Box 758 Greeley, CO 80632 Dear Chairperson: This letter is to correct information regarding FY-91-92 foster care deficit contained in Agency Letter ABA-92-54-I, dated October 15, 1992. As you are aware last year's appropriation including a supplemental was overspent in the Foster Care line by $329,808. In the overall context, this is a relatively small overexpenditure equivalent to a portion of one month's statewide foster care. The State Board of Social Services was concerned regarding this deficit since they had approved PAC plans transferring dollars from out-of-home to the PAC line. The State Board of Social Services and I met with the Joint Budget Committee (JBC) on Tuesday, October 19, 1992. This discussion was very positive, and the JBC agreed that they would consider a supplemental request to cover this deficit in as favorable light as possible. However, since supplementals are not considered until after January 1, 1993, the JBC cannot guarantee funding. You may want to know what your share of the deficit would be in the worse case scenario with no supplemental funding. Several county directors have indicated that this information would be helpful for them in their budget planning to assure that all contingencies are covered. The best case scenario is that the legislature will fund our supplemental request to cover this deficit. I am sorry that ABA-92-54-I did not provide you with the latest and most accurate information. I assure you that we are taking every possible action to mitigate negative impacts on county social services budgets in these fiscally tough times.
