HomeMy WebLinkAbout940601.tiff RESOLUTION RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATION TO THE STATE OF COLORADO, OFFICE OF BUSINESS DEVELOPMENT, FOR ROAD IMPROVEMENTS TO WELD COUNTY ROAD 61 AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Community Development Block Grant (CDBG) Application to be submitted to the State of Colorado, Office of Business Development, requesting $100,000 for road improvements to Weld County Road 61, by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of Monfort, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Community Development Block Grant (CDBG) Application to be submitted to the State of Colorado, Office of Business Development, requesting $100,000 for road improvements to Weld County Road 61, by the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of Monfort, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said application. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 29th day of June, A.D. , 1994. H. Webster, Chairman Commissioner Dale K. Hall, Pro-Tem Commissioner George E. Baxter Commissioner Constance L. Harbert Commissioner Barbara J. Kirkmeyer Also present: Acting Clerk to the Board, Shelly Miller County Attorney, Bruce Barker Finance and Administration Director, Donald Warden The following business was transacted: I hereby certify that pursuant to a notice dated June 20, 1994, and duly published June 23, 1994, in the Windsor Beacon, a public hearing was conducted to consider the submission of a Community Development Block Grant (CDBG) Application to the State of Colorado, Office of Business Development, requesting $100, 000 for road improvements to Weld County Road 61. Donald Warden, Finance and Administration Director, made this a matter of record and explained the amount for said improvements could be as high as $170, 000. He stated this grant is for economic development and job retention for Monfort. No public testimony was offered concerning this matter. Mr. Warden requested the Board authorize the Chairman to sign said application. Commissioner Harbert moved to approve the submission of the Community Development Block Grant (CDBG) Application to the State of Colorado, Office of Business Development, requesting $100, 000 for road improvements to Weld County Road 61, and to authorize the Chairman to sign said application, based on the recommendation from staff. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. Kirkmey 940601 PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING Docket No. 94-49 The County of Weld plans to submit a Community Development Block Grant (CDBG) application to the State of Colorado, Office of Business Development. CDBG funds are intended to provide decent housing, suitable living environments and economic opportunities, principally for low and moderate income persons through rehabilitation and preservation, economic/job development and public facility improvements. It is estimated that $10,588, 000 will be available statewide for the "Small Cities" CDBG program. Approximately one-third of the appropriation will be available for economic development projects. The application being considered would request $100,000 for road improvements to Weld County Road 61. It is estimated that approximately 51% of the funds would benefit low and moderate income persons. Permanent involuntary displacement of neighborhood persons or businesses is not anticipated. Should it later become necessary to consider such displacement, alternatives will be examined to minimize the displacement. If no feasible alternatives exist, required/reasonable benefits will be provided to those displaced to mitigate adverse effects and hardships. Any low and moderate income housing which is demolished or converted will be replaced. A public hearing will be held at 9:00 a.m. on Wednesday, June 29, 1994, in the First Floor Hearing Room, Weld County Centennial Complex, 915 10th Street, Greeley, Colorado, to obtain citizen views and to respond to proposals and questions related to: ► The proposed CDBG application for road improvements to Weld County Road 61. ► Community development and housing needs, including the needs of low and moderate income persons, as well as other needs in the community that might be addressed through the CDBG program. ► The performance of the County of Weld in carrying out its community development responsibilities. Written comments are also welcome and must be received by June 29, 1994, at 9:00 a.m. in the Clerk to the Board's Office, 915 Tenth Street, Greeley, Colorado 80631. Oral and written comments will be considered in deciding whether to submit an application for the proposed project.
