, c/o Frank Stephens, concerning the construction of a lift
station located on the following described parcel of land, to-wit:
Part of the SW! of Section 33, Township 6 North, Range
66 West of the 6th P.M. , Weld County, Colorado
WHEREAS, the regulations for site applications for the construction of a
lift station require review of the site application by the Board of County
Commissioners, and further, that various local and State agencies be given the
opportunity to review and comment on said site application, and
WHEREAS, the Site Application from the City of Greeley Wastewater
Department was submitted to the Board of County Commissioners of Weld County for
review and comments, a copy of said application being attached hereto and
incorporated herein by reference, and
WHEREAS, after study and review, the Board finds it in the best interest
of Weld County to recommend approval of said application for the following
reasons:
1. Said site application is consistent with the Weld County
Comprehensive Plan's Public Facility and Service Goals
and Policies and the Urban Growth Boundary Area Goals
and Policies.
2. The proposed lift station will be an efficient and cost
effective wastewater treatment and will not be a
duplication of services.
3. The lift station, when constructed, will have the
capacity to serve Pronto Foods and is not located in a
floodplain.
4. This proposal does not appear to have negative impacts
on the general health, safety, and welfare of the
present and future residents of Weld County.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Site Application submitted by the City of Greeley
Wastewater Department be, and hereby is, recommended favorably to the Colorado
Department of Health as being compatible with the Weld County Comprehensive Plan.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said site application.
The above and foregoing Resolution was, on motion duly made and seconded,

Moved by Jean Hoffman that the following resolution be introduced for passage by the
Weld County Planning Commission that the application for:

FARMERS SPUR LIFT STATION
PRELIMINARY ENGINEERING REPORT
1. The proposed wastewater lift station is located in the
SW1/4 of Section 33 , T. 6N. , R.66W. , in Weld County, Colorado. This
location is north of the Greeley No. 3 Canal on the west side of
71st Avenue. (See attached vicinity map. )
The lift station will provide service to Pronto Foods which is
located to the southwest of where the Burlington Northern Railroad
crosses "O" Street. (NE1/4 of Section 33)
Presently, Pronto Foods generates 20, 000 gallons per day of
wastewater with a BOD of approximately 2200 mg/l.
There are no existing wastewater treatment plants within 4. 5
miles of Pronto Foods.
2. It is not anticipated that the City of Greeley will
institute effluent limitations on the wastewater generated by
Pronto Foods.
3. Pronto Foods is now hauling, on a daily basis, the
wastewater it generates to the City of Greeley's First Avenue
wastewater treatment facility.
4. It is not practical for Pronto Foods to treat their
wastewater on-site.
5. The proposed lift station is located just outside the
limits of the Cache La Poudre River 100-year floodplain. The top
elevation of the lift station is proposed to be higher than the
banks of the No. 3 Canal and the roadway surface of 71st Avenue.
The lift station will be supplied with power from two
independent sources. In the case of a complete power failure, an

alarm will be activated at the police station via telephone lines.
6. The lift station is required to allow sanitary sewer
service from Pronto Foods to flow by gravity under the Cache La
Poudre River and then be pumped up into the existing Sheep Draw
Sewer located at the intersection of 59th Avenue and "C" Street.
The City will not increase their current operations staff due to
the addition of this lift station to their system.
7. The City of Greeley will acquire a right-of-way from the
current land owner for the lift station site.
8. The City of Greeley wastewater department will finance a
portion of the construction cost as well as operation and
maintenance costs of the completed lift station through the life of
the project. Pronto Foods will be charged a monthly fee for use of
the system.
9. The implementation schedule for this lift station is as
follows:
A. Construction time: August 16th through November 19th,
1993
B. Project Start-up: November 24, 1993

:n accordance with C.R.S. 1981, .5-8-702 (2)(a) , (c) , and (c) , and the "Regulations for Site
\prlications for Domestic Wastewater Treatment Works", the Water Quality Control Division must
Jeterrine that each site location is consistent with the longrange, comprehensive planning for
the area in which it is to be located, that the plant on the proposed site will be managed to
-ltni.ize the potential adverse impacts on water quality, and must encourage the consolidation
wastewater treatment works whenever feasible.
In making this determination, the Division requires each applicant for a site approval for a
domestic wastewater treatment works to supply an engineering report describing the project a^d
showing the applicant's capabilities to manage and operate the faility over the life of the
?reject to determine the potential adverse impacts on water quality. The report shall be
considered the culmination of the planning process and as a minimum shall address the
following:
Service area definition including existing population and population projections,
flow/loading projections, and relationship to other water and wastewater treatment plants
in the area.
Proposed effluent limitations as developed in coordination with the Planning and Standards
Section of the Division. (Allow minimum four weeks processing time. )
Analysis of existing facilities including performance of those facilities.
Analysis of treatment alternatives considered.
Flood plain and natural hazard analysis.
Detailed description of selected alternatives including legal description of the site,
treatment system description, design capacities, and operational staffing needs.
Legal arrangements showing control of site for the project life.
Institutional arrangements such as contract and/or covenant terms for all users which will
be finalized to accomplished acceptable waste treatment.
Management capabilities for controlling the wastewater throughout and treatment within the
capacity limitations of the proposed treatment works, i.e. , user contracts, operating
agreements, pretreatment requirements.
Financial system which has been developed to provide for necessary capital and continued
operation, maintenance, and replacement through the life of the project. This would
include, for example, anticipated fee structure.
Implementation plan and schedule including estimated construction time and estimated
start-up date.
Depending on the proposed project, some of the above items may not be applicable to address.
In such cases, simply indicate on the application form the non applicability of those.
