Homeless Grant Application
Dear Commissioner Kennedy:
The State Emergency Community Services Homeless Grant Program (ECSH) Selection
Committee reviewed the county's application for ECSH funding and recommended partial
funding.
I concur with the committee's recommendation and am offering to enter into a grant contract
in the amount of$13,500. In addition to the ECSH funding, the Department of Local Affairs has
been notified that it will receive$49,242 in 1992 Community Food and Nutrition (CFN) Funds.
It is the department's perception that the ECSH and CFN programs complement each other
as they both relate to services for low-income clients. Therefore, the county is eligible to
receive $4,260 in CFN funds if enclosed application is completed and returned by May 22,
1992. I have sent a copy of this letter with instructions for applying to Judy Griego, your
designated contact person for the homeless. This will permit you and your staff person to
coordinate efforts.
I realize that the amount of ECSH funding you receive may require a revision in your
application. If you are in need of assistance in this area, please contact Teri Chavez of this
department at 866-4462.
Both the ECSH and CFN offers are contingent upon the county successfully entering into a
contract with the Department of Local Affairs. It is the department's intention to include both
funding amounts in the same contract. I will hold this offer open for two months from the date
of this letter. No encumbrances should be made before a contract is fully executed.

SUBJECT: Community Food & Nutrition (CFN) Grant 1992 Application and Instructions
DATE: April 27, 1992
Enclosed is the 1992 application form for your CFN Grant. Also enclosed are the two pages
which outline the CFN grant award and conditions. Your county's program description should
contain how you will comply with one of the three federal objectives. In addition to
complying with one of the three federal objectives, the State of Colorado, has stated in
our 1992 Community Services Block Grant application to the U.S. Office of Community
Services, that 1992 Community Food and Nutrition funds will be used to improve the
coordination of existing private and public food assistance resources to the homeless
citizens of the state and that these funds will be given to those agencies receiving
Stewart B. McKinney Emergency Community Services Homeless (ECSH) Grant funds.
Please be sure, when completing your application that the activities described
complement those listed in your ECSH project plan.
In order to complete the application process, the following ,reeds to be done:
1. Completely fill out the application document. Your CFN grant amount mentioned in
the ECSH grant award letter should be placed in the top left hand corner.
2. In the program description portion, please do not use more space than what is
allowed. Please type in what you will do with the grant and how, e.g., direct purchase,
subcontract, etc. The funds are to go for the purchase of food and/or foodstuffs for
homeless, low-income clients. Please attempt to estimate the number of clients to be
served.
3. Check "x" by those federal objective/s your grant application complies with.
4. Return your application to Teri Chavez, signed by the county chairperson by the May
22, 1992 deadline. These funds will be included in the county's ECSH contract.
