RE: APPROVE SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT FOR TWO
COMMUNICATION TOWERS OVER 70 FEET IN HEIGHT IN THE A (AGRICULTURAL) ZONE
DISTRICT - STEVEN M. LONDON
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners held a public hearing on the
12th day of January, 1994, at the hour of 10:00 a.m. in the Chambers of the Board
for the purpose of hearing the application of Steven M. London, 4529 Weld County
Road 32, Longmont, Colorado 80504, for a Site Specific Development Plan and
Special Review Permit for two communication towers over 70 feet in height in the
A (Agricultural) Zone District on the following described real estate, to-wit:
Part of the SE4 of Section 14, Township 3
North, Range 68 West of the 6th P.M. , Weld
County, Colorado
WHEREAS, Steven M. London, applicant, was present, and
WHEREAS, Section 24.4.2 of the Weld County Zoning Ordinance provides
standards for review of said Special Review Permit, and
WHEREAS, the Board of County Commissioners heard all of the testimony and
statements of those present, has studied the request of the applicant and the
recommendations of the Weld County Planning Commission and all of the exhibits
and evidence presented in this matter and, having been fully informed, finds that
this request shall be approved for the following reasons:
1. The submitted materials are in compliance with the application
requirements of Section 24. 7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Board of County Commissioners that the
applicant has shown compliance with Section 24.4.2 of the Weld
County Zoning Ordinance as follows:
a. This proposal is consistent with the agricultural goals and
policies of the Weld County Comprehensive Plan. The location
of the proposed towers will not adversely affect prime
agricultural land or agricultural uses in the area.
b. The proposal is consistent with the intent of the Agricultural
Zone District and is provided for as a Use by Special Review.
c. The uses which would be permitted will be compatible with the
existing surrounding land uses which include lakes, power
lines, rural residences, pasture, oil and gas production, a
creek, a United Power Substation, a dairy, and Interstate 25.
d. The applicant has demonstrated a diligent effort to conserve
productive agricultural land in the locational decision for
the proposed use.

e. The uses which would be permitted will be compatible with the
future development of the surrounding area as permitted by the
existing zoning and with the future development as projected
by the Weld County Comprehensive Plan.
f. No overlay districts affect the site.
g. Special Review Permit Development Standards will provide
adequate protection of the health, safety, and welfare of the
neighborhood and County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the application for a Site Specific Development Plan and
Special Review Permit for two communication towers over 70 feet in height in the
A (Agricultural) Zone District for Steven M. London on the hereinabove described
parcel of land be, and hereby is, granted subject to the following conditions:
1. The attached Development Standards for the Special Review Permit
shall be adopted and placed on the Special Review plat prior to
recording the plat. The plat shall be delivered to the Department
of Planning Services and be ready for recording in the Weld County
Clerk and Recorder's Office within 15 days of approval by the Board
of County Commissioners.
2. The Special Review activity shall not occur nor shall any building
or electrical permits be issued on the property until the Special
Review plat is ready to be recorded in the office of the Weld County
Clerk and Recorder.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by he followNing late on the 12th day of January, A.D. , 1994.

1. The Site Specific Development Plan and Special Review Permit is for two
communication towers over 70 feet in height in the A (Agricultural) Zone
District as submitted in the application materials on file in the
Department of Planning Services and subject to the Development Standards
stated herein.
2. Approval of this plan may create a vested property right pursuant to
Section 90 of the Weld County Zoning Ordinance.
3. The use shall conform to Federal Aviation Administration guidelines.
4. The use shall conform to Federal Communication Commission standards.
5. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
6. The property owner or operator shall be responsible for complying with the
Design Standards of Section 24.5 of the Weld County Zoning Ordinance.
7. The property owner or operator shall be responsible for complying with the
Operation Standards of Section 24.6 of the Weld County Zoning Ordinance.
8. Personnel from the Weld County Health Department and Weld County
Department of Planning Services shall be granted access onto the property
at any reasonable time in order to ensure the activities carried out on
the property comply with the Development Standards stated herein and all
applicable Weld County Regulations.
9. The Special Review area shall be limited to the plans shown herein and
governed by the foregoing Standards and all applicable Weld County
Regulations. Major changes from the plans or Development Standards as
shown or stated shall require the approval of an amendment of the Permit
by the Weld County Planning Commission and the Board of County
Commissioners before such changes from the plans or Development Standards
are permitted. Any other changes shall be filed in the office of the
Department of Planning Services.
10. The property owner or operator shall be responsible for complying with all
of the foregoing Development Standards. Noncompliance with any of the
foregoing Development Standards may be reason for revocation of the Permit
by the Board of County Commissioners.

A public hearing was conducted on January 12, 1994, at 10:00 A.M. , with
the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 15, 1993, and
duly published December 30, 1993, in the Windsor Beacon, a public hearing
was conducted to consider the request of Steven M. London for a Site
Specific Development Plan and Special Review Permit for two communication
towers over 70 feet in height in the A (Agricultural) Zone District. Lee
Morrison, Assistant County Attorney, made this a matter of record. Greg
Thompson, Planning Department representative, entered the favorable
recommendations of the Planning Commission and Planning staff into the
record as written. Steve London, applicant, stated he is an amateur radio
operator and explained his background and expertise. He said the parcel
is 40 acres in size and the uses consist of farming, raising llamas, and
radio operation. Mr. London indicated there is an existing 70-foot tower,
which is a use by right, and he would like to increase its height by 50
feet as well as add another tower. He explained the FCC and the FAA
regulations allow a maximum height of 200 feet in that area, and the 4-
acre parcel containing the towers will be used for the llamas and no
agricultural land will be taken out of production. Mr. London also
indicated he provides emergency communication which will be an asset to
the community. Responding to questions from the Board, Mr. London stated
the closest resident is approximately 900 feet. Addressing the Town of
Mead's concerns about crop-dusting planes, he explained the towers will be
no higher than the high-tension lines to the north of his property. Mr.
London indicated the Conditions of Approval and Development Standards are
acceptable. He also stated no interference is anticipated with the
surveillance equipment to be used at the proposed preparole facility,
which is 2 to 2; miles away. No public testimony was offered.
Commissioner Kirkmeyer moved to approve the request of Steven M. London
for a Site Specific Development Plan and Special Review Permit for two
communication towers over 70 feet in height in the A (Agricultural) Zone
District, based on the recommendations of the Planning staff and the
Planning Commission, with the Conditions of Approval and Development
Standards as entered into the record. The motion was seconded by
Commissioner Harbert, and it carried unanimously.

Dennis Wagner, Director of Public Works , Town of Windsor gave an overview of the
existing wastewater treatment facility installed in 1970. They want to increase
treatment capacity by installing an area lagoon.

Steven London, applicant, explained he holds the highest class amateur radio
operation license available. He owns 40 acres and wants to pursue his interest
in farming, raising llamas, and amateur radio operation. There is currently one
tower on the property and he wants to increase the height and also install

another tower of the same height. There will be no interruption or visual
obstruction to surrounding property owners and no aircraft safety issues . He
will continue to utilize this equipment for emergency aid throughout Weld County,
if necessary.

LEGAL DESCRIPTION: Lot 46, Westridge, 4th Filing, Weld County, Colorado.
LOCATION: 5965 W. 23rd Street, Greeley, Colorado.
Gary Bjorklund, applicant, explained his property is zoned Agricultural and his
uses (horses, hay and trailer storage, and woodworking) are consistent with this
zoning. He said he was told by the Department of Planning Services a permit was
not required for a barn. He constructed the barn and when he submitted a
building permit application to install electrical, he was told the barn was too
large for the subdivision his property was located in.
The Chairperson asked if there was anyone in the audience who wished to speak for
or against this application.
Walter Bergan, surrounding property owner, was concerned with the height of the
building obstructing views.
Charles Unfug, surrounding property owner, said this is a very attractive barn
and there is no negative impact on the surrounding area.
Leland Johnson, surrounding property owner, compared the barn with semi-trailers
parking. He said the structure is too large for the area and not an attractive
addition to the subdivision.

reasons:
1. The submitted materials are in compliance with the application requirements
of Section 24.7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Department of Planning Services' staff that the
applicant has shown compliance with Section 24.3 of the Weld County Zoning
Ordinance as follows:
This proposal is consistent with the agricultural goals and policies
of the Weld County Comprehensive Plan. The location of the proposed
towers will not adversely affect prime agricultural land or
agricultural uses in the area.
The proposal is consistent with the intent of the Agricultural zone
district and is provided for as a Use by Special Review.
The uses which would be permitted will be compatible with the existing
surrounding land uses which include lakes, power lines, rural
residences, pasture, oil and gas production, a creek, a United Power
Substation, a dairy, and Interstate 25.
The applicant has demonstrated a diligent effort to conserve
productive agricultural land in the locational decision for the
proposed use.
The uses which would be permitted will be compatible with the future
development of the surrounding area as permitted by the existing
zoning and with the future development as projected by the Weld County
Comprehensive Plan.

No overlay districts affect the site.
Special Review Permit Development Standards will provide adequate
protection of the health, safety, and welfare of the neighborhood and
County.
This recommendation is based, in part, upon a review of the application materials
submitted by the applicant, other relevant information regarding the request, and
responses from referral entities.
The Planning Commission's recommendation for approval is conditional upon the
following:
1. The attached Development Standards for the Special Review permit shall be
adopted and placed on the Special Review plat prior to recording the plat.
The plat shall be delivered to the Department of Planning Services and be
ready for recording in the Weld County Clerk and Recorder's office within
15 days of approval by the Board of County Commissioners.
2. The Special Review activity shall not occur nor shall any building or
electrical permits be issued on the property until the Special Review plat
is ready to be recorded in the office of the Weld County Clerk and
Recorder.

1. The Site Specific Development Plan and Special Review permit is for two
communication towers over 70 feet in height in the A (Agricultural) zone
district as submitted in the application materials on file in the
Department of Planning Services and subject to the Development Standards
stated hereon.
2. Approval of this plan may create a vested property right pursuant to
Section 90 of the Weld County Zoning Ordinance.
3. The use shall conform to Federal Aviation Administration guidelines.
4. The use shall conform to Federal Communication Commission standards.
5. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
6. The property owner or operator shall be responsible for complying with the
Design Standards of Section 24.5 of the Weld County Zoning Ordinance.
7. The property owner or operator shall be responsible for complying with the
Operation Standards of Section 24.6 of the Weld County Zoning Ordinance.
8. Personnel from the Weld County Health Department and Weld County Department
of Planning Services shall be granted access onto the property at any
reasonable time in order to ensure the activities carried out on the
property comply with the Development Standards stated hereon and all
applicable Weld County Regulations.
9. The Special Review area shall be limited to the plans shown hereon and
governed by the foregoing Standards and all applicable Weld County
Regulations. Major changes from the plans or Development Standards as
shown or stated shall require the approval of an amendment of the Permit by
the Weld County Planning Commission and the Board of County Commissioners
before such changes from the plans or Development Standards are permitted.
Any other changes shall be filed in the office of the Department of
Planning Services.
10. The property owner or operator shall be responsible for complying with all
of the foregoing Development Standards. Noncompliance with any of the
foregoing Development Standards may be reason for revocation of the Permit
by the Board of County Commissioners.

I have reviewed the above request. The present use of the land is in conformance with our
long-range plan for the area. The addition of the amateur radio towers on this 40 acre parcel
should not adversely the interest of the Town,
One question that I do have concerns the matter of aircraft warning lights. These are not
mentioned in the application, I am not familiar with FM requirements for warning lights on a
tower of this size. However, there Is a private landing strip Just west of 1-25, private craft use
the 1.25 corridor extensively on low level VFR flights, and much of the surrounding agricultural
area is sprayed from the air.

THE DEPARTMENT OF PLANNING SERVICES' STAFF RECOMMENDS THAT THIS REQUEST BE
APPROVED FOR THE FOLLOWING REASONS:
1. The submitted materials are in compliance with the application requirements
of Section 24.7 of the Weld County Zoning Ordinance.
2. It is the opinion of the Department of Planning Services' staff that the
applicant has shown compliance with Section 24.3 of the Weld County Zoning
Ordinance as follows:
This proposal is consistent with the agricultural goals and policies
of the Weld County Comprehensive Plan. The location of the proposed
towers will not adversely affect prime agricultural land or
agricultural uses in the area.
The proposal is consistent with the intent of the Agricultural zone
district and is provided for as a Use by Special Review.
The uses which would be permitted will be compatible with the existing
surrounding land uses which include lakes, power lines, rural
residences, pasture, oil and gas production, a creek, a United Power
Substation, a dairy, and Interstate 25.
The applicant has demonstrated a diligent effort to conserve
productive agricultural land in the locational decision for the
proposed use.
The uses which would be permitted will be compatible with the future
development of the surrounding area as permitted by the existing
zoning and with the future development as projected by the Weld County
Comprehensive Plan.
No overlay districts affect the site.
Special Review Permit Development Standards will provide adequate
protection of the health, safety, and welfare of the neighborhood and
County.

This recommendation is based, in part, upon a review of the application materials
submitted by the applicant, other relevant information regarding the request, and
responses from referral entities.
The Department of Planning Services' staff recommendation for approval is
conditional upon the following:
1. The attached Development Standards for the Special Review permit shall be
adopted and placed on the Special Review plat prior to recording the plat.
The plat shall be delivered to the Department of Planning Services and be
ready for recording in the Weld County Clerk and Recorder's office within
15 days of approval by the Board of County Commissioners.
2. The Special Review activity shall not occur nor shall any building or
electrical permits be issued on the property until the Special Review plat
is ready to be recorded in the office of the Weld County Clerk and
Recorder.

I. The Site Specific Development Plan and Special Review permit is for two
communication towers over 70 feet in height in the A (Agricultural) zone
district as submitted in the application materials on file in the
Department of Planning Services and subject to the Development Standards
stated hereon.
2. Approval of this plan may create a vested property right pursuant to
Section 90 of the Weld County Zoning Ordinance.
3. The use shall conform to Federal Aviation Administration guidelines.
4. The use shall conform to Federal Communication Commission standards.
5. All construction on the property shall be in accordance with the
requirements of the Weld County Building Code Ordinance.
6. The property owner or operator shall be responsible for complying with the
Design Standards of Section 24.5 of the Weld County Zoning Ordinance.
7. The property owner or operator shall be responsible for complying with the
Operation Standards of Section 24.6 of the Weld County Zoning Ordinance.
8. Personnel from the Weld County Health Department and Weld County Department
of Planning Services shall be granted access onto the property at any
reasonable time in order to ensure the activities carried out on the
property comply with the Development Standards stated hereon and all
applicable Weld County Regulations.
9. The Special Review area shall be limited to the plans shown hereon and
governed by the foregoing Standards and all applicable Weld County
Regulations. Major changes from the plans or Development Standards as
shown or stated shall require the approval of an amendment of the Permit by
the Weld County Planning Commission and the Board of County Commissioners
before such changes from the plans or Development Standards are permitted.
Any other changes shall be filed in the office of the Department of
Planning Services.
10. The property owner or operator shall be responsible for complying with all
of the foregoing Development Standards. Noncompliance with any of the
foregoing Development Standards may be reason for revocation of the Permit
by the Board of County Commissioners.

1 . Attached hereto and made a part hereof by reference is a
completed application form.
2 . A detailed description of the proposed operation and use :
(a) The NW 1/4 of the SE 1/4 of Sec . 14, Twp . 3 N. , Rng 68
W. of the 6th P.M. , Weld County, Colorado was purchased by
the applicant in June, 1993 . This property is 40 acres in
size, consisting of a 2700 sq. ft . residence, approximately
28 acres of agricultural land, and a 10 acre lake .
Applicant purchased this property to use as his primary
residence, and to pursue his many varied interests,
including agriculture, raising llamas, and amateur radio .
Applicant presently has one existing communication tower
(permit no . 41511) . Applicant is requesting to increase the
height of the existing communication tower, and to add one
more communication tower of equal height . Applicant is
requesting two towers because it is his belief that two
towers of the requested height are necessary to be able to
meet the differing requirements for improved antenna
performance for the numerous authorized frequencies . The
existing agricultural use of this property will not change
if this use is granted.
(b) The additional communication tower and an increase in
height of the existing communication tower are requested
upon the above-described property so applicant can improve
his antenna performance as stated above . This additional
use will not result in a use that will be disruptive to
applicant ' s neighbors, nor will the communication towers
interfere with the aesthetics of the area.
(c) The types of existing uses on surrounding properties are
as follows :
(i) To the north of the subject property there is an
agricultural use .
(ii) To the south of the subject property there is an
agricultural use .
(iii) To the east of the subject property there is an
agricultural use .
(iv) To the west of the subject property there is an
agricultural use .
(v) It should be noted that high-tension power lines
extend in a northwest-southeast line approximately 500

power lines are supported by towers approximately 110
feet high, spaced at regular intervals .
(d) The distance of the proposed use to residential
structures are as follows .
(i) The distance of the proposed use to residential
structures to the north is greater than 3000 feet .
(ii) The distance of the proposed use to residential
structures to the south is greater than 1000 feet .
(iii) The distance of the proposed use to residential
structures to the west is greater than 1000 feet .
(iv) The distance of the proposed use to residential
structures to the east is greater than 9000 feet .
(e) Since the proposed use is an avocational use, there will
be no employees needed to operate the communication towers .
( f) The access route for ingress and egress to be utilized
for the proposed use will be the normal driveways and roads
associated with the existing residence .
(g) The type, size, weight and frequency of vehicular
traffic associated with the proposed use will be only the
traffic that will be required for the normal use of the
applicant ' s property.
(h) There will be no necessity for any sewage facilities for
this proposed use.
(i) There are no additional fire protection measures being
considered for the proposed use . These communication towers
are constructed of galvanized steel, and, therefore, require
no additional fire protection.
(j ) There will be no animals associated with the proposed
use .
(k) There will be no waste stockpile associated with the
proposed use .
(1) There is no proposed type of storm water retention
facilities associated with the proposed use .
(m) There is no debris, junk or other waste associated with
the proposed use .
(n) There is no proposed change in the landscaping or any
erosion control measures associated with the proposed use .
Applicant intends to maintain the existing agricultural use

(o) The will be no required reclamation procedures to employ
with this use because the proposed use will in no way damage
or change the subject property. However, if and when
applicant ever ceases using the communication towers, they
will be removed and taken with him to wherever he relocates .
(p) The timetable for construction of these communication
towers is not any set time period because this is an
avocational use . Construction, however, should be finished
during the next two years .
3 . Materials and support documents submitted as a part of this
application:
(a) The proposed use of adding one additional communication
tower to the existing permitted tower is consistent with the
Weld County Comprehensive Plan because the only travel
associated with the proposed use will be that associated
with the applicant ' s normal use of his property. The
neighbors in the immediate area should not be affected by
the proposed communication towers because the proposed
communication towers will have less of a visual impact than
the existing high-tension power lines, and their assocation
towers .
(b) Mead, Colorado is located approximately 1 mile west of
the subject property. They wish to review this application.
However, the proposed use does not appear to be incompatible
with the future growth of land uses .
(c) Since the proposed use does not in any way change the
present land use of the subject property, but merely adds
one additional communication tower, it is the applicant ' s
belief that this proposed use will not in any way affect the
health, safety or welfare of the inhabitants of the
neighborhood or Weld County.
(d) The proposed communications towers will be compatible
with the existing surrounding land uses .
(e) The proposed use will be compatible with future
development of the surrounding area as permitted by the
existing zoning and with future development as projected by
the comprehensive plan of Weld County . One communication
tower already exists on the subject property and high-
tension power lines already exist just north of the subject
property. The applicant has no plans to change any of the
existing agricultural uses that presently exist on the
subject property.
(f) The use by special review area is not located in a flood
plain, geological hazard or the Weld County Airport overlay

as Exhibit "B" .

list of names, addresses and corresponding parcel
identification numbers assigned by the Weld County
Assessor' s office of the owners of the property (surface
estate) within 500 feet of the property subject to the
application. This list was assembled from the records of
the Weld County Assessor' s office within thirty days of the
application submission date .

lessees of the minerals on or under the parcel of land being

4—Aquolls and Aquepts, flooded. This nearly level
map unit is in depressions in smooth plains and along the
bottoms of natural drainageways throughout the survey
area. Aquolls, which have a dark colored surface layer,
make up about 55 percent of the unit. Aquepts, which
have a lighter colored surface layer, make up about 25
percent. About 20 percent is soils that are well drained
and soils that have sandstone or shale within 48 inches of
the surface.
These are deep, poorly drained soils that formed in
recent alluvium. No one pedon is typical. Commonly the
soils have a mottled, mildly to moderately alkaline loamy
or clayey surface layer and underlying material that ex-
tends to a depth of 60 inches or more. In places they have
a gleyed layer in the underlying material.
Most of the acreage is subject to excessive runoff. The
water table is at or near the surface in spring and during
the peak of the irrigation season.
These soils are used for rangeland and wildlife habitat.
Some small areas are irrigated pasture.
The potential native vegetation is dominated by
switchgrass, prairie cordgrass, saltgrass, alkali sacaton,
big bluestem, indiangrass, western wheatgrass, slender
wheatgrass, sedge, and rush. Cattails and bullrush grow
in the swampy spots associated with these range sites.
Potential production ranges from 4,000 pounds per acre in
favorable years to 3,000 pounds in unfavorable years. As
range condition deteriorates, the tall and mid grasses
decrease, production drops, and saltgrass, sedge, and rush
increase. The fanning and irrigation in adjacent areas has
increased the amount of salts on much of the acreage.
Management of vegetation on this soil should be based
on taking half and leaving half of the total annual produc-
tion. Switchgrass, big bluestem, indiangrass, western
wheatgrass, pubescent wheatgrass, intermediate wheat-
grass, tall wheatgrass, and tall fescue are suitable for
seeding. The plants selected should met the seasonal
requirements of livestock. For successful seeding, a firm
prepared seedbed is needed. A grass drill should be used.
Seeding early in spring has proven most successful. Til-
lage is needed to eliminate the undesirable vegetation.
Wetland wildlife, especially waterfowl, utilize this unit.
The wetland plants provide nesting and protective cover
as well as some food. The nearby irrigated cropland,
where wildlife obtain much of their food and find protec-
tive cover, makes this unit valuable to both wetland and
openland wildlife.
Openland wildlife, especially pheasant, use this unit for
cover and nesting. Deer fmd excellent cover in some
areas. These valuable wildlife areas should be protected
from fire and fenced to prevent encroachment and
overuse by livestock. They should not be drained. Capa-

planted to winter wheat. The predicted average yield is
28 bushels per acre. The soil is summer fallowed in al-
ternate years to allow moisture accumulation. Generally
precipitation is too low for beneficial use of fertilizer.
Stubble mulch farming, striperopping, and minimum til-
lage are needed to control soil blowing and water erosion.
Terracing also may be needed to control water erosion.
The potential native vegetation is dominated by blue
grama. Several mid grasses, such as western wheatgrass
and needleandthread, are also present. Potential produc-
tion ranges from 1,600 pounds per acre in favorable years
to 1,000 pounds in unfavorable years. As range condition
deteriorates, the mid grasses decrease; blue grama, buf-
falograss, snakeweed, yucca, and fringed sage increase;
and forage production drops. Undesirable weeds and an-
nuals invade the site as range condition becomes poorer.

The following information is provided as additional input to the
county planning staff, to give a better picture of what I plan to
do, why it is appropriate, and how it will affect the community.
BACKGROUND
My interest in Amateur Radio began while I was in the third
grade, as an avid listener of shortwave radio broadcasts from
stations such as the British Broadcasting Corporation (BBC) ,
Radio Canada and Radio Moscow.
I obtained my Amateur Radio license at the age of 13 , and
rapidly advanced in proficiency, obtaining the highest license
class, the Amateur Radio Extra Class License, at age 16 . My high
school years were spent experimenting with electronic equipment
and antenna designs .
My early Amateur Radio interests led to a Bachelor' s degree
in Electrical Engineering from the State University of New York
at Buffalo, and a Master' s degree in Electrical Engineering from
the University of Michigan. Since graduating from college in
1978, I have been employed by AT&T Bell Laboratories, and
currently work for AT&T in Westminster, CO, where I develop
advanced switching systems for business customers .

APPENDIX E
I have always dreamed of having enough land to build amateur
radio antennas for improved international communications on all
of the amateur radio frequency bands . This required that the
land be rural to reduce electrical noise generated by industrial
and residential sources, and to not interfere with the
neighboring land uses .
About six months ago, I purchased a home on over 40 acres in
Weld County. The parcel is relatively isolated, but still
provides convenient access for my spouse and I to our employment
in the northern metro Denver area. I have since obtained a
building permit and erected a single 70 foot amateur radio tower,
for which there is a right-by-use that did not require a special
use review.
WHAT IS PLANNED
I plan to continue the current agricultural use of our land.
Approximately 28 acres are planted in an alfalfa/grass mix, which
I intend to continue to harvest 3 times each summer . Since
purchasing the property, I have fenced approximately 4 acres for
raising the six llamas we currently own, as well as their
offspring. The existing amateur radio tower is located within
this 4 acre area, as will be the additional tower that I am
requesting through this use-by-special-review process . The
llamas make full use of the pasture under and around the towers,
so none of the alfalfa/grass area will be removed from
agricultural production.

APPENDIX E
AMATEUR RADIO TOWERS
As previously mentioned, there is an existing 70 foot
amateur radio tower on my property. Through this use-by-special-
review process, I am requesting approval to raise this existing
tower by 50 feet to a total height of 120 feet, and approval to
erect one additional tower of an equal height of 120 feet . These
two towers will allow greatly improved performance on the nine
amateur radio frequency bands that are capable of supporting
international communications . Both towers will be located near
my residence, which is near the center of the property.
Placement near the residence will minimize power losses in the
feed lines, and the resulting placement near the center of the
property will minimize any effect on surrounding areas .
EFFECT ON SURROUNDING AREAS
There will be no effect on the surrounding areas . For the
residences north and south of my property, there is no disruption
of the view of the mountains . For the residences northeast of my
property (more than 1/2 mile away from the amateur radio towers) ,
the mountain view is already disrupted by the existing high
tension power lines between those residences and my property.
The cross-sectional area of the power lines and their support
pylons is far in excess of the cross-sectional area of my amateur
radio towers . There is no noise or pollution associated with my
amateur radio installation, and no impact on property uses by
surrounding landowners .
APPENDIX E
SAFETY
Although the towers are for non-commercial use, I have
selected towers made by Rohn Manufacturing of Illinois . Rohn
towers are most often used in commercial installations, because
of their strength and reliability. At my previous home in
Boulder County, I erected 75 and 90 foot Rohn towers . These
towers sustained no damage after 12 years of use .
IMPACT ON THE COMMUNITY
While I believe there is no negative impact to either the
community or nearby property owners, I believe there is a strong
potential for positive impact to the community at large . As part
of their charter by the Federal Communications Commission,
amateur radio operators are charged with the task of advancing
the state of the communications art, as well as providing a
resource in times of emergencies .
In the past I have assisted in communications for local,
national and international emergencies, including Boulder county
forest fires, and the Mexico City earthquake . My communications
efforts for California forest fires were written up in the
Boulder Daily Camera newspaper . As a resident of Weld County, I
will continue to provide emergency communications .
I have been actively involved in sharing my love of amateur
radio through the Boulder Amateur Radio Club - Junior activities .
Through these activities, approximately 40 area youths ranging in

age from 6 to 16 are using amateur radio to explore electronics,
communications, and computers .
SUMMARY
Approval of this use-by-special-review permit will allow
greatly improved international communications through amateur
radio. I believe that my installation will have no negative
