The Board of County Commissioners of Weld County, Colorado, met
in regular session in full conformity with the law and bylaws of
said Board at the regular place of meeting in the Weld County
Centennial Center, Greeley, Colorado, January 15, 1992, at the
hour of 9:00 A.M.
ROLL CALL: The meeting was called to order by the Chairman and on roll call
the following members were present, constituting a quorum of the
members thereof:
Commissioner George Kennedy, Chairman
Commissioner Constance L. Harbert, Pro-Tem
Commissioner C. W. Kirby
Commissioner Gordon E. Lacy
Commissioner W. H. Webster
Also present:
Weld County Attorney, Thomas 0. David
Acting Clerk to the Board, Carol Harding
Finance and Administration Director, Don Warden
MINUTES: Commissioner Harbert moved to approve the minutes of the Board
of County Commissioners meeting of January 13, 1992, as printed.
Commissioner Webster seconded the motion, and it carried
unanimously.
ADDITIONS: Under New Business, #6 "Consider engaging special counsel --
Phillips, Haglund, Haddan & Jeffers" was added.
CONSENT AGENDA: Commissioner Lacy moved to approve the consent agenda as
printed. Commissioner Harbert seconded the motion, and it
carried unanimously.
DEPARTMENT HEADS AND
ELECTED OFFICIALS: Chuck Cunliffe, Planning Director, summarized the activity for
1991, as compared to 1990 in the areas of current planning,
public assistance, building permits, inspections and compliance,
and zoning compliance.
Curt Probert, Extension Director, discussed the vacant position
currently existing, the Colorado Farm Show and 4-H Youth
Program.
WARRANTS: Don Warden presented the following warrants for approval by the
Board:
General fund $242,377.59
Handwritten warrants:
General fund $ 3,000.00
Payroll $ 183.06
Commissioner Lacy moved to approve the warrants as presented by
Mr. Warden. Commissioner Kirby seconded the motion which
carried unanimously.
Let the record reflect that a recess was taken at this time to
allow the Board to convene as the Board of Social Services.

BUSINESS:
NEW: CONSIDER JOSTENS LEARNING CORPORATION SUPPORT SERVICES AGREEMENT
WITH EMPLOYMENT SERVICES AND AUTHORIZE CHAIRMAN TO SIGN:
Charlie Delpra, Department of Human Resources, presented said
agreement to the Board for approval. Total amount is $5,000,
and term of the agreement is January 1, 1992 through December
31, 1992. Commissioner Lacy moved to approve said agreement and
authorize the Chairman to sign. Seconded by Commissioner
Harbert, the motion carried unanimously.
CONSIDER APPOINTMENTS TO WELD COUNTY PRIVATE INDUSTRY COUNCIL:
Commissioner Lacy moved to approve the appointments of Charles
Meyers, small business representative, Dr. Clifford Brookhart,
education representative, Judy Griego, position being changed
from private sector/small business to public sector, and Elton
Moskalski, large business representative. Terms will expire
December 31, 1994, except Charles Meyers, whose term will expire
December 31, 1993. Commissioner Kirby seconded the motion,
which carried unanimously.
CONSIDER OIL AND GAS DIVISION ORDER TO ASSOCIATED NATURAL GAS,
INC. , FROM DACONO OIL COMPANY AND AUTHORIZE CHAIRMAN TO SIGN -
SWySWI* S34, T2N, R68W: Tom David stated said well is west of I-
25, just north of Weld County Road 14, and the royalty interest
comports to our lease. Commissioner Webster moved to approve
said division order and authorize the Chairman to sign.
Seconded by Commissioner Lacy, the motion carried unanimously.
CONSIDER OIL AND GAS DIVISION ORDER TO ASSOCIATED NATURAL GAS,
INC. , FROM DACONO OIL COMPANY AND AUTHORIZE CHAIRMAN TO SIGN -
NWI,NWt S31, T2N, R67W: Mr. David stated said well is
immediately north of Weld County Road 14 and east of Weld County
Road 13. The interest percentage is correct. Commissioner
Kirby moved to approve said division order and authorize the
Chairman to sign. Seconded by Commissioner Harbert, the motion
carried unanimously.
CONSIDER OIL AND GAS DIVISION ORDER TO ASSOCIATED NATURAL GAS,
INC. , FROM DACONO OIL COMPANY AND AUTHORIZE CHAIRMAN TO SIGN -
NE4NWt S31, T2N, R67W: Mr. David stated this well is adjacent
to the one just discussed. Commissioner Webster moved to
approve said division order and authorize the Chairman to sign.
Seconded by Commissioner Harbert, the motion carried
unanimously.
CONSIDER ENGAGEMENT OF SPECIAL COUNSEL -- PHILLIPS, HAGLUND,
HADDAN & JEFFERS: Mr. David stated that, pursuant to Article V,
Section 5.5 of the Weld County Home Rule Charter, the Board is
allowed to engage special counsel when conditions warrant. Mr.
David recommends the engagement of Phillips, Haglund, Haddan &
Jeffers as special counsel to handle the $4.6 million of Weld
County funds frozen by the Security Exchange Committee in
California. He feels the County needs a firm with the expertise
in the securities field, as well as someone local to California.
Commissioner Lacy moved to approve said agreement, and authorize
the Chairman to sign. Seconded by Commissioner Harbert, the
motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The Resolutions were presented and signed as listed on the
consent agenda. There were no Ordinances.

DEPARTMENT OF PLANNING SERVICES
1991 SUMMARY OF ACTIVITIES
CURRENT PLANNING
The department received and processed a total number of 191 land-use cases that
required public hearings. This figure is a 20.0% decrease from the total number
of cases processed during 1990. The department processed 239 cases during 1990.
The department also reviewed a total of 61 staff-issued applications. This
figure is a 21.8% decrease in the total number as applications reviewed in 1990.
The department reviewed 78 during 1990.
The staff reviewed and approved -a total of 120 different applications utilizing
the administrative review process for reviewing recorded exemptions, subdivision
exemptions, and zoning permits for mobile and manufactured homes. This figure
represents 62.8% of the total cases submitted that required public hearings.
PUBLIC ASSISTANCE
Planning personnel responded to a total number of 12,070 public inquiries. These
included 9,719 telephone calls and2,351 interviews. This compares with a total
number of 10,763 inquiries in 1990 -and represents a 127. increase. These figures
do not include inquiries with the Director, administrative support staff, or
building inspection personnel.
BUILDING PERMITS. INSPECTIONS, AND COMPLIANCE
The department issued 1,924 permits. These included 1,508 building permits, 267
electrical permits, and 149 mobile home permits. These figures reflect -a 15.2%
].,6/0 permits
increase when comparedto the number of permits issued in 1990. (
issued during 1990.) Total valuation of permits decreased 0.3% when compared to
the valuation of permits issued during 1990. ($32,565,285 in 1991 and
$32,463,224 in 1990.)
The department conducted 10,127 construction inspections. This figure is a 9.1%
decrease in the number of inspections compared to those conducted in 1990.
(11,143 in 1990). As of December 31st, there were 2,226 active permits. This
figure includes 911 town permits, 89 mobile home permits, and 1 ,22.6 county
permits.
The department processed 151 building code violations. This figure is a 42%
decrease when compared to the number ofviolations processed during 1990. (260 in
1990) . As of December 31st, there were 75 building -code violation cases in
progress.
ZONING COMPLIANCE
The department investigated 217 zoning complaints and processed 207 zoning
violations. This is a 5.8% increase in the number of complaints investigated and
a 4.5% increase in violation cases when compared to those investigated and
processed during 1990 (205 complaints and 198 violation cases in 1990). As of
December 31st, there were 134 zoning violation cases in progress.
The priorities established for responding to zoning complaints are: called-in
complaints from the public, active violation cases in progress, and staff
initiated complaints found on routine field inspections.
WELD COUNTY COOPERATIVE EXTENSION
REPORT TO THE WELD COUNTY COMMISSIONERS
January 15, 1992
I. PERSONNEL
A. Alvie Rothe, Extension Agent (4-H Youth/Dairy) retired December 31,
1992, completing 28 years of service for the people of Weld County.
1. The position will not be filled for 4 to 6 months. Currently,
all positions filled within Colorado State University must receive
the direct approval of President, Dr. Albert Yates.
2. The position description and announcement has been finalized by
our Weld County Advisory Council. It will be advertised as an
Extension Agent (Dairy/Youth) position.
II. COLORADO FARM SHOW
A. 28th Annual Colorado Farm Show is January 21, 22, and 23, 1992.

Near 100 volunteers are grouped under 10 general categories to
plan and conduct the annual show and programs.
III. 4-H YOUTH PROGRAM
1992 marks the beginning of a new era in the nation wide 4-H program.
Youth may now become officially enrolled at the age of five (5) . Members
between 5 and 7 years of age may not have exhibits judged in competition
and may not have large animal projects (safety reasons) . A program
materials booklet will be used by 4-H leaders wishing to work with this
age group.
Members age 8-19 (prior to January 1 of project year) may be involved in
competition events of all projects we have now.
Special "after school" 4-H programs are currently being expanded, as well
as "4-H in the Classroom" to make 4-H available to larger audiences with
a wide diversity in their cultural backgrounds.

the amount of $33,229.36. Commissioner Harbert moved to approve
the warrants as presented by Mr. Warden. Commissioner Kirby
seconded the motion which carried unanimously.
Let the minutes reflect that the above and foregoing actions
were attested to and respectfully submitted by the Acting Clerk
to the Board.
