RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT QUARTERLY REPORT AND AUTHORIZE
CHAIRMAN TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Community Development Block
Grant Quarterly Report, for the period of October 1, 1991 through December 31,
1991, and
WHEREAS, after review, the Board deems it advisable to approve said
quarterly report, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Community Development Block Grant Quarterly Report be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said report.
The above and foregoing Resolution was, on motion duly made and seconded,
adopted by the following vote on the 27th day of January, A.D. , 1992.

January 1 through March 31 . 19_ July 1 through Sept. 30, 19
April 1 through June 30, 19 XI Oct. 1 through Dec. 31 , 19 xx
1 . What has been undertaken and/or completed during the reporting
period? How does this progress relate to "milestones" contained in
the approved project schedule?
The Housing Rehab portion of the program is now completed and we are
well into completing the Replacement Housing portion of the 1990 CDBG
Program. We are anticipating a completion date of January 31, 1992.

2. What will be undertaken and/or completed during the next reporting
period? How does this projected progress relate to The"milestones"
contained in the approved project schedule?
The next reporting period should find us within the milestones
for the 1991 CDBG Housing Rehab Program.
3. Hove any complaints been received or hove problems or Issues
developed related to financial management, environmental review,
civil .rights, labor standards, displacement/acquisition/relocation or
other matters? If so, how have these been or how will these be
resolved?
A. We had a project where the contractor became incompatible with the
homeowner. This resulted in a negotiated settlement between the
homeowner and the contractor, in which the homeowner became the
contractor and finished the project.
B. On another project we had a boundary ,dispute between two homeowners
which ultimately required an armed guard to enable the contractor to
�. finish the project.
C. All replacement units are now on foundations and are being rehabbed
and should come to a speedy completion within the program time frame.
4. What, 1f any, additional technical assistance 1s needed to
successfully complete the project?
None

Report for the period 10/01/91 through 12/31/91. The Replacement Housing portion
of the 1990 CDBG Program will be completed by 1/31/92; however, the Housing
Rehabilitation portion of the Program has been successfully completed.
