RE: APPROVE AGREEMENT FOR NON-DESTRUCTIVE TESTING WITH OLSON ENGINEERING,
INC. , AND AUTHORIZE CHAIRMAN TO SIGN - BRIDGE #8/25A
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Agreement for non-destructive
testing on Bridge #8/25A between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Weld
County Public Works Department, and Olson Engineering, Inc. , with terms and
conditions being as stated in said agreement, and
WHEREAS, after review, the Board deems it advisable to approve said
agreement, a copy of which is attached hereto and incorporated herein by
reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Agreement for non-destructive testing on Bridge #8/25A
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Public Works
Department, and Olson Engineering, Inc. be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is,
authorized to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded,

Gentlemen:
This agreement is in response to a telephone conversation with Mr. Wayne Howard regarding
assurances to Weld County about our proposed testing on the subject bridge:
1. To the fullest extent permitted by law,the Engineer(Olson Engineering, Inc.) shall indemnify
and save harmless Weld County, its partners and employees, and each of them, against and
from: any and all damages, costs, expenses, losses and liabilities, at law or in equity, but not
limited to injury or death of any person or persons and damage to or destruction of any
property, arising solely out of the negligent performance of services by the Engineer;
however, the Engineer shall not be obligated to indemnify Weld County with respect to
damages which are the result of sole negligence or willful misconduct of Weld County or any
other party.
2. The work will be performed at no cost to Weld County. We will require traffic control (if
additional tests are to be performed after the bridge has been open for traffic) to perform our
work, and would appreciate it if Weld County could provide assistance. If not, we will ask
CDOT to assist us with this matter.
3. The work will not cause any delay in construction. We may ask the contractor to assist with
some minor work or scheduling. If he does not wish to help, then we will schedule tests
which do not interfere with his work.

NON-DESTRUCTIVE TESTING - BRIDGE 8/25A

Brief Description of the problem/issue:
Attached is an agreement from Larry Olson, whose company proposes to do testing
on the old and new bridge.
The idea of the testing is very similar to the vibratory testing oil companies
perform to find underground oil deposits. A vibration is induced into the
foundation, usually by some type of hammer device, and the rebounded vibrations
are measured and analyzed. This technology has been used for many years on
concrete slabs, but is just now being developed for bridge foundations for
inspection purposes.
The purpose of the testing is to develop a means of determining foundation types
and conditions at existing structures where there is no information or plans on
how the structures were built. This information is used to calculate scour
conditions at the bridges.
The testing to be done would do no damage to the foundation. This testing was
done on Bridge 8/1.5A in 1993, and there were no problems due to the testing.
What options exist for the Board? (Include consequences, impacts, costs, etc. of
options) :
The road is already closed to traffic. Therefore, there is no need for traffic
control.
There will be no cost to Weld County or to the contractor, and the testing work
will not be allowed to interfere with the new construction.
Approve or deny the request from Mr. Olson.

I recommend the Board approve the request from Mr. Olson.
