HomeMy WebLinkAbout931484.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MARCH 10, 1993 TAPE #93-08 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the law and bylaws of said Board at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, March 10, 1993, at the hour of 9:00 A.M. ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Constance L. Harbert, Chairman Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall - Excused Commissioner Barbara J. Kirkmeyer Also present: Weld County Attorney, Thomas 0. David Acting Clerk to the Board, Carol Harding Finance and Administration Director, Don Warden MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of March 8, 1993, as printed. Commissioner Baxter seconded the motion, and it carried unanimously. CERTIFICATIONS OF HEARINGS: Commissioner Kirkmeyer moved to approve the hearing conducted on March 8, 1993, as follows: 1) Emergency Ordinance No. 89-Y, In the Matter of Amendments to Weld County Zoning Ordinance. Commissioner Webster seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to today's agenda. CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed. Commissioner Webster seconded the motion, and it carried unanimously. DEPARTMENT HEADS AND ELECTED OFFICIALS: George Goodell, Road and Bridge Director, reviewed his quarterly report dated March 10, 1993. He said 78.5 miles of roads were graveled, using 49,062.5 tons of gravel. The Mining Division has crushed and screened 68,985 tons of gravel. Bridges 80/25A, 19/22A, and 6/17A have been completed. Drew Scheltinga, Engineering Director, reviewed the status on the road projects and state bridge projects for this year. PUBLIC INPUT: There was no public input given today. 5314t4 WARRANTS: Don Warden presented the following warrants for approval by the Board: General Fund $ 228, 748.53 Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Baxter seconded the motion which carried unanimously. BIDS: PRESENT OFFICE SUPPLIES - PRINTING AND SUPPLY DEPARTMENT: Pat Persichino, Director of General Services, read the names of the four bidders into the record. Said bid will be considered for approval on March 24, 1993. PRESENT MOW/HERBICIDAL APPLICATION - EXTENSION SERVICE: Mr. Persichino read the names of the seven bidders into the record. Said bid will be considered for approval on March 24, 1993. PRESENT DEMOLITION OF BUILDING - AMBULANCE DEPARTMENT: Mr. Persichino read the names of the four bidders into the record. Said bid will be considered for approval on March 24, 1993. APPROVE CERTIFICATE OF TAXES DUE FORMS - TREASURER'S OFFICE: Mr. Persichino said staff approval could have been done on said bid, since it is under $500. Commissioner Kirkmeyer moved to approve the low bid from Metro Denver Business Forms in the amount of $362.50. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE 1993 SHOT ROCK - ROAD AND BRIDGE: Mr. Persichino read a memo from Road and Bridge, recommending the acceptance of the sole bid from Colorado Lein Company. Commissioner Baxter so moved. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. APPROVE BROWN DUCK BIB OVERALLS - ROAD AND BRIDGE: Mr. Persichino read a memo from Road and Bridge recommending the bid from American Linen in the amount of $3,567.80 be approved. Commissioner Kirkmeyer moved to approve said bid. Seconded by Commissioner Baxter, the motion carried unanimously. APPROVE 1993 STEEL BID - ENGINEERING DEPARTMENT: Mr. Persichino read the recommendation of Drew Scheltinga, County Engineer, into the record, delineating the recommended bidder for each item. Commissioner Kirkmeyer moved to approve, per Mr. Scheltinga's recommendation. Seconded by Commissioner Baxter, the motion carried unanimously. BUSINESS: NEW: CONSIDER RESOLUTION RE: APPOINTMENT OF CHAIRPERSONS FOR WELD COUNTY EMPLOYEE GRIEVANCE BOARD: Mr. Warden explained the Weld County Employee Grievance Board allows the grieving employee to select one employee from outside his/her department and allows the manager to select one manager from outside his/her department. Said resolution appoints the third member, who acts as Chairperson, and is chosen on a rotating basis. Commissioner Webster moved to approve the draft of said resolution appointing Don Hoff, Lynn Karowsky, and Arthur Roy. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. Minutes - March 10, 1993 Page 2 CONSIDER COLORADO CHILDREN'S TRUST FUND GRANT APPLICATION FOR HEALTH DEPARTMENT'S FIRST STEPS PROGRAM AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Health Department, said this is the continuation of present funding for the period of August 1, 1993 through September 30, 1993. Said application is in the amount of $20,000. The funds will be used to continue First Step's efforts to help women obtain access to prenatal care, early well child care for their children, and other needed community resources. Commissioner Webster moved to approve said application and authorize the Chairman to sign. Seconded by Commissioner Baxter, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the consent agenda. There were no Ordinances. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board. Kirkmeye Minutes - March 10, 1993 Page 3 COMMISSIONERS' QUARTERLY REPORT Road and Bridge Department March 10, 1993 TRUCKING Crews are hauling gravel out of the Hall Pit and Pierce Pit at this time. There has been approximately 78.5 miles of Weld County Roads graveled this year, using 49,062.5 tons of gravel, which is approximately 22.42% of the 350 mile goal. The Trucking Department worked with the Maintenance Department on road upgrades. MINING The cone rock crusher is working at the Hokestra Pit presently. The screening plant is at the Ehmke Pit. Material crushed by the cone rock crusher purchased in 1986 to date is 2,313,444 tons. Material crushed year-to-date is 30,598 tons. Material screened year-to-date is 38,387 tons. We anticipate screening and crushing approximately 450,000 tons of material this year. The Mining Department has crushed and screened 68,985 tons year-to-date, which is 15.33% of the 450,000 ton goal. BRIDGE To date, 3 of the 29 contemplated bridge projects have been completed, except for the asphalt work. The following bridges have been completed: 80/25A, 19/22A, and 6/17A. There have been 11 minor bridge repairs. Ditch cleaning has been performed at 2 locations. Trees have been trimmed at 2 locations. There have been 4 special projects completed. The following roads have been upgraded: WCR 50.5 X WCR 41 in the Town of LaSalle WCR 31 between Hwy. 85 and WCR 42 WCR 57 between WCR 38 X WCR 44 WCR 47.5 South .43 mile from WCR 34.5 WCR 47 South 1.38 miles from WCR 34.5 There have been numerous snow storms this winter, and the Maintenance Department has been involved with extensive snow removal.
