RE: APPROVE GREELEY JOB SERVICE CENTER PLAN BETWEEN EMPLOYMENT SERVICES OF
WELD COUNTY, THE GREELEY JOB SERVICE CENTER, AND THE PRIVATE INDUSTRY
COUNCIL AND AUTHORIZE CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Greeley Job Service Center
Plan for 1992-1993 between Employment Services of Weld County, the Greeley Job
Service Center, and the Private Industry Council, commencing July 1, 1992, and
ending June 30, 1993, with the further terms and conditions being as stated in
said plan, and
WHEREAS, after review, the Board deems it advisable to approve said plan,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Greeley Job Service Center Plan for 1992-1993 between
Employment Services of Weld County, the Greeley Job Service Center, and the
Private Industry Council be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said plan.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 30th day of March, A.D. , 1992.

GREELEY JOB SERVICE CENTER PLAN
BUDGET YEAR 1992 (July 1, 1992 - June 30, 1993)
REQUEST YEAR 1993 (July 1, 1993 - June 30, 1994)
The following format is for use in the development and formulation of Job Service
Center Plans for the Budget and Request years. Responses are to be brief and to
the point:
1. List major programmatic goals for the Budget Year. (Budget Year 1992:
July 1, 1992 through June 30, 1993) .
A. Improve communication, support, and level of understanding among public
officials and the Private Industry Council concerning the modification
support of issues affecting employment, training, and support services.
B. To continue to support a single delivery system that results in cost
efficiency and an employer responsive structure.
C. Increase the awareness of Employment Services in Weld County through
the development of employer relations strategies.
D. Meet all MSFW Equity indicators and Veterans Performance standards.
E. Assess the quality of referrals made to employers and recommend changes
to the delivery system, if appropriate.
F. Implement and monitor the New Directions - ES strategies.
G. Develop strategies to target employers who are willing to employ
individuals at better wages to promote long term self-sufficiency.
H. Develop an educational plan that is standardized, measurable, and cost
efficient for adult participants of Employment Services of Weld County
in order to obtain and retain employment.
2. List major programmatic goals for the Request Year (PY 1993) . Include
anticipated new cooperative agreements, collocations, procedural changes,
program changes, etc.
A. To emphasize quality service in 1993 by concentrating on those
directions established yearly by each of the Private Industry Council's
subcommittees.
B. To work with legislation at the national and state level to ensure that
future employment, training, and related programs will be effective at
the local level.
C. To provide JTPA funding support and assistance to encourage economic
development and employment generating activities.

Industry growth projections for 1991 - 1992 was 1.1%. The industry that
experiences substantial job growth was the services industry.
Mining employment statistics reflect an increase in jobs. The increase is
due to additional activities in oil and gas extraction.
An economic slowdown continues in Weld County according to index of leading
economic indicators. With this in mind, Weld County will experience slow
growth in 1992.

Based on analysis of the table above, describe actions planned to improve
the match of applicants and job openings:
A. In the Job Service Center:
1) In areas that indicate more job applicants than job openings,
Employment Services will target employer relation activities in
areas that indicate more job applicants than job openings. An
emphasis will be placed on occupational areas that pay higher than
$5.50 per hour, have fringe benefits, especially health insurance,
the employers that are increasing their labor force.
2) An emphasis will be placed on Job Training Partnership Act and
Basic Skills Program participants in areas of high demand or areas
that indicate more job openings than job applicants or were not
filled with the applicants on file.
3) Employment Services will recruit for specific openings through
newspapers, schools, universities, and other agencies for potential
job applicants as the need arises.
B. By coordinated efforts with other local agencies:
1) Employment Services will provide job listing and microfiche
information, which it is available, to other local agencies,
schools, and veteran organizations.
2) Inter-agency agreements will be maintained or developed to define
relationships that will increase placement opportunities for a
variety of clients and to coordinate employer relation activities.
3) Utilize the Job Bank system to provide current job openings to
applicants.
4) Increase awareness of services by advertising with various
newsletters.
5) Work with the Greeley Area Chamber of Commerce and the Economic
Development Action Partnership to contact firms that are planning
and/or undertaking expansion activities and offer services.
4. Describe new or improved programs or methods planned during the Budget Year
in the Job Service Center geographic area to improve employment services to
the following job seekers:
A. Youth
The Summer Youth JTPA Program, the JTPA In-School Program, and the
Summer Job Hunt Program will be run cooperatively. Those youth not
meeting JTPA eligibility will automatically be registered for the Job

Service. Youth who are JTPA eligible will be registered for JTPA as
well as Job Service. Efforts will be made to help youth access the
programs that will best meet their needs. For those youth who are in
school, close coordination will occur with the schools to ensure that
services are developed which will meet the youth's needs while not
interfering with, but enhancing, their ability to stay in school. Job
Corps participation will be encouraged and youth will be referred to
the program.
Weld County has entered into coordination agreements with the Greeley
Dream Team Talent Search, and the Colorado State University Center for
Education Access and Outreach. Educational Opportunity Center. These
agreements are designed to assist Employment Services staff assist
applicants in the development of educational plans as a part of their
employment strategies.
B. Older Workers
The current structure of the Employment and Training programs allows
close coordination with the Older Worker programs funded under JTPA.
This permits training opportunities for older workers to upgrade or
acquire additional skills to increase their ability to compete in the
job market. Job club activities are offered under the Older Worker
Program. Older workers will also be registered with Job Service.
C. Migrant and Seasonal Farm Workers (MSFW's)
Our goal is to continue to provide quality employment services to both
MSFW's and the agricultural business employers. This includes
aggressive employer relations and cooperative efforts with other
community agencies. Additional services to be provided are advertising
through the radio median, conducting computerized file searches on job
orders, and providing housing inspections as requested.
D. Handicapped
We will continue to provide services to the displaced community by
coordinating our efforts between Employment Services of Weld County on
other community agencies.
A specific staff person has been designated as a liaison between
Employment Services for the disabled and other community agencies.
Employment Services will be developing employer relations activities
with those agencies to provide services to the disabled.
An agreement between Employment Services and Centennial Developmental
Services, Inc. , will be modified in Budget Year 1992 to refine the
present delivery system between the agencies.

An agreement between Employment Services and Vocational Rehabilitation
will continue to provide coordination services.
E. Unemployment Insurance Claimants
The needs of employers and claimants impacted by Unemployment Insurance
remains a priority of the Weld County Private Industry Council.
Unemployment Insurance claimants will be referred to programs funded
under the Economic Dislocation and Worker Adjustment Act (EDWAA) . The
EDWAA staff will determine eligibility.
Also, EDWAA will incorporate the Trade Adjustment Act functions and
coordination with the Rapid Response Teams to provide lay off
assistance workshops, as needed. Employment Services will provide
these services directly or indirectly through cooperative arrangements.
F. Other Welfare Recipients
Following Veterans preference, employment and training programs for
welfare applicants and recipients will continue to be a major
Employment Service effort. Coordination with the Basic Labor Exchange
Program will continue to be utilized.
G. Dislocated Workers
Under the Economic Dislocation and Worker Adjustment Act (EDWAA) ,
services will be provided to individuals who are unlikely to return to
their previous/primary industry or occupation because of adverse
industrial or occupational conditions.
H. Displaced Homemakers
Employment Services will continue to utilize the services of Aims
Community College's Career Resource Center to provide assistance in
this area. Displaced homemakers will be referred to Employment
Services and Employment Services will provide microfiche to Aims on the
jobs available. The displaced homemaker population will be considered
for services through the Economic Dislocation and Worker Adjustment
Act.

NOTE: Write a brief paragraph to explain why placement goals are set at the
level above or outline the methodology used to arrive at the goals. The
result desired is to assure that goals are consistent with the plan and
are appropriate to the objectives of the agency. If either the

The placement goal for the Greeley Job Service Center has been set at
3,909. The following rationale was used:
A. Throughout the State, Job Service Centers have experienced a decrease
of 14% for the second consecutive year in job openings.
B. Weld County has experienced a 16% reduction in job orders between 1990
and 1991.

C. Employers appear to be stabilizing their work force and retraining
their current staff.
D. Employers are utilizing temporary agencies instead of hiring full-time
employees.
E. There is no anticipated increase in the budget. Based on these
factors, the Greeley Job Service Center will continue its goals from
1991.
F. Employment Services has increased its goals for the Request Year.
These goals are based on a potential increase of identifying more cost
effective ways to deliver services.
PLAN FOR VETERANS SERVICE -- BUDGET YEAR
(TO BE COMPLETED BY THE LVER)
9. Briefly describe systems (policies, procedures, processes, etc.) in place,
or planned, in your Job Service Center to assure that veterans preference
will be given as required by Public Law, U.S. Code, Title 38 as amended
through P.L. 100-323.
A. Staff is required to provide all newly registered veterans some
reportable service before they leave Employment Services of Weld
County. Veterans are also requested to see the LVER before they leave
the office for any additional information.
B. All job orders will require a one (1) hour veteran hold. Qualified
veterans will be contacted by telephone and referred to all job
listings, without an office visit as directed by New Directions.
C. Priority for referral to casual labor positions is given to veterans
before any other individuals are called to fill the temporary
employment listings. Veteran organizations are also contacted directly
for casual labor workers.
D. The Veteran's Advisory Council goals are:
1) assist Employment Services in maximizing service to veterans and
meeting performance standards and goals;
2) monitor service to disabled and special disabled veterans;
3) report, through the monthly newsletter, on the services to veterans
available throughout Weld County;
4) assist Employment Services in developing its strategies to market
veterans to employers.
E. Following normal group registration procedures, veterans are given
priority for individual desk side interviews by the Registration Unit
staff and are interviewed by the LVER for other specific services.

F. A special initiative is in place to identify veterans who are eligible
for dislocated worker and Title II-A (Job Training Partnership Act)
activities. The veteran representative also pre-screens veterans and
schedules appointments for eligibility.
G. Outreach efforts to veterans will continue to include a monthly
newsletter which is coordinated with the veteran service organizations
and weekly outreach activities.
H. Special efforts will be made to work with disabled veterans in such
areas as job development, referral to support services, and follow-up
activities. The assigned DVOP staff person to Weld County from the
Fort Collins Job Service Center Office will be primarily responsible
for these special efforts. This is also a special effort being made by
staff designation through Employment Services.
I. The LVER will participate in disabled veteran case management staffings
semi-monthly with agencies serving veterans. The LVER is assigned to
the DAV one day out of the week for outreach purposes to provide
services on behalf of the Job Service.
J. The LVER will be required to meet specific veteran job development and
JTPA (Job Training Partnership Act) goals. This process will also
involve case management, classroom, and vocational training.
K. The LVER will submit a plan of action to solicit Federal Contractor Job
Listers and to define subsidiaries and parent offices as federal
listers for veteran placement purposes.
L. The LVER will Complete EDP's (Employability Development Plans) with
special disabled, disabled, and Vietnam veterans to meet the obtained
employment goals.
M. The LVER will attend Private Industry Council Adult Activity Committee
meetings to present Veterans views.

GREELEY JOB SERVICE CENTER PLAN

REQUEST YEAR 1993 (July 1, 1993 - June 30, 1994)
The principal objective of the Employment Services of Weld County, the Greeley
Job Service Center, and the Private Industry Council during the Budget Year 1992,
is to continue the current cost-efficient, non-duplicative, single-delivery
system through a contractual agreement with the Colorado Department of Labor and
Employment. We continue to contend that a longer-term contract, rather than the
one year contractual arrangement, will allow the Board of County Commissioners
and the Private Industry Council to develop long-term plans and, thus,
continually enrich the system. The results of this type of system will mean a
more effective and responsible employer/job seeker structure.
The Employment Services of Weld County and the Private Industry Council will
continue to refine the single-delivery system that benefits the management of the
Job Service, the Job Training Partnership Act, the Job Opportunities and Basic
Skills Program, the Food Stamp Job Search Program, and other employment and
training programs under one administrative structure, which is the Employment
Services of Weld County.
