Lee Sears , Neill Graham DISCUSSION : Mr. Sears presented the application for a chicken hatchery . A feed mill is presently on the property. Mr . Lorenson stated he had confered with the County Attorney and there is some doubt that a hatchery would be classified as the raising of fowls . The area in question is in an A- 1 zone and commercial feeding operations are not allowed . MOTION : By Mr . Nix that the Planning Commission interprets the Zoning Resolution that this type of operation would not be classi - fied asia commercial operation . Mr . Connell stated that his opinion that pursuant to the Resolution so long as they are not feeding or raising of fowl , in a hatchery situation there is no way that the connotation of raising can be given , it is simply a hatching operation and they are moved . Second by Mr . Watson . A vote of "Aye" by Anderson , Bowles , Nix , Watson and Weigand . Motion carried . SUBJECT : Residential Air Park APPEARANCE : Tom Eichhorn and Wayne Barton DISCUSSION : Mr . Eichhorn stated a group of individuals are interest- , ed in developing an area approximately 2 miles north of Erie . This would be a non -profit organization of persons owning their 709 own planes . Lots would be platted for their homes with an air strip for landing . In choosing the location , they had to consider prevailing winds and proximity to existing control zones and airways . The area is not prime agricultural land . The smallest lot would be 2.1,;. acres , the total area is 160 acres . About 30 acres wi l l be in common ownership . The air strip would be paved . Mr . Lorenson stated that if the Planning Commission considered the proposal he would suggest a Planned Unit Development There was a discusslilBgarding where water would be obtained , also the feasibility of wells . It was suggested they contact Left Hand Water District regarding service to the area . SUBJECT : Poudre River - Trout Unlimited APPEARANCE : Walker Miller , George Brooks and Ivo Lindhauer , Bill Fell . DISCUSSION : Mr . Miller stated that during the past year studies of the water in the Poudre have been made to determine the quality of the water of which there are indications of pollution and stream channel disturbance or destruction . Their findings show that the river would support trout . The river is more polluted as it nears Greeley, Mr . Miller requested funds , equipment and material from the County to continue the efforts of Trout Unlimited to imorove the water quality of the Poudre . He also requested that the County do all it can through planning , zoning and regulations to prevent pollution of the Poudre . He expressed the interest of Trout Unlimited in participating in any studies and efforts by the County and other governmental agencies to im- prove the water quality of the Poudre to the point that it can support trout . The Planning Commission decided to present a resolution to the Board of County Commissioners supporting the efforts of Trout Unlimited . SUBJECT : Space City West APPEARANCE : Gordon McLain , Harvey Fensten DISCUSSION : Mr. Fensten presented their proposal for a high-grade mobile home subdivision . They plan to upgrade the general area also . Some of the facilities would also be used by the Space City people . The area is 142 acres , with a green belt , large recreational area proposed . Gross density would be 5 . 5 per acre . Covenants would be quite restrictive . Sewage would be collected centrally. Water would be from a well system that also serves Space City. Mr . Bowles stated this whole,onceot is at odds with the County wide policy . This would be high density , isolated large subdivision completely apart from the existing service area . Lorenson stated Mr . Farr has applied for a Special Use Permit to remove material on a 20 acre parcel and he is suggesting that it be redeveloped as a sanitary land fill and when that is completed , it be made into a park . It is adjacent to where Colony Park is Proposed . It could take possibly 20 years to remove the material . It was felt it is not feasible to plan an sanitary land fill that far ahead . MOTION : By Mr. Watson that Mr . Farr comply with the Sand and Gravel Pit Regulations . Second by Mr . Nix . A unanimous vote of "Aye " . Motion carried . SUBJECT : Home Builders Association DISCUSSION : Mr . Lorenson read a letter from the Northern Colorado Home Builders Association regarding their concern with the increasing high prices of new construction in the area , such as sewer and water taps , and park fees . SUBJECT : Trout Unlimited DISCUSSION : Mr. Lorenson reviewed the requests of Trout Unlimited . Mr . Paul stated he was against granting any money for these requests . Mr . Bowles stated the Planning Commission could support the idea of maintaining and upgrading the quality of the water. Planning Commission will notify Trout Unlimited and the County Commissioners of their position . SUBJECT : "A" Agricultural Zone DISCUSSION : Mr . Lorenson stated there were some recommended changes in the "A" zone regulations proposed , which the consultant is making . He felt that some of the objections raised at the public hearing by the farmers are legitimate . Mr . Norman Carlson has suggested having some meetings with the Aq-Council and have them serve in an advisory position . Mr . Telep suggested having "area meetings " rather than one large "mass " meeting , Mr. Lorenson stated a Comprehensive Plan is a must which will provide guide lines to follow. Mr . Watson suggested that a committee from the Planning Commission set up a series of meetings with the Ag Counci as soon as possible . A committee was appointed for this purpose with John Watson , Chairman , Ben Nix , John Weigant and Ronald Heitman . 711 SUBJECT : Special Use Permits DISCUSSION : There was a discussion regarding Special Use Permits and the time element involved . It was agreed to make some changes in the procedural guide and to set the hearing date before the County Commissioners at the same time the Planning Commission date is set ( after the legal description has been approved for advertising ) , thus decreasing the time approximately two weeks .
