RESOLUTION RE: APPROVE SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT FOR A PRIVATE MICROWAVE REPEATER STATION IN THE A (AGRICULTURAL) ZONE DISTRICT - BURLINGTON NORTHERN RAILROAD WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board of County Commissioners held a public hearing on the 29th day of September, 1993, at the hour of 10:00 a.m. in the Chambers of the Board for the purpose of hearing the application of Burlington Northern Railroad, 176 East 5th Street, St. Paul, Minnesota 55101, for a Site Specific Development Plan and Special Review Permit for a private microwave repeater station in the A (Agricultural) Zone District on the following described real estate, to-wit: Part of the NE* of Section 27, Township 1 North, Range 66 West of the 6th P.M. , Weld County, Colorado WHEREAS, at said hearing on September 29, 1993, the Board deemed it advisable to continue said matter to October 6, 1993, at 10:00 a.m. , at the request of a surrounding property owner, and WHEREAS, at said hearing on October 6, 1993, said applicant was represented by Mark Wentland, and WHEREAS, Section 24.4.2 of the Weld County Zoning Ordinance provides standards for review of said Special Review Permit, and WHEREAS, the Board of County Commissioners heard all of the testimony and statements of those present, has studied the request of the applicant and the recommendations of the Weld County Planning Commission and all of the exhibits and evidence presented in this matter and, having been fully informed, finds that this request shall be approved for the following reasons: 1. The submitted materials are in compliance with the application requirements of Section 24.7 of the Weld County Zoning Ordinance. 2. It is the opinion of the Board of County Commissioners that the applicant has shown compliance with Section 24.4.2 of the Weld County Zoning Ordinance as follows: a. This proposal is consistent with the agricultural goals and policies of the Weld County Comprehensive Plan. The location of the proposed towers will not affect prime agricultural land or agricultural uses in the area. b. The proposal is consistent with the intent of the Agricultural Zone District and is provided for as a Use by Special Review. 931017 PLO4C& 7 PL0927 SPECIAL REVIEW PERMIT - BURLINGTON NORTHERN RAILROAD PAGE 2 c. The uses which would be permitted will be compatible with the existing surrounding land uses which include dryland pasture, rural residences, oil and gas production, and high tension power lines. d. The applicant has demonstrated a diligent effort to conserve productive agricultural land in the locational decision for the proposed use. e. The uses which would be permitted will be compatible with the future development of the surrounding area as permitted by the existing zoning and with the future development as projected by the Weld County Comprehensive Plan. This area is expected to remain agricultural. f. No overlay districts affect the site. g. Special Review Permit Development Standards will provide adequate protection of the health, safety, and welfare of the neighborhood and County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the application for a Site Specific Development Plan and Special Review Permit for a private microwave repeater station in the A (Agricultural) Zone District on the hereinabove described parcel of land be, and hereby is, granted subject to the following conditions: 1. The attached Development Standards for the Special Review Permit shall be adopted and placed on the Special Review plat prior to recording the plat. The plat shall be delivered to the Department of Planning Services and be ready for recording in the Weld County Clerk and Recorder's Office within 15 days of approval by the Board of County Commissioners. 2. The Special Review activity shall not occur nor shall any building or electrical permits be issued on the property until the Special Review plat is ready to be recorded in the office of the Weld County Clerk and Recorder. 3. A recorded exemption which conforms to the Weld County Comprehensive Plan and Subdivision Regulations shall be approved. 4. Before recording the plat: a. The electrical and transmission equipment fire hazard potential shall be analyzed and approved by Brighton Fire Protection District personnel. 931017 SPECIAL REVIEW PERMIT - BURLINGTON NORTHERN RAILROAD PAGE 3 b. The non-commercial junkyard consisting of second-hand building materials shall be removed. c. A reasonable agreement shall be obtained between the applicant and Union Pacific Resources Company and Union Pacific Land Resources Corporation concerning the possible future development of the mineral estate. d. The applicant shall satisfy the requirements of the Brighton Fire Protection District regarding fire detection equipment. Hall EXCUSED Barbara J. Kirkmeyer 931017 SITE SPECIFIC DEVELOPMENT PLAN SPECIAL REVIEW PERMIT DEVELOPMENT STANDARDS BURLINGTON NORTHERN RAILROAD USR #1030 1. The Site Specific Development Plan and Special Review Permit is for a microwave repeater station in the A (Agricultural) Zone District as submitted in the application materials on file in the Department of Planning Services and subject to the Development Standards stated herein. 2. Approval of this plan may create a vested property right pursuant to Section 90 of the Weld County Zoning Ordinance. 3. Any harmful interference caused by frequencies transmitted from the tower shall be corrected by the applicant at the applicant's expense. 4. The applicant shall provide space on the tower and in the equipment building for an antenna and equipment to mitigate any loss of, or enhance, transmission capability in the existing public safety radio network. The space shall be provided at no cost to the public safety agencies. 5. The access route to the facility shall be via a 25-foot wide road from Weld County Road 6. The access road shall be graded and graveled. An 18- inch CMP culvert shall be placed at the intersection of Weld County Road 6 and the on-site access road. 6. The 35 x 30-foot fenced area shall be covered with gravel. 7. Fire ratings of the building construction shall be submitted to the Brighton Fire Protection District prior to construction. 8. The electrical generator shall conform to the requirements of the Brighton Fire Protection District. 9. The site and tower shall adhere to the Federal Aviation Administration recommendation for obstruction marking and lighting. 10. All construction on the property shall be in accordance with the requirements of the Weld County Building Code Ordinance. 11. The property owner or operator shall be responsible for complying with the Design Standards of Section 24.5 of the Weld County Zoning Ordinance. 12. The property owner or operator shall be responsible for complying with the Operation Standards of Section 24.6 of the Weld County Zoning Ordinance. 13. Personnel from the Weld County Health Department and Weld County Department of Planning Services shall be granted access onto the property at any reasonable time in order to ensure the activities carried out on the property comply with the Development Standards stated herein and all applicable Weld County Regulations. 931017 DEVELOPMENT STANDARDS - BURLINGTON NORTHERN RAILROAD PAGE 2 14. The Special Review area shall be limited to the plans shown herein and governed by the foregoing Standards and all applicable Weld County Regulations. Major changes from the plans or Development Standards as shown or stated shall require the approval of an amendment of the Permit by the Weld County Planning Commission and the Board of County Commissioners before such changes from the plans or Development Standards are permitted. Any other changes shall be filed in the office of the Department of Planning Services. 15. The property owner or operator shall be responsible for complying with all of the foregoing Development Standards. Noncompliance with any of the foregoing Development Standards may be reason for revocation of the Permit by the Board of County Commissioners. 931017 HEARING CERTIFICATION DOCKET NO. 93-69 RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT FOR A PRIVATE MICROWAVE REPEATER STATION IN THE A (AGRICULTURAL) ZONE DISTRICT - BURLINGTON NORTHERN RAILROAD A public hearing was conducted on October 6, 1993, at 10:00 A.M. , with the following present: Commissioner Constance L. Harbert, Chairman Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer - Excused Also present: Acting Clerk to the Board, Shelly Miller Assistant County Attorney, Lee Morrison Planning Department representative, Greg Thompson The following business was transacted: I hereby certify that pursuant to a notice dated August 18, 1993, and duly published September 16, 1993, in the Windsor Beacon, a public hearing was conducted on September 29, 1993, to consider the request of Burlington Northern Railroad for a Site Specific Development Plan and Special Review Permit for a private microwave repeater station in the A (Agricultural) Zone District. Said hearing on September 29, 1993, was continued to October 6, 1993, at the request of a surrounding property owner. At said hearing on October 6, 1993, Lee Morrison, Assistant County Attorney, made this a matter of record. Greg Thompson, Planning Department representative, entered the favorable recommendation of the Planning Commission into the record as written. He suggested an addendum to the recommendation concerning Condition of Approval 4/5, which was to be met prior to scheduling before the Board. However, this matter was preadvertised; therefore, Mr. Thompson recommended said Condition be changed to #4d requiring it to be met prior to recording the plat. Mr. • Morrison explained a letter was tendered addressing Condition of Approval #4c requiring an agreement between the applicant and Union Pacific Resources Company concerning the mineral estate. He further explained this a private agreement between the two companies; therefore, the arrangement specifics do not need to be part of the Permit. Mark Wentland, Engineer representing the applicant, stated this request was proposed because Burlington is forced to relocate its existing tower due to its height and proximity to the new airport. Responding to questions from the Board, Mr. Wentland explained other sites were looked at; however, this site was the best available and allowed them to build the shortest tower. He further explained other sites would have required a 500-foot-plus tower, and this tower will be 280 feet. Mr. Wentland confirmed the tower will be in the middle of the property, which is under agreement with the landowner for purchase. He said the proposed private air strip would be located in the southeast corner of the same section as the tower, and he indicated he was first made aware of Bruce Bosshardt's desire at the Planning Commission meeting. Mr. Thompson confirmed a Special Review Permit would be required for an air strip and no application has been submitted; however, Mr. Bosshardt indicated in a letter that he had received the application more than a year ago. Mr. Thompson stated there are several high-tension power lines in the area, which could be a major concern. Mr. Wentland said interference with frequencies is not anticipated and has not occurred in the past. In response to Chairman's Harbert reference to a letter from the Town of Lochbuie, Mr. Wentland explained he spoke with representatives from the Town and the Police Department, and he understood the Town is in the 931017 RE: HEARING CERTIFICATION - BURLINGTON NORTHERN RAILROAD PAGE 2 process of erecting a tower for its own use; therefore, he requested a letter indicating the Town has no intent to use Burlington's tower. Mr. Thompson indicated he did receive said letter and presented it to the Board. He explained Chief Collins had concerns about Rocky Mountain Railcar using Burlington's frequencies and interfering with channels Lochbuie would be operating on. Mr. Wentland clarified he looked through Burlington's records, and there was no request to use the frequencies. He also talked with Motorola, who provides Weld County's emergency bands, and was told Rocky Mountain Railcar and Burlington are not licensed to operate on the same frequencies. Commissioner Hall questioned whether Burlington would be opposed to allowing Lochbuie access to the tower for emergency communication in the area. Mr. Wentland explained the Purchase Option Agreement with the landowner has a stipulation that no other parties may occupy space on the tower. Mr. Thompson referred to Development Standard 114 which requires the applicant to provide space on the tower at no cost to the public safety agencies. He further clarified Lochbuie does not want space on Burlington's tower; however, the Town does not want its frequency to be compromised. Commissioner Hall, as the Coordinator for Communications, commented on the need for further enhancement in areas having communication problems. Ray Townsend, representing Burlington, said he negotiated the option with the landowner, and the intent is not to impede public safety, as long as it does not interfere with Burlington's uses, but to not allow commercial use. Steve Hudson, also representing Burlington, said they have no objection to public safety utilization and would be willing to discuss Weld County's needs and review the possibilities. Mr. Bosshardt explained the purpose of the air strip would be for his personal use. He indicated he contacted Weld County concerning the proposal prior to purchasing the property. He explained the location of the power lines, which leave the basic areas to the south, north and west open. Mr. Bosshardt said the tower would restrict his flight, but not prohibit it. In addition, he discussed with his neighbors the problems of interference and decrease in land values. He noted much of the surrounding area is annexed to Brighton; therefore, the area is a candidate for development. He indicated there was one other area available for a 280-foot tower and requested denial of this matter allowing Burlington to find another functional site. In response to questions from the Board, Mr. Bosshardt explained the topography of the area and the proposed alignment for his runway. He said his proposal had been accepted in total by the FAA, with no problems whatsoever, and further explained the configuration of the runway with efficient obstruction clearance. After answering further questions from the Board, Mr. Bosshardt said Burlington has not provided any evidence that there would not be a reduction in property values and explained his general assumption that the tower would detract from the scenic beauty of the area and restrict how close structures could be built to this site. Mr. Thompson responded by explaining the restrictions on building near property lines; however, the tower is designed to collapse on itself, thus no special restrictions would be applied. Mr. Bosshardt answered further questions from the Board concerning the cross-wind runway usage and explained the main problems would occur when taking off to the north. At the request of Commissioner Baxter, Mr. Townsend explained this area was selected to hit more microwave towers, and there are numerous utilities surrounding and running through the site. He said the site was appraised higher than fair-market value, and the surrounding landowners could use this site as a comparable because Burlington is paying 50 percent more than the appraisal. Mr. Townsend noted Burlington was not asked to provide value information and would be glad to provide any requested information. He indicated the parcel is 10 acres, and in the case of the tower collapsing, it would all fall within the 10 acres. Mr. Townsend said a diminution fee has been paid; however, he has never seen an actual diminution in value. He reiterated this site was one of the most remote available and the best available to carry signals to other towers. Commissioner Hall suggested adding the word "enhance" to Development Standard #4. Mr. Townsend reminded the Board of the stipulation with the owner. Commissioner Hall moved to approve the request of Burlington Northern Railroad for a Site Specific Development Plan and Special Review Permit for a private microwave repeater station in the A (Agricultural) Zone District, based on the recommendations of the Planning staff and the Planning Commission, with the Conditions of Approval and Development Standards as entered into the record and the addition of the words "or enhance" before the words "transmission capability. . ." in Development Standard #4. The motion was seconded by Commissioner Webster, and Mr. Thompson reiterated Condition of Approval #5 needed to be adjusted to #4d. The motion carried unanimously. This Certification was approved on the 11th day of October, 1993. Bruce Bosart, surrounding property owner, asked exactly where the tower would be located and the height of the tower. Gloria Dunn showed him on the map and said the tower height would be 283 feet. His concern was the future use of a small aircraft on his property. Tim Morgan, Van Aire Skyport Corporation, expressed concerns because the proposed tower is in line with their runway. Extensive discussion followed regarding general aviation in the area and commercial aircraft traffic with the new Denver International Airport. Van Aire Skyport Corporation would like to see Burlington Northern locate the tower elsewhere. The main concern was aircraft congestion and safety concerns to pilots and the people on the ground. Bill O'Hare read the letter from the Federal Aviation Administration, dated August 24, 1993, which stated the proposed tower is not a hazard to general aviation in this area. • 9.1017 SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING September 21, 1993 Page 3 Perry Miller, Van Aire Skyport Corporation, said the Federal Aviation Administration will approve almost anything. He gave examples of airports throughout the United States. He stated his opinion that the FAA will approve almost anything. He further stated their requirements meet the absolute minimums regarding safety issues. Juliette Kroekel asked where they would like to see the proposed tower located. Perry Miller said they didn' t care as long as it was not in alignment with the Van Aire Skyport runway. Bill O'Hare asked Burlington Northern if they had looked at other locations in the area. Mark Gwenlyn said they looked at various sites but this one met all their requirements because the "line of site" has to be maintained between their other towers. Ron Sommer asked Tim Morgan, Van Aire Skyport Corporation, how busy this particular airport facility stays throughout the year. Tim Morgan said about 3,000 arrivals/departures per year on an average. The number of flights generated out of Jefferson County Airport and Tri-County combined raises this figure considerably. Judy Yamaguchi asked how far these airstrips were from the proposed tower site. Tim said 30-40 miles. UPLRC and/or UPRC own all of the minerals that underlie the ten acre site that is the subject of the proposed development (the "Property"). I have spoken and corresponded with Mr. R. J. Townsend, Regional Manager, Property Service, for BNRR with respect to the disposition of the mineral interests which UPRC and UPLRC own in the Property in the last few weeks since UPRC and UPLRC received notice from the County that BNRR filed the Application. The parties are still in the early stages of negotiation so that to date they have not reached an agreement with respect to the mineral interests. We plan to continue our discussions, and I hope that we can reach some resolution prior to the hearing before the Board of County Commissioners on September 29. For example, UPLRC has recently entered into long term non-development leases for coal and/or all hard rock minerals with respect to property in Weld County in Township 2 North, Range 66 West and in Township 2 North, Range 64 West. UPLRC has also agreed to sell certain of its minerals for properties in Weld County in Township 1 North, Range 67 West and Township 1 North, Range 68 West. UPLRC has worked with other developers to reach similar types of agreements in various transactions in Aurora, Jefferson County and Arapahoe County. With respect to the Property that BNRR proposes to develop, UPLRC estimates that approximately two million tons of coal exist in the quarter section in which the Property is located. The coal resources are part of the Boulder-Weld coal field that underlies much of Weld County. The existence of the coal resources is documented on the map attached to this letter as Attachment 1 entitled "Weld County Coal Resources" which I understand was prepared for Weld County in 1975 from information obtained from the Colorado Division of Mines and the Colorado Land Use Commission. I understand that the map may have been prepared on behalf of the County because of the Colorado statute, C.R.S. 34-1-301, et seq., that directs certain county planning commissions to conduct studies of mineral deposits within their jurisdictions. The UP entities would have no objection to the application for a special review permit provided that they are able to reach an agreement with BNRR with respect to the mineral interests they own; however, in that the parties have not reached a final agreement to date, the UP entities request that the Commission recommend to the Board of County Commissioners that any approval of the Application be conditioned upon the UP entities and BNRR reaching an agreement with respect to the disposition of the UPLRC and UPRC mineral interests in the Property. The construction of this tower in the location designated presents a serious hazard to navigation for aviation traffic operating in the vicinity of the New Denver Airport and outside of the proposed TCA. We strongly oppose the erection of the tower for the following reasons: 1 . In the information provided with the FAA Notice, the tower is depicted to be in an area beneath the present Denver TCA which has a floor of 10 ,000 feet MSL. By the time construction is completed, however, this will not be the case. It will be located beneath the TCA for the New Denver Airport in an area with a floor of only 6, 000 feet MSL. (See attached TCA chart. ) This area of the TCA will potentially carry a significant amount of general aviation traffic circumnavigating the TCA to and from Jefferson County Airport (BJC) , Tri County Airport ( 48V) , Front Range Airport (FTG) and Van Aire (CO12) . With the top of the tower at 5 ,484' there is only approximately 500 ' clearance between the tower and floor of the TCA. With significant traffic at low levels this is not sufficient clearance to provide for safe operation of aircraft. Avoidance of the tower might cause incursions into the TCA itself , and this is an area where there is the possibility of low flying departing commercial aircraft within the TCA (especially on hot, high density altitude days) . 2 . The proposed tower is located approximately 3 .5 nautical miles from the departure end of runway 30 at Van Aire Airport. This is a private airport with 150 based aircraft including several high performance twins. Operations to the west on high density altitude days 931017 would put planes in very close proximity to the tower creating an unsafe condition. In addition, because of the proximity of the TCA core to Van Aire, traffic patterns for both runways 12 and 30 will be located to the north side of the airport. In order for transiting traffic to avoid the airport traffic pattern, they will need to move to the north, closer to the tower and the small airspace between the top of the tower and bottom of the TCA. 3 . This tower was proposed without consultation by the proposer with any of the surrounding airports to assess the impact on their activities. It would be our recommendation that this tower be located outside of the TCA area noted as G on the accompanying map in a location where the floor of the New Denver TCA has a minimum floor altitude of 7 , 000 feet MSL and such that it was not located on the east/west VFR flyway which will develop with the commissioning of the new TCA. Perhaps a location west of the town of Brighton could be found. We would reiterate the basis for our opposition to this proposed tower. It will conflict with providing safe clearances in and around the New Denver TCA and it will provide a safety hazard to aircraft operating at Van Aire. Mr. Parker requested replies to four questions and comments which I will attempt to answer to his satisfaction. 1. A standby electrical generator will be installed in the equipment shelter by the building vendor, Thermo Bond International. A separate room will house the generator, transfer panel, and standby power accessories. Fuel for the 11 KW, water cooled generator is LP vapor. Storage for the LP fuel is an outside tank of approximately 350 - 400 gallons. Operation of the generator is automatic with loss of AC line or low voltage from the AC line causing standby startup and transfer. 2. Fire detection equipment can be installed in the equipment building. Burlington Northern Railroad owns and operates approximately 580 microwave sites many of which are equipped with inside temperature sensors and are remotely monitored from our Network Control Center located in St. Paul, Minnesota. In the 25 plus years the Railroad has been operating these microwave sites, a serious fire has never occurred. 3. Information concerning the fire ratings of the building construction is attached. The wall and roof sections are inside finished with "Pyro Panl" fire retardant panels. These fiberglass reinforced panels are designated Class A (1) non-combustible. the urethane foam used in the wall, roof, and floor panels meet the requirements of Class 1 flammability as listed by Underwriters. Refer to attached data sheets for additional testing data. Exterior of the shelter walls are covered with aggregate panels which, although no fire testing data is available, are highly fire retardant. 931017 4. Potential fire risk of the electrical and transmission equipment is very low. As noted above in item 2 we have never suffered a serious fire at any of our remote microwave sites. Some fire risk items are noted below : A. The microwave transmission equipment operates at low power, low voltage. This results in lower operating temperatures and far less likely chance for fire. Power supplies in the equipment have current limiting features in case of wiring or electrical shorts. B. All individual transmission radios operate on separate circuit breakers. C. Grounding of all equipment is to a single bonding point in the shelter then to an effective earth grid. This grounding grid protects the tower, building, and AC line from lightning induced surges and AC line surges. D. All AC wiring inside the shelter is in conduit. E. The Department of Planning Services' staff recommendation for approval is conditional upon the following: 1. The attached Development Standards for the Special Review permit shall be adopted and placed on the Special Review plat prior to recording the plat. The plat shall be delivered to the Department of Planning Services and be ready for recording in the Weld County Clerk and Recorder's office within 15 days of approval by the Board of County Commissioners. 2. The Site Specific Development Plan and Special Review permit is for a 280 foot high guyed microwave repeater station in the A (Agricultural) zone district as submitted in the application materials on file in the Department of Planning Services and subject to the Development Standards stated hereon. 2. Approval of this plan may create a vested property right pursuant to Section 90 of the Weld County Zoning Ordinance. 3. Any harmful interference caused by frequencies transmitted from the tower shall be corrected by the applicant at the applicant's expense. 4. The applicant shall provide space on the tower and in the equipment building for an antenna and equipment to mitigate any loss of transmission capability in the existing public safety radio network. The space shall be provided at no cost to the public safety agencies. 5. The access route to the facility shall be via a 25' wide road from Weld County Road 6. The access road shall be graded and graveled. An eighteen inch CMP culvert shall be placed at the intersection of Weld County Road 6 and the on-site access road. 6. Shelter Drawings - Thermo Bond Buildings Description of Proposed Operation - Location of the proposed operation is on thee J/2 NE 1/4 NE 1/4 of Section 27, T 1 N, R. 66W which is 4.5 miles SE of Fort Lupton. Size of the parcel under consideration is 10 acres and a purchase option for this property was signed with Ritchey Land and Cattle Company. The parcel is 612 ft. south of Weld County road 6 and on the southeasterly side of a rise, locally known as Ritchey Hill. This property is crossed, in a north to south direction, by four (4) pipeline easements. Colorado Interstate Gas Company has the two most westerly pipe lines, a 24 and 22 inch. The next pipe line to the east is Panhandle Eastern, size unknown. Public Service Company gas pipeline is just inside the east boundary line, no size given but they 1 921017 claim a 25 ft. easement. Please refer to Use by Special Review Map for exact location and details. High voltage transmission lines border the property on the east and south sides. W.A.P.A. has the 115 KV line adjacent to the south property line with a 75 ft. width easement. Public Service Company of Colorado borders the east property line with a 210 ft. north-south easement in Section 26 for their 230 KV transmission line. The proposed facility will consist of a guyed 280 ft tower with a dual obstruction lighting system on top and a 8 ft. x 20 ft. x 10 ft. high equipment shelter near the tower base. The shelter is a pre-assembled and wired building that will be delivered to the site and installed on concrete footings. Manufacturer of the shelter is Thermo-Bond International of Elk Point, South Dakota. Shelter drawings are enclosed as an exhibit. The tower will be engineered, fabricated, and erected by Andrew Corporation, a leading company in the microwave transmission field supplying towers, antennas, waveguide, and related items. Tower drawings are enclosed as an exhibit. An 8 ft. high chain link security fence, 35 ft. x 30 ft. will surround the building and tower preventing unauthorized access to the tower. Fencing will also be installed around each guy anchor to prevent livestock from rubbing on the guy wires. The fencing, tower, building, and all radio equipment in the shelter are grounded to a buried wire grid system which protects the entire fenced area of the site from the effects of lightning and induced voltages. The tower guy anchors are also grounded. The microwave radios will operate in the 2 and 6 GHz operational-fixed band with a power output from the transmitters of 1 watt. Operation of the repeater station is automatic and will require no employees on a permanent basis. Routine maintenance is normally conducted 2 to 3 timesa month by 1 to 3 employees utilizing a 3/4 to 1 ton vehicles. A new gravel overlay access road will be used for ingress and egress. Use of the proposed facility would be as a microwave repeater station edsigned to replace an existing repeater station, call sign WHJ644, located in Adams County, Section 5, T. 2S, R. 65W. This existing site is located adjacent to the north end of the New Denver Airport. With the planned opening of the airport scheduled for December 1993, City and County of Denver is requiring the relocation of this facility. To accommodate flight testing, we are being asked to relocate as soon as possible. Since we consider this relocation as a move of an existing station, the current FCC license will be modified to reflect the new location. Frequency coordination for the new location has been conducted by Comsearch. Modified license for this station relocation will be submitted shortly. The need for this proposed new microwave repeater facility is to replace the existing facility as noted above. The repeater station is an important link in Chicago to Denver and Billings to Denver microwave 2 931017 system which furnishes vital voice, data, track signal code, PBX, and train dispatcher communications necessary the the safe and efficient movement of trains and track maintenance equipment in the Denver area. As a result of the increasing volume of coal and grain traffic,the microwave system is required to handle the Railroad's rapidly increasing need for communication circuits. Existing uses on surrounding properties is chiefly pasture and dryland farming. Scattered single family housing are located in the SW 1/4 of Section 23 and SE 1/4 of Section 22. Two microwave repeater stations are situated on a hill in the SE 1/4 of Section 15, 1.5 miles north of Burlington Northern's proposed site. Utilities are present on the property and adjoining properties in the form of underground gas line easements and high voltage power transmission lines. The distance of the proposed use to residential structures in each direction are as follows : Northeast 1500 ft. Northwest 1800 ft. West 1900 ft. Southwest 2200 ft. East 2630 ft. The maximum number of users will be limited to Burlington Northern maintenance personnel as the purchase option for the property restricts the use of the parcel to the buyer's needs only. The number of employees visiting the site will be limited to Burlington Northern maintenance personnel for routine inspection of tower and radio equipment. These visits will occur 2 to 3 times per month with 1 to 4 personnel per trip. Visits to the repeater site to repair equipment may occur at any time during a 24 hour period, 7 days a week. The construction phase will require about 30 days for the contractors to complete during which as many as 6 or 7 workers may be at the site. A water source will not be required at the microwave repeater station as it is automatic in operation and will be unmanned. The access route to the proposed facility will be via a new 25 ft. wide roadway from County Road 6 south 612 ft. to the NE corner of the 10 acre parcel. From the NE corner the roadway will continue to the center of the parcel and proceed west 230 ft. to the microwave equipment shelter. The first 612 ft. of access roadway will be an easement from the seller. The access will parallel and run adjacent to the Public Service Company pipeline easement. Construction of the access will consist of grading with a gravel overlay. A culvert will be required from County Road 6. Vehicular traffic to the proposed use will be limited to Burlington Northern vehicles on inspection or repair visits by maintenance personnel. Frequency of trips to the proposed repeater station once it becomes operational is estimated a 2 to 3 times a month utilizing 1/2 ton to one-ton vehicles. 3 91017 Sewage facilities will not be required at the microwave repeater station as it is automatic in operation and will require no employees on a permanent basis. Fire protection measures will consist of removing weed growth from around shelter and tower and laying down a gravel layer to prevent weed growth. A small area around each guy anchor will be treated in the same manner. Construction to the pre-assembled shelter includes fire rated FRP/OSB panels in the interior along with fire rated urethane foam insulation. The exterior shall be natural stone aggregate panels which are fire resistant. Animals will not be concentrated on the proposed Use by Special Review area but since the purchase agreement for the property with the seller allows continued use as a pasture, unused areas within this parcel will be available for grazing by the sellers livestock. Waste generated at the proposed microwave repeater station after it Becomes operational will be limited due to the infrequent visits by employees. Any waste produced at the facility will be stored and carried off to a disposal facility. No storm water retention facilities are required as the increase in surface runoff due to the proposed development will be negligible because the area of imperviousness proposed in very small (0.24 % of site area). Runoff from the site will not be concentrated, but will continue as overland flow. The only drainage improvement planned for the development is an 18 inch diameter culvert under the access roadway for the existing ditch along the south side of County Road 6. The time schedule for removal and disposal of wastes from the proposed use is on a as required basis due to the limited amount of trash generated. Landscaping plans are limited due the rural area and keeping the majority of the property for the original purpose of pasture. Efforts will be made to prevent erosion by applying gravel to disturbed areas around the tower and building and also around the guy anchors. Other disturbed areas will be reseeding with rangeland grasses. Inside the security fence will be covered with colored fabric in an effort to visually blend the fence with the surrounding environment. Reclamation procedures are required by the purchase option that if and whenever Burlington Northern Railroad ceases operation or abandons the site, the property will revert back to the seller. In doing so, the property must be restored to its original condition. The equipment shelter, microwave tower, and all appurtenances, including concrete footings, anchors, and stoops will be dismantled and removed. All disturbed soil will be reseeded with rangeland grasses to prevent erosion. A time table (project schedule) for tower construction is enclosed as an exhibit. The following documents and statements are submitted in support of the requested application : The proposed microwave facility will be consistent with the Weld County Comprehensive Plan in that the development will occupy only 0.24% of site area. The remainder of the 10 acre parcel will continue to be used as pasture. The proposed development will be consistent with the intent of the district in which it is located in that the use as a telecommunications microwave repeater station will not conflict with other users in the immediate vicinity. Also two microwave repeater facilities already exist 1.5 miles north in the SE 1/4 of Section 15. The proposed facility will be located within the agricultural district and efforts have and will be made to conserve agricultural land on the parcel. Only 0.24% of the site area will be developed with the remaining left for rangeland,. Areas subject to blowouts will be graveled and rocked and areas disturbed by construction will be reseeded with grasses suitable for the semi-arid environment. Adequate provisions for the protection of the health, safety, and welfare of-the inhabitants of the neighborhood and county will be provided. As provided by Colorado statues, sufficient land area was purchased to allow adequate space in the rare event the tower fails and collapses to the ground. The microwave tower is designed and fabricated per Electronic Industries Association Standard RS-222-E (1991) for a 40 PSF windload with 1/2 inch ice applied to tower and all appurtenances. A 8 ft. high chain link fence will surround the tower and shelter preventing unauthorized access to the tower. Since the proposed repeater station is low power, electromagnetic radiation (EMR) from the tower to a person standing directly below is over 600 times lower than the current 1992 American National Standards Institute (ANSI) safe threshold for microwave energy. Safe threshold is defined as 1 mw/cm2. The microwave tower is located in a relatively remote area with the nearest inhabitants around 1500 ft. to the NW. The proposed microwave tower is 280 ft. in height with a 3 ft. obstruction light on top, or a total height of 283 ft. Planned tower lighting is a dual system with a white medium intensity strobe on during daylight and a red obstruction lighting on at night. This lighting would be in accordance with FAA Advisory Circular 70/7460-1 H, Chapters 4, 8, and 13. Notice of Proposed Construction, FAA Form 7460-1, was filed with the Seattle office of the FAA on June 29, 1993 and assigned a case number of 93-ANM-0552. Application is attached as an exhibit. The use of the proposed facility as a microwave repeater station would be compatible with existing surrounding land uses. Pipeline utilities have four (4) pipelines traversing through the property in a north to south direction. High voltage power transmission lines are adjacent to the east and south property boundaries. Public Service Company of Colorado has the 235 KV line on the east property boundary. PSC uses • 5 921017 steel towers to support the power lines. The adjacent property use is mainly pasture and dryland farming. The proposed use will be compatible with the future development of the surrounding area in that the microwave repeater station is a form of a utility, similar to the high voltage transmission lines and pipelines already in this area. Existing zoning is agricultural and since the proposed development will only utilize 0.24% of the parcel, the rangeland characteristics will not be altered in the immediate area. The proposed microwave repeater station is not located within a flood plain, geologic hazard, or Weld County Airport overlay district area. A water supply is not required as employees will only be at the facility for short periods of time on scheduled maintenance or repair. A copy of the purchase option for the 10 acre parcel under consideration is included with the application as an exhibit. The purchase is signed by the sellers and notarized on 9th July, 1993. A noise report is not required for this unmanned facility as per telephone conversation with Weld County Planner, Mr. Greg Thompson on 8-6-93. A soil report conducted by CTUThompson of Denver is included as as an exhibit. This report was also furnished to the tower vendor to assist in engineering the tower base and anchors. Although the Buyer will do some periodic maintenance to the access road south from the County Road,as shaded in green and referred to a parcel #2 on Exhibit " A ", attached hereto and made a part hereof, to the approximate northeasterly most corner of said real estate, it will be up to the Seller, its successors in interest, Heirs, designees and assigns,to maintain,at its sole cost and expense, any roadway used by the Seller,its successors in interest, heirs,designees and assignees from the approximate northeasterly most corner of said real estate to the approximate southeasterly most corner of said real estate,so long as said use does not in any way interfere with Buyers microwave facilities or appurtenances thereto. Except that Buyer also agrees that when grading and placing a reasonable amount of road grade gravel over parcel #2 to the approximate northeasterly most corner of said real estate, Parcel #1, Buyer will initially grade and place a reasonable amount of road grade gravel over and upon Sellers area of ingress and egress,as shaded in orange on the Exhibit"A" ,attached hereto and by this reference made a part hereof, from the approximate northeasterly most corner of said real estate, parcel #1,to the approximate southeasterly most corner of said real estate, or along the entire length of the westerly most Twenty Five(25' ) of the easterly most Seventy Five(75')of said real estate. 8. Buyer, its successors in interest,designees and assigns agree and acknowledge to Seller, its successors in interest, heirs,designees and assigns,that if, at any time in the future Buyer, its successors in interest,designees and assigns, decide to remove its microwave facility and its appurtenances,for which said real estate is being acquired, or abandon said real estate, ninety ( 90)days after the removal of the microwave tower, its appurtenances and facilities title to said real estate shall revert to Seller, its successors in interest, heirs,designees or assigns without the need for a deed of conveyance or any other documentation from Buyer, its successors in interest,designees or assigns,and without the payment of any consideration for said real estate, and Buyer, its successors in interest,designees or assigns,will no longer have any interest or claim to said real estate. 9. Buyer, its successors in interest,designees and assigns agree and acknowledge to Seller that if the microwave facility, and its appurtenances, are not used for a period of Three Hundred and Sixty Five ( 365 ) constructive days, that said non-use will constitute constructive abandonment,and Buyer, its successors in interest,designees and assigns will after the constructive abandoned period be obligated to provide Seller,within thirty( 30)days, after the constructive abandonment period,written notice to Seller, its heirs,successors in interest, designees and assigns,that the site has been abandoned,and that Seller has ninety (90)days after said written notice has been given to Seller, its heirs,successors in interest,designees and assigns,to remove its microwave facility and any and all appurtenances thereto. 10. Buyer, its successors in interest,designees and assigns agree and acknowledge to Seller, its heirs,successors in interest,designees and assigns,that it will not place and to the best of its abilities not allow to be placed within said real estate or on its microwave tower or any of the appurtenances thereto, any other communication facilities,except for those that maybe,from time to time, required by Buyer, its successors in interest, designees or assigns,to supplement or augment the communication facilities of Buyer,its successors in interest,designees or assigns. 11. Buyer, its successors in interest,designees and assigns agree and acknowledge,that first phase electric power will be located along the east or west edge of parcel #2, as shaded in green on Exhibit "A", attached hereto and by this reference made a part hereof, being brought, in a north to south direction from the east west county road, north of said real estate, providing electric power to the microwave tower and its appurtenances, and that Seller, its heirs,successors in interest,designees and assigns may obtain secondary electric power from this first phase power source,as long as, Seller, its heirs,successors in interest,designees and assigns first obtain and provide Buyer, its successors in interest,designees and assigns proof that it has obtained written permission from the public utility company or other public or governmental agencies,to connect to or with the first phase system providing electric power to Buyers, its successors in interest,designees and assigns, 9101'7 microwave facility and appurtenances. It is also agreed to and acknowledged that if Seller, its heirs,successors in interest,designees and assigns obtain permission from the public utility company or other public or governmental agencies involved, that Seller, its heirs,successors in interest,designees and assigns will obtain this secondary electric use without disturbing or in any way adversely affecting the primary electric service to Buyer's,its successors in interest,designees and assigns, microwave facility or any of its appurtenances.Seller, its heirs,successors in interest,designees or assigns agree and acknowledge to Buyer,its successors in interest,designees and assigns,that Seller,its heirs,successors in interest,designees and assigns are solely responsible for any and all costs related to or connected with the extension of secondary electric power,including but not limited to separate metering, needed to serve any and all of Seller's,its heirs,successors in interest,designees and assigns facilities or appurtenances out side the confines of said real estate. 12. Buyer and Seller agree and acknowledge that the conveyance of said real estate contemplated herein will not and does not include or convey any mineral or water rights,and that said rights will and are retained by Seller. Buyers concurrence to Sellers retention of any and all mineral and water rights is with the explicit understandingthat if and when Seller proposes to develop said mineral or water rights,and while Buyer is the owner of said real estate,that said mineral and water rights will developed in such.manner so as not to,in any way,disturb the surface of said real estate,or in any way adversely affect the microwave tower,its facilities, operations or appurtenances,or Buyers continuous and contiguous use of said real estate. 13. The site is planned for the construction of a 280 feet guyed tower. The purpose of our investigation is to evaluate subsurface conditions at the site and to provide geotechnical design and construction criteria for the proposed construction. This report includes descriptions of the subsoil and groundwater conditions found in exploratory borings, site geology, discussions of foundation alternatives, and recommended design and construction criteria for foundations. This report was prepared from data developed during our field and laboratory investigations, engineering analysis of the field and laboratory data, and our experience with similar projects. The recommendations presented in this report are based on the proposed construction as currently planned. Revisions of the construction plans could affect our recommendations. A summary of our findings and conclusions is presented below. Detailed recommendations for design and construction are presented in the report. SUMMARY OF CONCLUSIONS 1. Subsoils found in our exploratory borings consisted of clean to silty sands and sandy clays underlain by sedimentary claystone and sandstone bedrock at depths between 7 and 19.5 feet below the existing ground surface. The clays have a collapsing potential when they are wetted. The claystones are moderately to highly expansive. 2. No free groundwater was encountered in the borings to the maximum depth explored of 25 feet. 931017 3. Design of tower base and anchors should consider the impacts of collapsing and swelling soils on the performance of the tower. Drilled piers and spread footings are potential foundation alternatives at this site. Design and construction criteria are presented. 4. Good surface drainage should be maintained at all times to provide rapid removal of runoff away from the foundations and anchors to reduce the risk of wetting of foundation soils. PROPOSED CONSTRUCTION We understand a 280 feet high microwave tower will be constructed at this site. The tower will be an "Andrew Model M46 guyed 280 foot" designed and manufactured by Andrew Corporation, Denton, Texas. At the time of our investigation, the tower was not designed. The footings and deadmen are buried about 8 to 12 feet below the surface. An equipment shed of either a pre-fabricated or a constructed on- site structure will be built near the tower. 2 93119 SITE CONDITIONS The site is located in NE 1/4, Section 27, T.1 N, R. 66W, in Weld County, Colorado. It is generally located southeast of Fort Lupton, south of County Road 6 about 31/4 miles east of Highway 85 (Fig. 1). The proposed tower will be located on an east facing slope of a local ridge. The ground surface slopes gently down towards the east and southeast at grades between 1 and 3 percent. The site is vacant and was being used for pasture. Two existing power lines are adjacent to and parallel to the south and east property lines. Vegetation at the site consisted of dry land grasses and cactus. We believe the site is accessible by ready-mix concrete truck and general construction equipment such as a backhoe or drill rig. GEOLOGIC CONDITIONS We evaluated site geology and potential geologic hazards through review of available geologic maps and drilling of 4 exploratory borings. The "Geologic Map of the Boulder-Fort Collins-Greeley Area, Colorado" (by Roger B. Colton, USGS Map I-855-G, 1978) indicates the site is underlain by Eolium (windblown clay, silt, sand and granules) of Upper Holocene to Bull Lake Glaciation age. The windblown soils generally possess a collapsing potential when become wetted and/or under loads. Bedrock was mapped as Denver and Arapahoe formations of Paleocene and Upper Cretaceous age. The bedrock consists of interbedded claystone, siltstone and sandstone. The claystones are expansive and can cause damages to structures and roadways founded on them. Our borings and laboratory testing confirmed the mapped soils and bedrock. We found silty sands and clays underlain by claystone and sandstone bedrock in all borings. Samples of clay compressed and claystone swelled when they were wetted. 3 We have also reviewed the "Soil Survey of Weld County, Colorado (South Part)" by Soil Conservation Service (SCS). The near surface soils in the northwestern half of the site are mapped as Cascajo gravelly sandy loam and the southeastern half are mapped as Valent sands. The sandy loam and sands were formed in eolian deposits. Seismicity The site is located in a low seismic activity area. Using the 1992 Uniform Building Code (UBC), the site will be located within seismic Zone I and should be designed with a Z factor of 0.075. For the subsoil condition at the site, we recommend a site coefficient factor S of 1.0 for a Type S, site. The subsoil conditions indicate the risk of liquefaction is low. SUBSURFACE CONDITIONS Subsurface conditions at the site were investigated by drilling 4 exploratory borings with one boring at the tower center and each of the three anchor locations (Fig. 1). These locations were surveyed and staked on-site by Merrick & Company prior to our investigation. The borings were drilled with a truck-mounted drill rig using continuous flight augers measuring 4 inches in diameter. Samples were obtained using a 2.5-inch outer diameter modified California-type sampler. The modified California sampler contains four 2-inch diameter, 4-inch long liners; thus, relatively undisturbed samples can be obtained for laboratory testing. The sampler was driven into the soils or bedrock with blows of a 140-pound hammer falling 30 inches. The modified California sampler was driven 12 inches instead of 18 inches during sampling,thus the blow counts 4 9 '_1017 are different from that obtained using the Standard Penetration Test (SPT, ASTM D 1586). (Based on our experience, a rough correlation between these two types of blow counts is the blow count of California drive sample times 0.7 for sands and 0.8 for clays approximate the blow count of SPT drive sample.) Our representative was at the site during drilling to log the soils found in our borings and obtain samples. Graphic logs of the soils found in our borings and results of field penetration resistance tests are shown on Fig. 2. Typical samples of the subsoils and bedrock were selected for laboratory testing. Laboratory tests included natural moisture content and dry density, swell-consolidation, unconfined compressive strength, gradation, and sulfate concentration tests. Laboratory test results are presented on Figs. 2 through 8 and summarized on Table I. Subsoils found in our exploratory borings consisted of clean to silty sands and sandy clays underlain by sedimentary claystone and sandstone bedrock at depths between 7 and 19.5 feet below the existing ground surface. The sands were encountered in all of our borings at the ground surface. The sands were generally medium dense. Typical samples of the sand were selected for gradation tests and test results are presented on Figs. 7 and 8. The sands are generally non-expansive, but may possess collapsing potential considering their geologic origin. Sandy clays were found below the sands in borings TH-1 and TH-4. The clays were very stiff and slightly moist. Two samples of the clay selected for swell-consolidation tests compressed significantly after they were wetted (Figs. 3 and 6). 5 931017 Claystone and sandstone bedrock was encountered in all of our borings at depths between 7 and 19.5 feet below the existing ground surface. Two samples of the claystone were selected for swell-consolidation tests. The test results showed they are moderately to highly expansive (Figs. 4 and 5). The bedrock was hard to very hard. The unconfined compressive strengths of two bedrock samples were 18,200 and 18,400 psf. We checked the groundwater level in our borings at the time of drilling and 8 days after drilling. No free groundwater was encountered in the borings to the maximum depth explored of 25 feet. FOUNDATIONS The results of our investigation showed sands and clays underlain by claystone and sandstone bedrock under the site. The clays possess collapsing potential when they are wetted and the claystone bedrock is moderately to highly expansive. We understand the tower center footing and anchor deadmen are normally buried 8 feet or more below the surface. At that depth, the bottom of the footing and some deadmen will be in or right above the clays or claystone bedrock. There is a risk of foundation settlement or heave if the clays or claystone bedrock become wetted. Based on the laboratory test data and our experience, the potential settlement and heave could be 4 to 6 inches. The site is located in the semi-arid environment with an average annual precipitation of about 15 inches. For the type of construction planned, we do not anticipate landscaping which requires watering. We feel the likelihood of wetting of the clays and bedrock and the subsequent settlement or heave is low. If the tower is not 6 921017 sensitive to movement and the owner and tower designer are willing to take the risk of potential foundation movement,footing and anchor deadmen can be founded in or above the natural clays and bedrock. As an alternative, the clays or claystone to at least 4 feet beneath the footing or anchor deadmen can be over-excavated and replaced with on-site sands. This will provide a relatively stabilized zone beneath the foundations and reduce the risk of movement if the soils become wetted. The on-site sands, clays and bedrock can be excavated with a heavy duty backhoe. The on-site near surface sands can be used as backfill. The fill should be moisture conditioned to within 2 percent of optimum and compacted to at least 95 percent of modified Proctor maximum dry density (ASTM D 1557). For swelling or collapsing soil conditions, drilled piers bottomed in the bedrock and penetrating below the zone of probable moisture variations are frequently used in the Denver area. Because of widespread drilled pier use, there are many pier drilling contractors in this area and straight-shaft pier drilling rates are competitive (Belled piers not common). We believe straight-shaft drilled piers are an economical foundation alternative with less risk of potential movement than the footings. For the equipment shed, we believe spread footings can be used. We anticipate the footings will be founded in the near surface sands at about 3 feet below the ground surface for frost protection. The sands are non-expansive and are suitable for supporting the footings. We have evaluated footings and drilled piers bottomed in the bedrock. The foundation design and construction criteria are presented in the following paragraphs. 7 931017 Spread Footings 1. Spread footings or anchor deadmen founded on natural sands, clays or claystones will have varying degree of risk of movement as discussed above. The owner and tower designer should be willing to accept the potential risk involved if footings are selected. We recommend the footings be designed with the following allowing soil pressures: a). Footings on natural sands and clays: 3,000 psf; b). Footings on bedrock: 6,000 psf; and c). Footings on 4 feet of compacted structural sand fill: 4,000 psf. 2. If footings or deadmen are founded on compacted structural fill, the existing clays or claystones present under the footing or deadman should be over-excavated to a depth of at least 4 feet below and 2 feet outside the footings. The on-site sands from the required excavation can be used as backfill to replace the existing clays and claystone bedrock. The fill should be placed in thin, loose lifts, moisture conditioned to within 2 percent of optimum moisture content and compacted to at least 95 percent of maximum density determined by using ASTM D 1557 (modified Proctor). The density of the backfill can be assumed to be 125 pcf for the design of tension load resistance. 3. Under dry conditions, settlement of the footings supported by the natural sands, compacted fill or bedrock is estimated to be in the range of 1/2 to 1-inch. Wetting of foundation soils will cause additional heave or settlement as discussed previously. 4. To resist lateral loads, we recommend a coefficient of friction between the base of the concrete foundations and sands of 0.45. The coefficient of friction should be reduced to 0.4 if clays and claystone are present below footing or anchor deadmen. A passive earth pressure of 300 psf equivalent fluid pressure can be used if the backfilled soils around and above the foundations are densely compacted. 5. Exterior footings for the equipment shed should be provided with at least 3 feet of cover for frost protection. 6. We recommend reinforcement of grade beams or foundation walls under the equipment shed. 7. Minimum footing sizes are recommended to avoid problems with localized settlement. We recommend foundation wall footings be at last 16 inches wide and isolated column pads be constructed at least 2 feet square. Larger footing sizes are anticipated. 8 9`01'7 8. Footings should not be placed on loose soils. Excavations should be observed by a representative of our firm to determine the proper bearing and foundation condition. Soils loosened during foundation excavation or forming process should be removed prior to pouring the concrete. Drilled Piers Bottomed in Bedrock 1. Piers should be designed for a maximum allowable end bearing pressure of 40,000 psf and an allowable skin friction value of 3,000 psf for the portion of pier in bedrock. 2. Piers should penetrate a minimum of 5 feet into the relatively unweathered bedrock (darkened portions of the logs of exploratory borings, Fig. 2). 3. We recommend all piers be reinforced the full length of the pier. We recommend reinforcement of at least 0.005 times the cross-sectional area of the pier using Grade 60 steel. Uplift and lateral loads may require additional reinforcement. 4. Should wind or lateral load analysis result in tension loads on the pier, the tension loads should be resisted by skin friction in bedrock only. One hundred percent of skin friction value given above for compressive loading can be used in uplift calculations. 5. Based upon our experience with formation bedrock,we estimate formation settlement under the drilled pier designed with the above criteria to be about 1/2 inch. 6. No groundwater was encountered in our borings at the time of this investigation. The sands above the bedrock may cave during pier drilling. Casing may be required for piers installation. We recommend piers be drilled with a large, heavy-duty drill rig to facilitate the required bedrock penetration and handling of casing 7. Concrete should be ready and placed in the pier holes immediately after the holes are drilled, cleaned, inspected and the reinforcing steel set. We recommend the use of a high slump concrete (5 to 7 inches)to reduce the probability of concrete arching or hanging on the sides of the casing and/or reinforcing steel. 8. Installation of drilled piers should be observed by a representative of our firm to identify the bearing strata, and confirm the subsurface conditions are as anticipated from our borings. 9 931017 Pier Foundation Lateral Load Analysis Pier foundations will be designed to resist lateral loads. Most analytical methods for design of foundations subject to lateral loads are based on theories developed by analysis of a continuous beam on elastic foundation. Where the pier length to diameter ratio is 7 or greater, we believe the method of analysis developed by Matlock and Reese is the most appropriate. For short, relatively stiff piers in cohesive soils, where the length to diameter ratio is less than 7, the method of analysis developed by Broms more nearly fits the deformation condition. Either of these methods require modeling of various layers of materials supporting the piers. Some of the analytical techniques use the horizontal modulus of subgrade reaction. The horizontal modulus of subgrade reaction of sands increases with the overburden pressure and should be calculated for this project using the following formula: Nh Z D Where: Nh = 21 tcf for sands, Z = depth in feet below ground surface, and D = diameter of pier in feet For purpose of design, we believe the clays and bedrock can be designed using a horizontal modulus of subgrade reaction (Kh) value equal to 30/D tcf and 400/D tcf, respectively, where D is diameter of pier in feet. With the Broms method of analysis, the upper sand soils should be assumed to have a friction angle of 35 degrees and zero cohesion. The clays and bedrock should be assumed to have a cohesion (C) of 1,000 psf and 10,000 psf, respectively. 10 971011 The method developed by Matlock and Reese is an iterative procedure and requires knowledge of the applied lateral loads, the overturning moment, and the magnitude of vertical loads as well as the size of the pier and the proposed reinforcement. With this information, it is possible to compute a load deflection and a moment with depth curve for any proposed pier and load configuration. LPILE is a computer code developed by Reese which utilizes this type of analysis. We have the LPILE program and can assist the structural engineer in lateral load analysis of pier foundations, if desired. SURFACE DRAINAGE The performance of foundations is dependent to a large degree on soil moisture conditions. To reduce the risk of foundation soils becoming wetted, we recommend the following precautions be observed during and after construction: 1. Wetting or drying of open foundation excavations should be avoided during construction. Positive drainage should be provided rapid removal of water away from all foundations and anchors. The ground surface at the tower center and the anchors should be shaped to slope away from the structures in all direction. 2. Backfill around foundations and anchor deadmen should be moistened and compacted to at least 90 percent of maximum ASTM D 1557 dry density. LIMITATIONS Our borings were spaced to obtain a reasonably accurate picture of subsoil conditions. Variations in the subsoil conditions not indicated by our borings are always possible. The replacement site is located 3.25 miles NE of Brighton, Colorado and 5.5 miles SW of the Platte Valley Airport. Planned tower height is 280 ft. with 3 ft. on top for the dual obstruction lighting system. The dual lighting system will be a white medium intensity strobe on during daylight and the red obstruction light on at night. The planned dual lighting system will be controlled by a Hughey & Phillips CGA1737DLARS Dual Control unit.
