The summary of the last regular meeting of the Weld County Planning Commission held on December 6, 1994,was approved as read. CASE NUMBER: CompAmend 1-1994 APPLICANT: Gary Tuttle,Tuttle-Applegate,Inc. REQUEST: An amendment to the I-25 Mixed Use Conceptional Plan. LEGAL DESCRIPTION: The NW4 of Section 16,the SE4 SW4 of Section 9,and that part of the SE4 of Section 17, east of Boulder Creek,all in T2N,R68W of the 6th P.M.,Weld County,Colorado. LOCATION: 1/2 mile west of the intersection of Weld County Road 7 and Weld County Road 20-1/2;adjacent to and contiguous with Boulder Creek. LOCATION: South of the St.Vrain Creek and approximately 1/2 mile south of the intersection of Weld County Road 1 and Colorado Highway 119. CASE NUMBER: CompAmend 6-1994 APPLICANT: Gary Tuttle,Tuttle-Applegate,Inc. REQUEST: An amendment to the I-25 Mixed Use Conceptional Plan. LEGAL DESCRIPTION: The SE4 of the railroad grade of Section 7,all the NW4 and the NE4 of Section 18,the NW4 of the railroad grade of Section 17,all in T2N,R68W of the 6th P.M.,Weld County, Colorado. LOCATION: East of Weld County Road 1,north of Weld County Road 20-1/2,and south of the railroad right- of-way. Monica Daniels-Mika recommended the above applications be continued,based on the Comprehensive Plan Review revision. Department of Planning Services'staff determined need for further study in this area. Gary Tuttle,Tuttle-Applegate,Inc.,said he understood the County'need for a more detailed study, They would be willing to accept a 2 to 3 month time frame for the study. The Chairman asked if there was anyone in the audience who wished to speak for or against this application. No one wished to speak. Bud Clemons moved the above 6 cases be continued until the March 7, 1995,meeting. Judy Yamaguchi seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron Sommer- yes;Marie Koolstra-yes;Shirley Camenisch-yes;Curt Moore-yes;Bud Clemons-yes;Judy Yamaguchi-yes; Jack Epple-yes;Richard Kimmel-yes; Motion carried unanimously. Consider proposed increased fee schedule for land-use applications. The proposed fee increases range from 4.0%to 11.1%. Chuck Cunliffe,explained the need for the increased fee schedule for 1995,and asked if the Board members had any questions. There were no questions. Shirley Camenisch moved that the proposed increased fee schedule for land-use application be forwarded to the Board of County Commissioners with the Planning Commission's recommendation for approval. Judy Yamaguchi seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron Sommer- yes;Marie Koolstra-yes; Shirley Camenisch-yes;Curt Moore-yes;Bud Clemons-yes;Judy Yamaguchi-yes; Jack Epple-yes;Richard Kimmel-yes; Motion carried unanimously. Consider proposed amendments to Section 10,21,24,28,31,32,43,and 46 of the Weld County Zoning Ordinance. The amendments will change and clarify the responsibility for posting a public hearing notice sign for land-use applications. Establishes new definitions for a Bed and Breakfast facility and derelict vehicle. Clarifies the requirements for a Bed and Breakfast facility. Allows non-commercial junkyards in the Residential zone districts. Chuck Cunliffe gave an overview of the proposed amendments. Judy Yamaguchi seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision. Ron Sommer- yes;Marie Koolstra-yes;Shirley Camenisch-yes;Curt Moore-yes;Bud Clemons-yes;Judy Yamaguchi-yes; Jack Epple-yes;Richard Kimmel-yes; Motion carried unanimously. Consider proposed amendments to Sections 4,6,and 7 of the Weld County Subdivision Ordinance. The amendments will change and clarify the responsibility for posting a public hearing notice sign for subdivision applications. Chuck Cunliffe explained the change in sign posting responsibilities. Bud Clemons and Ron Sommer discussed their difference of opinion regarding sign posting responsibilities. Jack Epple moved that the proposed amendments to Sections 4,6,and 7 of the Weld County Subdivision Ordinance be forwarded to the Board of County Commissioners with the Planning Commission's recommendation for approval. Bud Clemons seconded the motion. The Chairman asked the secretary to poll the members of the Planning Commission for their decision.
