These enhancements are intended to improve the working conditions and protection for our employees, specifically in the area of occupational health and safety. In addition, these enhancements will aid in the operational efficiency of our equipment; both environmentally and economically. Finally, the enhancements on the south side of the maintenance facility will provide additional environmental protection in relation to our permitted operations. The North Weld Sanitary Landfill (NWSL) is an active facility located at 40, 000 Weld County Road 25, Ault, Colorado. This facility was issued a Certificate of Designation and Use by Special Review No. 895 (USR-895) on June 27, 1990. Operations commenced on February 2, 1992 . The proposed enhancements summarized in this letter consist of the following: • WASH PAD A concrete wash pad is to be installed along the south side of the existing maintenance shop -(see enclosed drawing) . The wastewater tanks and leach field will be constructed between the wash pad and the asphalt drive north of the gatehouse. These enhancements were designed by our engineering consultant, RBD, Inc. Permit No. G-920178 was issued by the Weld County Health Department on December 15, 1993 , for the construction of this system. This permit was subsequently extended on November 30, 1994 until July 1, 1995., to allow for adequate construction time in the event that weather-delays prohibit the completion of the project in December 1994. Nevertheless, NWSL desires to proceed as soon as possible, weather permitting. a O O Ms. Gloria Dunn December 6, 1994 Page 2 The wash pad will be used to clean NWSL vehicles and equipment and related activities to the NWSL operations. Cleaning of these vehicles and equipment is an integral component of the permitted operation of the sanitary landfill. Proper cleaning is customary and necessary for the safety and health of the maintenance and operational personnel. In addition, proper cleaning improves the efficiency of the equipment and thereby, lessens environmental impact which may be associated with daily operations. The vehicles and equipment will be washed using a high-pressure, low-volume sprayer. • MAINTENANCE SHOP UPGRADE Enhancements to the existing shop area include the installation of restroom facilities for operators, a small locker room, and a maintenance records office/break room. Plumbing for an emergency shower/eyewash station for improved health and safety response will be included, in addition to sanitary facilities (a toilet and washbasins) for employee convenience. The plumbing will be serviced by the new wash pad and wastewater system addressed above. These enhancements are expected to encompass a 32 by 16 foot area, within the 70 by 100 foot existing shop building (see attached sketch for approximate design) . Also at this time, a reinforced concrete floor will be constructed over the existing dirt portion of the shop floor. Further, this floor will be protected with rail supports for track and cleat equipment. Radiant overhead heaters will likely be added to maintain the temperatures in this area. This enhancement, other than providing improved working conditions for maintenance personnel, will aid in the protection of the equipment and environmental protection from maintenance activities. We are filing these enhancements in accordance with Section 34 of the CD Development Standards for NWSL, dated June 27, 1990. This section requires that minor changes be filed with the Weld County Department of Planning Services. In addition, NWSL has discussed these enhancements with the Weld County Department of Health and have obtained required permits from that department. Weld County building permits will also be obtained for these corresponding projects. These documents' titles are as follows: 1. Landfill Gas Migration Monitoring Plan, North Weld Sanitary Landfill, Dated November, 1992 2. Groundwater Monitoring Plan, North Weld Sanitary Landfill, Dated December, 1992 These documents were reviewed by the Division to determine compliance with the "Regulations Pertaining to Solid Waste Disposal Sites and Facilities" (6 CCR 1007-2) (the Regulations). Comments resulting from the Division's initial review were adequately addressed in Waste Services Corporation's (WSC) letter of March 16, 1994. Therefore, the Division hereby grants approval of the ground water and exposive gas monitoring plans as revised. This letter also serves as verification that the revisions requested in your March 16, 1994 letter have been made. With regard to the design for the final cover for the facility, two designs have been presented to the Division in different formats. These are: (1) the design specified in the original design and operations plan ("Waste Services Corporation North Weld Sanitary Landfill Design and Operations Plan, Project Number 2-2253", prepared by Industrial Compliance, Inc. and dated October, 1989), and (2) the design used in the alternative liner evaluation ("North Weld Sanitary Landfill Alternative Design Evaluation", prepared by -RUST Environment and Infrastructure and dated April, 1993). • Alt � r ≥J O Q Mr. Bill Hedberg Mr. Alan Scheere July 14, 1994 Page 2 The Groundwater Monitoring Plan and your letter of March 16, 1994 indicate that WSC will be using the design specified in the original design and operations plan (IC, October, 1989). Section 3.5.3 (A)(1) of the Regulations requires that the final cover have a permeability no greater than that of the liner system. This would require the final that cover have a permeability of 1 x 10' cm/sec or less. This design does not contain a permeability specification. Your March 16, 1994 letter states that WSC will be pursuing a waiver of the requirements of Section 3.5.3 (A)(1). As you know, a waiver request of this nature must be substantiated with adequate technical documentation, and will be subject to the review and approval of both the Division and the Weld County Health Department. Furthermore, if the cover design finally agreed upon is different from that specified in the alternative liner evaluation (RUST E&I, April, 1993), this evaluation must be revised to reflect that change. In addition,the Division requests a performance description on the effectiveness of this product under wide-ranging temperature and weather conditions and a description on the operational use of the synthetic tarp. Daily cover consisting of six (6) inches of earthen material must be applied to the working face at the end of every fifth operating day to isolate the waste material on a regular basis. If nuisance conditions arise from the use of this ADC material, the Division will reevaluate its continued application.
