• Subject: Roggen Feedlot
On this date the staff inspected .the Roggen Feedlot, Special Use Permit #208 1
owned by Richard Hessee. The inspection was conducted to evaluate all aspects
of the feedlot operation to assure compliance with both the development standards
of the Special Use Permit and ' the Colorado Feedlot Run-off Containment
Guidelines. The inspection revealed that the containment pond construction is
completed and the pond is constructed as required and lined as necessary. All
berths and ditches around the facility are in place. There is a large pump on the
location capable of pumping 161 gallons per minute or better. • All construction
is completed.
At this time the Staff finds the Roggen Feedlot Facility Special Use Permit #208
to be in compliance with the development standards of the Special Use Permit and •
all aspects of the Feedlot Run-off Containment Guidelines. The Environmental
Protection Staff recommends that the show cause action initiated by Weld County
against Roggen Feedlot, Incorporated be dropped since at this time the facility
is in compliance with regulations. ,

The Staff has reviewed the proposal for the disposal.;of feedlot runoff effluent -
and wastewater from the Roggen Feedlot Facility Special Use Permit #208 owned by;t::
Richard Hessee. The proposal provides documentation to demonstrate the capacity '-
. of the runoff containment pond to handle both.the>twenty,,five,year„twenty-four^,,
hour design storm capacity plus the additional 99,330 cubic.feetclof,-flow-through
water from the livestock watering system, and ` the _winter precipitation.

liquid effluents unto approximately 20 acres owned by.Mr. Hessee,at the feedlot ,,: -
site on the north side of the-county road adjacent to the-office-building: .:The:
liquid effluent will be- pumped from the containment .pond during -a- fifteen-day‘ '
disposal period at the rate of 161 gallons per minute and applied'at the rate of . • .
0.17 inches per acre per day. This amounts to an application depth of 2.6 inches -
- of liquid applied over the entire twenty acre site in fifteen days.
The Division approves of the proposal as submitted with the following conditions:
'1. The operator_ of the. feedlot will demonstrate the• availability; of a pump
. , capable of moving water at alminimum of 161 gallons per minute. This Pump• . . .
will'be available to the feedlot at any time -it is needed. to move water
from the pond over to the application/disposal site. At no time during -
the pumping of effluent, will wastewater be discharged in a manner which
facilitates a discharge of liquid waste flowing off from the property at
any point.
2. The operator of the facility shall assure that the holding pond has
sufficient capacity to hold in the runoff from a twenty-four hour, twenty-
five year event at any time throughout the year. At no time will the pond-
be allowed to overflow and discharge offsite. At no time will the pond
have less than two feet of freeboard at any given time.

- To accomplish the plan as proposed, the feedlot manager will be required to par a;3 .,
particular attention to the level of water in the ponds at any given time "and-`t+
assure that proper management techniques are being employed to reduce the
potential for violation of the Feedlot. Runoff Containment Regulations. It is the
position of the Weld County Health Department Staff that this plan is a workable
plan and we approve of it as stated.
