HomeMy WebLinkAbout921424.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO May 13, 1992 TAPE 1192-16 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the law and bylaws of said Board at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, May 13, 1992, at the hour of 9:00 A.M. ROLL CALL: The meeting was called to order by the Chairman and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner George Kennedy, Chairman Commissioner Constance L. Harbert, Pro-Tem Commissioner C. W. Kirby Commissioner Gordon E. Lacy Commissioner W. H. Webster Also present: Weld County Attorney, Thomas 0. David Acting Clerk to the Board, Betty Henson Finance and Administration Director, Don Warden MINUTES: Commissioner Lacy moved to approve the minutes of the Board of County Commissioners meeting of May 11, 1992, as printed. Commissioner Kirby seconded the motion, and it carried unanimously. ADDITIONS: There were no additions to today's agenda. CONSENT AGENDA: Commissioner Harbert moved to approve the consent agenda as printed. Commissioner Webster seconded the -motion, and it carried unanimously. PRESENTATION: Chairman Kennedy presented plaques to various Advisory Board members and thanked them for their manyvolunteer hours. DEPARTMENT HEADS/ ELECTED OFFICIALS: Ed Jordan, Sheriff, reported on overcrowding due to Department of Correction's prisoners, prisoner housing costs, the volunteer program, the -opening -of the Mountain View Fire Station in Del Camino, and reimbursement costs on escaped prisoners. Brief discussion was held on the Sheriff's responsibility on prisoner escape costs. Gary Mcabe, Ambulance Director, was not present. Randy Gordon, Health Department Director, -reported on the recruitment of nurses to existing vacancies, the AIDS coordinator duties and funding, and the prenatal care program. Dr. Gordon introduced Kitty Stevens, First Steps Project Director, who reported on the 21-month grant from the Colorado Trust in the amount of $174,000. The purpose of the grant is to help pregnant women access prenatal care. She summarized the activity since July 1, 1991 and stated the grant expires December, 1992. They plan to approach foundations and other agencies for future support. Commissioner Lacy commented on the success of the recruitment program. 921 424 WARRANTS: Don Warden presented the following warrants for approval by the Board: General fund $135,405.27 Commissioner Kirby moved to approve the warrants as presented by Mr. Warden. Commissioner Webster seconded the 'motion which carried unanimously. BIDS: PRESENT MOVING CONTRACT FROM JUNE 1, 1992 THROUGH MAY 31, 1992 - SHERIFF'S DEPARTMENT: Pat Persichino, General Services Director, read the names of the three bidders into the record. This bid will be submitted for approval on Wednesday, May 27, 1992. PRESENT OXYGEN, ACDETYLENE AND VARIOUS GASES - VARIOUS DEPARTMENTS: Mr. Persichino read the names of the four bidders into the record. This bid will be submitted for approval on Wednesday, May 27, 1992. PRESENT 1992-93 LAUNDRY BID - VARIOUS DEPARTMENTS: Mr. Persichino read the names of the five bidders into the record. This bid will be submitted for approval on Wednesday, May 27, 1992. BUSINESS: OLD: CONSIDER GRANT APPLICATION FOR 1993 SECTION 18 FTA FUNDS TO COLORADO DEPARTMENT OF TRANSPORTATION AND AUTHORIZE CHAIRMAN TO SIGN: Linda Piper, Human Resources representative, stated this grant will provide transportation services to the elderly and disabled of rural Weld County. The requested amount is $35,000.00, and the grant period begins January 1, 1993. Commissioner Harbert moved to approve said application and authorize the Chairman to sign. Seconded by Commissioner Lacy, the motion carried unanimously. CONSIDER THREE AGREEMENTS FOR SAMPLING AND ANALYSIS OF DRINKING WATER WITH VARIOUS ENTITIES AND AUTHORIZE CHAIRMAN TO SIGN: Jeannie Tacker, Health Department, read the names of the three entities involved in these agreements. All agreements are for a term of January 1, 1992 through December 31, 1992. Commissioner Lacy moved to approve said agreements and authorize the Chairman to sign. Seconded by Commissioner Harbert, the motion carried unanimously. CONSIDER THREE AGREEMENTS FOR SALE AND PURCHASE OF VACANT LAND FOR RIGHTS-OF-WAY AND OR EASEMENTS AND AUTHORIZE CHAIRMAN TO SIGN - BRIDGE 60.5/29A REPLACEMENT PROJECT: Drew Scheltinga, Engineering Department, explained this is a joint project with the City of Greeley and read the names of the owners into the record. The agreements are in the amounts of $1,040.00, $395.00, and $1,827.00. In response to a question, Mr. Scheltinga summarized the reasons for the City's request. Commissioner Lacy moved to approve said agreements and authorize the Chairman to sign. Seconded by Commissioner Harbert, the motion carried unanimously. Discussion was held regarding a detour during the construction period. Commissioner Kirby recommended having a work session on this matter, and Commissioner Harbert requested Mr. Scheltinga do a traffic count. Mr. Scheltinga said he would get a traffic count and estimates of cost. CONSIDER AMENDMENT CONTRACT WITH COLORADO DEPARTMENT OF LOCAL AFFAIRS FOR WELD LARIMER REVOLVING FUND AND AUTHORIZE CHAIRMAN TO SIGN: Mr. Warden explained this contract is on behalf of the Economic Development Association Project (EDAP) to obtain Community Development Block Grant dollars, and the State has Minutes - May 13, 1992 Page 2 WELD COUNTY COOPERATIVE EXTENSION REPORT TO THE WELD COUNTY COMMISSIONERS APRIL 15, 1992 I. PERSONNEL Two (2) individuals, selected from a pool of applicants, will be interviewed on Monday, April 20 for the Weld County Extension Agent (Dairy/Youth). AM - Interviewed by Cooperative Extension Leaders at Colorado State University in Fort Collins. PM - Interviewed by a Weld County committee here in Greeley. II. 4-H YOUTH PROGRAM 1. April 15 (Today) final day to enroll in 4-H for 1992. 2. Programs conducted in past three (3) months or underway. a. Cooperated in Children's Water Festival sponsored by Central Colorado Water Conservancy District. Organized, helped supply and worked with the teachers in resource material room. Program limited to 2000 4th & 5th grade students of Weld County. 3. Judging programs in progress for Home Economics, Livestock, Dairy and Horse 4-H members. A total of near 90 members involved. 4. Mark Cronquist is serving on a newly-formed Ag Literary Strategic Task Force of the Colorado Foundation for Agriculture - statewide educational promotion of agriculture for youth. 5. Yes - a 4-H Llama pilot project has been started. 6. Answers For Tomorrow (AFT), an after school program (3-5 graders) continues with another elementary Dist 6 school. Youth development skills are taught by volunteers, coordinated by Carol Schneider. 7. 4-H Athletic Program for junior age members (8-13) completed a successful Spring of Volleyball and Basketball tournaments for girls and boys, respectively. III. ADULT PROGRAMS 1. Eleven (11) new Master Gardeners have completed 45 hours of technical training. An advisory committee of six individuals is working to expand the existing program via public presentations, community service projects in addition to having a volunteer in the office daily for 2 hours to respond to phone calls from home horticulturalists from April - October. 2. A "Law and Order for the Farmer" program was presented for over 150 farmers in Ft Lupton for Weld and Adams County growers. Topics covered included EPA, State Department of Ag,Weed District, Public Transportation of Ag Products,and Cooperative Extension programs. 3. An Alternative Crops Program was presented for farmers in Greeley to offer information on market possibilities of various crops that may be grown in the area. moved to approve the contract and authorize the Chairman to sign. Seconded by Commissioner Lacy, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the consent agenda. There were no Ordinances. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board. Programs involving "Safe Food Handling", "Healthy Heart" and a cooperative effort with the County on "Retirement Planning" are in progress. 5. THE ENVIRONMENT - In an effort to address concerns of farmers and others of hazardous waste materials, Extension Agents of Weld, Adams, Boulder and Larimer have initiated an "Oil Recycling" program. Used oil of farmers is being collected by a used oil recycling company - Mesa Oil Co. An estimated 4500 gallons of oil will be collected by the end of this week at a cost of $0.05/gallon to the farmer.
