HomeMy WebLinkAbout920351.tiff RESOLUTION RE: APPROVE APPLICATION FOR FEDERAL ASSISTANCE FOR HEAD START EXPANSION AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Application for Federal Assistance for Head Start Cost of Living Allowance, Quality Improvement, Expansion, and Training and Technical Assistance Funds between the Family Educational Network of Weld County and the Federal HHS/ACF/Head Start Bureau, with the terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Application for Federal Assistance for Head Start Cost of Living Allowance, Quality Improvement, Expansion, and Training and Technical Assistance Funds between the Family Educational Network of Weld County and the Federal HHS/ACF/Head Start Bureau be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said application. The Special Needs Technician from HF to HH,and the Office Technician from HC to HFO. The Site Manager will be at the HIF grade and the Service Coordinators will be at the HIC grade. The latter positions are new positions. Salaries are determined based on the level of position responsibility relative to the FENWC and HRD organizational structures. FRINGE Pays for the following fringe benefits for all full time regular employees: Social Security (FICA) and Medicare is figured at .0620 x salary FICA. and .0145 x salary for Medicare. Disability is figured at $.51 per $100.00 made, up to a total of $5,000.00 per employee. Workmen's Compensation is figured for the teachers and teacher aids at .0058 x monthly salary divided by 2. The remainder of the staff is charged at .0757 x monthly salary divided by 2. Medical Insurance Health $109.00 a month per FTE Dental/Vision 10.00 per FTE Life 3 x gross salary divided by 1000 x .263 Retirement is six percent of gross salary, matched equally by the County. SUPPLIES Classroom Supplies Classroom supplies include teaching materials , construction, paper, paint scissors . etc. Medical/Dental Supplies Medical/Dental Supplies include first aid kits, thermometers , ice packs, disinfectant, band aides. cotton balls . etc. Special Needs Supplies Special Needs Supplies include special silverware and supplies which may be needed in the classroom and the program. so that the child with special needs may have a successful Head Start experience. OTHER Transportation Pays for all transportation costs for transporting 20 children. These costs include gas and oil , repair and maintenance and allocated funds for vehicle replacement. Parent Activities Includes costs incurred for Parent Policy Council Meetings, parent trainings and activities. Child Care Pays for child care for parents while they are participating in Literacy Classes , volunteering in the classroom and attending program related meetings. training and activities. Insurance Pays for child liability insurance; $2.40 x 20 children. Medical/Dental Services Medical/Dental Services include the costs incurred for physical and dental screenings and examinations for children attending the Head Start Program. Utilities/Telephone Pays for costs incurred for gas electricity, water, sewage and telephone usage. Once all bids are received, the Board of Commissioners has final decision on the vendor to supply the request. Therefore, the request of $25,000.00 is an estimate of the cost of a new vehicle. Materials/Supplies Pays for paper, pencils . workbooks , books, cost of copying materials . etc. PROGRAM NARRATIVE QUALITY IMPROVEMENT PROGRAM ACCOUNT 22 The Quality Improvement dollars offered the FENWC Head Start Program will be used primarily for the reorganization of the program. The changing nature of early childhood proarams and societal needs dictate the need for organizational restructuring (see Attachment II ) . The new structure will more efficiently absorb future Head Start and family program expansion. FENWC has moved from the "Main Center Concept" to a "Neighborhood School Concept" . Ten of twelve sites are are located on elementary school campuses. one site is located in a low-income housing complex and the other is at an independent location (see Attachment III) . With the new model there is a need for enhanced communication and collaboration between the school districts , the community and FENWC. The new model will improve the quality of the FENWC program as it allows for the Service Coordinator to provide case management for 60 families rather than an average of 105 families. The Service Coordinator will serve as the catalyst for the development of local , neighborhood programs and enable each center to best meet the needs of the local community. Quality control and training will be enhanced as the coordinator positions will have more time to devote to Training and Technical Assistance. and program and component evaluation. Explanation Of Position Changes In Organizational Structure The new structure eliminates the Family Service Aide and the Health Aide positions. The Service Coordinator will take on the responsibility of the Family Service Aide and the Health Aide duties . as well as the responsibility of managing the site (see attached job descriptions) . Each site will be comprised of two double session classrooms , the service coordinator, two teachers, two teacher aides and two lunch aides (parents) . Each classroom will have a maximum of 15 children (60 children per site) and will have a mixture of children. The mixture of children includes children from the following funding sources: Head Start. Colorado Preschool Project. 99-457 Special Needs and children whose families can afford to pay for a pre-school experience. FENWC will adhere to the Performance Standards as established by the Department of Health and Human Services to ensure that all children receive the highest quality services. The additional children will consist of: 5 three year olds to be served in the Greeley area; Greeley/Evans School District 6. 10 four year olds to be served in the Greeley area; Greeley/Evans School District 6. 5 four year olds to be served in the Hudson area; School District Weld RE-3J. FENWC currently serves 247 four year olds in the Greeley area and Greeley/Evans School District 6 serves 200 four year olds in the Greeley area through the Colorado Preschool Project for a total of 447 "at risk" four year olds. In addition there are eight private preschool centers servin❑ approximately 150 four year olds. FENWC work closely with the school districts and human service agencies to ensure that the children in most need receive services through our agency. The twenty children will be disbursed throughout current classrooms; therefore. adding an additional classroom in total . A community needs assessment (Attachment IV) was completed to determine which communities had the highest need for additional Head Start slots. Attachment V is a map demonstrating the location of classrooms and communities which will be served. A minimum of 2 children in the special needs category will be enrolled. These children and their families will receive the full range of needed services once enrolled in the FENWC Head Start Program.
