RE: APPROVE JOB TRAINING PARTNERSHIP ACT COORDINATION AGREEMENT BETWEEN AREA
AGENCY ON AGING SENIORS IN INDUSTRY OLDER WORKER PROGRAM AND GREEN THUMB,
INC. AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Job Training Partnership Act
Coordination Agreement between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of Weld
County Area Agency on Aging Seniors in Industry Older Worker Program and Green
Thumb, Inc. , commencing April 1, 1994, and ending June 30, 1995, with further
terms and conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said
agreement, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Job Training Partnership Act Coordination Agreement
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of Weld County Area Agency on Aging
Seniors in Industry Older Worker Program and Green Thumb, Inc. , be, and hereby
is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 13th day of April, A.D. , 1994, nunc pro tunc
April 1, 1994.

COORDINATION AGREEMENT
This agreement is entered into between the Weld County Area Agency on Aging
Seniors in Industry Older Worker Program and Green Thumb, Inc. to promote the
maximum coordination of resources in providing employment and training services
for economically disadvantaged individuals age 55 and older.
Individuals eligible for coordinated services will be residents of Weld
County who qualify for enrollment and/or participation in the program services
provided by the Seniors in Industry Program and Green Thumb, Inc. under the Job
Training Partnership Act and Title V of the Older Americans Act.
I. PURPOSE
It is the purpose of this Agreement to coordinate the recruitment of
participants, provision of services, and when appropriate, the co-enrollment of
participants in the JTPA Title IIA 5% Older Worker Program and Green Thumb, Inc.
Title V Program to ensure optimum delivery of needed services for the older
worker population.
II. TERM
The term of this Agreement shall commence April 1, 1994, and will continue
until June 30, 1995.
III. COORDINATION OF SERVICES
A. The parties agree to coordinate outreach, intake, and assessment of
program participants to the extent feasible to avoid duplication of effort.
Individuals identified through these efforts as potential program participants
for the other party will be referred to the other party.
B. Job Training Partnership Act services available to eligible Green
Thumb, Inc. enrollees include, but are not limited to, counseling, assessment,
vocational training, academic attainment, job search skills, job retention
skills, job placement, and post-placement support, as well as available support
services during training.
C. Services available to Job Training Partnership Act program participants
who qualify for Green Thumb, Inc. services include, but are not limited to,
counseling, paid work experience/hands-on training, job placement, supportive
services, and placement follow-up.
IV. This Agreement provides for the sharing of confidential participation
information between the parties when such information is deemed helpful for the
purpose of determining eligibility for, participation in, or follow-up to program
services. This specifically includes, but is not limited to, assessments and
individual service strategies developed for training or other services.

V. EVALUATION OF COORDINATION SERVICES
The parties will meet on a regular basis not less than once each program
year, to discuss issues related to the implementation of this Agreement.
Both parties affirm the non-financial nature of this Agreement and further
agree to hold each other harmless from any and all liabilities which are or may
be implied.

Enclosed for Board approval is a non-financial coordinating agreement
between Weld County Area Agency on Aging, Seniors in Industry Program
and Green Thumb, Inc.
The agreement is for coordination of outreach, intake, assessment, and
co-enrollment of program participants. The agreement provides for
sharing of confidential participation information and elimination of
duplicating efforts.
