Rinnc.RS WELD COUNTY COUNCIL REPORT TO THE PEOPLE 19911 CCT 17 PM 3: 30 September 21, 1994 CLERK TO THE BOARD The Weld County Council is mandated by the Home Rule Charter of Weld County, Colorado, to report to the people the events that have shaped the previous quarter. This report summarizes the activities of the Weld County Council during the third quarter of the calendar year 1994. Salary setting for the position of Weld County Coroner was voted on at the council's July 6, 1994, meeting in Briggsdale. Compensation for the position will be contingent on a proposed wording change to Weld County's Home Rule Charter, which would require the position of coroner to be that person's primary employment. If the wording change to the Home Rule Charter passes, the coroner will be compensated at $35,000.00 for 1995, 1996, and $38,000.00 for the 1997, 1998, with a benefits package. If the proposed wording change fails, the coroner will be compensated $65.00 per case, with a previously compensated $15.00 per body removal fee being eliminated. The residency of Councilwoman Janda was considered. County Attorney Bruce Barker reported on the legal implications and John Cook, Weld Sheriffs Investigations, provided residence information. It was decided by the council to send a letter to Councilwoman Janda to clarify her residence and/or desire to continue as a council member. Fred Gibbs, President of the Front Range Land & Mineral Owners Association and participant on the Oil &Gas Regulations Task Force for Weld County was the special guest speaker. A quorum was unable to be established at the August 3, 1994, meeting. Therefore, a continuation of the meeting was scheduled for August 17, 1994, and council members notified accordingly. At the August 17, 1994, meeting, consideration of procedures to enforce attendance of its members and for removal of members who violate such rules was made. A motion was made and passed unanimously which allows the council to declare a council seat vacant in the event a member fails to attend three or more consecutive regular council meetings, after hearing upon twenty days written notice to the member in question, that the member's failure to attend was not due to reasons substantially beyond his control. The salary resolution for the position of coroner was signed. A formal letter of resignation from Councilwoman Janda, dated July 7, 1994, was read by President Campbell. Therefore, the council declared the position held by Barbara Janda as officially vacant. The council voted not to appoint someone to the vacant At-Large position formally held by Barbara Janda, but to let the vacancy be filled during the November elections process according to elections procedures of the Clerk &Recorder's office. The September 7, 1994, meeting was held at the Nunn Community Center. Dave Nettles, Assistant Division Engineer, Division 1, and John Anderson, Deputy 6(00 ft 941245 Weld County Council Report to the People September 21, 1994 -- Page 2 Water Commissioner, Division 1-District 1, from the Division of Water Resources addressed those in attendance regarding water issues. They possess a vast knowledge on water related topics and provided information accordingly. The council felt this information would have been beneficial to the citizens of Nunn. More information was shared by Councilman Orr regarding the status of the Comprehensive Plan and recent issues related to prime farm ground being paved over and the need/desire to preserve prime farm ground; and property/development rights issues. The council decided to host a luncheon for existing, outgoing, and incoming Weld County elected officials thus providing and opportunity for respective people to be introduced and become better acquainted accordingly. The council's 1995 Budget Unit Summary and requested increases were discussed. Distribution of coordinator assignment areas for the vacant At-Large position was done. During the course of the third quarter of 1994, the council has met periodically with the Weld County Commissioners and various elected officials and department heads in an attempt to keep the lines of communication open. This report is not meant to be an exclusive enumeration of the activities entered into by the council. It is, however, an attempt to communicate with the voters on our activities. The County Council believes that the Weld County Home Rule Charter continues to be a viable tool for the citizens of Weld County.
