RE: APPROVE OFFER TO SELL WELD COUNTY'S INTEREST IN THE GREELEY/WELD MUNICIPAL
AIRPORT TO THE CITY OF GREELEY
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, since 1978 the City of Greeley and Weld County have jointly
operated the Greeley/Weld Municpal Airport, and
WHEREAS, the recent rejection by the City Council of Ann Garrison to be
appointed jointly with Weld County to the Airport Board is another incident of
the two governing bodies disagreeing on what is best for the airport, and
WHEREAS, the two governing boards have disagreed over the years since 1978
on the future direction of the airport, funding levels, master plans,
development, and annexation, and
WHEREAS, many Weld County residents question Weld County government's
involvement in the airport that serves primarily the Greeley area, and
WHEREAS, the Board deems it advisable to offer the City of Greeley the
option to purchase Weld County's interest and equity in the Greeley/Weld
Municipal Airport.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Weld County hereby offers the City of Greeley the option
to purchase Weld County's interest and equity in the Greeley/Weld Municipal
Airport for one dollar.
BE IT FURTHER RESOLVED by the Board that this offer is made with the
provision it becomes solely a Greeley Municipal Airport with no Weld County
government involvement.

Dear Mayor Morton and Council Members:
With your failure to ratify Ann Garrison's appointment to the Airport Authority,
the Board of County Commissioners is once again frustrated with the governance
of the Greeley-Weld Municipal Airport. The recent situation is another one in
a long history of our two jurisdictions with often different views on what is
best for the airport. Over time, the two boards have disagreed on the future
direction of the airport, funding levels, master plans, development, and
annexation. With the state of the current Airport Board, this is perhaps a good
time to evaluate the future of governance of the airport.
Many of the county residents question why Weld County is involved with the
airport at all since it is seen by most as a Greeley airport. The Windsor-
Johnstown area, and even portions of West Greeley, view the Loveland Airport as
the nearest airport. The southern half of Weld County identifies with the Denver
metro area airports. Northeastern Weld has little demand for airport services.
As a result, the Board of County Commissioners would like to offer the City of
Greeley the option to purchase Weld County's interest and equity in the airport
for one dollar with the provision it becomes solely a Greeley Municipal Airport
with no Weld County government involvement. Under the existing circumstances,
the current board is not willing to put any more funding into the airport.
Therefore, we feel it is inappropriate to continue to participate in the
governance of the airport.

We would hope you would accept the offer and that it can be an amicable
separation. We sincerely believe this would be in the best interest of both
entities. Please advise us of your decision as soon as possible.
