HomeMy WebLinkAbout920541.tiff RESOLUTION RE: APPROVE AREA AGENCY ON AGING OLDER WORKER PROGRAM GRANT APPLICATION TO GOVERNOR'S JOB TRAINING OFFICE AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Older Worker Program Grant Application to be submitted to the Governor's Job Training Office for funds to support the Area Agency on Aging Seniors in Industry Program, commencing July 1, 1992, and ending June 30, 1993, with the further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Older Worker Program Grant Application to be submitted to the Governor's Job Training Office be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said application. DETAIL OF SUCCESS OF PROGRAM YEAR 91 PROJECT. The program year for 1991 showed a vast improvement in addressing the needs of the 55 and over population of Weld County. The Seniors in Industry Program enrolled forty two (42) JTPA eligible participants which was two (2) more than was set forth in the goals for program year 1991. There have been twenty one (21) participants placed in employment at an average of twenty seven hours (27) per week and an average placement salary of $5.50 per hour. The clients enrolled were better selected than in previous years. Because of the sluggish economy in Weld County it is becoming more important to select those eligible clients that show a desire to work and learn within the JTPA system. The economy has forced employers to choose those people who show a genuine interest to succeed. It is very difficult to place the 55+ group into consistent full-time employment. Employers are still looking at this group as a way to fill their part-time needs. Many of the 55+ participants are very happy to work only part- time. For the program year of 1991 we were able to enroll forty two (42) JTPA eligible participants. This was two (2) above the goal of forty (40) that was set forth in the goals for program year 1991. Of these enrollees we have so far been able to place twenty one (21) in full-time or part-time employment. The average hours per week for the placements made are twenty seven (27) with an average hourly salary of $5.50 per hour. Aims Community College continues to be a valuable resource center for the Seniors in Industry program. Six (6) JTPA eligible participants were able to enroll in classroom training during this program year. This is two (2) more than was set forth in the goals for the 1991 program year. We were also able to enroll one (1) JTPA eligible participant at Front Range Community College and another JTPA eligible participant in emissions classes in Fort Collins. The emissions classes were offered through the state of Colorado and their emissions program. Aims has also expanded the seniors' computer class to accommodate an introductory class as well as an advanced class. In the past the instructor was trying to teach new students while working to keep returning students learning 2 :0541 new computer information. There were two (2) OJT's placed during the program year 1991. One was not completed because the company changed managers and the new manager chose not to continue the OJT. The OJT participant was placed into another job for more money and more hours. The second OJT is still active and will be carried into the program year for 1992. One client was able to utilize the services available through Forty Plus of Colorado. The participant was referred to Forty Plus because it was felt that Forty Plus could offer the participant a better job search opportunity than was available through the older worker program. The benefits that Green Thumb, Inc. could offer the Seniors in Industry program was also realized this program year. We were able to place five (5) JTPA eligible participants in Green Thumb training positions. A co-op has also been developed to place JTPA eligible participants from the Seniors in Industry Program into the Green Thumb training program and after the training period move these enrollees into unsubsidized employment. This co-op concept has just been originated and the final outcome is not yet known. Since Green Thumb does not have the participants needed to fill all the available slots allocated to them it creates another placement source for the Seniors in Industry Program. There are a few employers in Weld County that have already shown an interest in using the new concept to get part-time employees into their workforce. After months of work between the Seniors in Industry Program and Rocky Mountain SER, it was finally possible to convince AARP to bring the AARP Works job search program into Weld County. The program offers another good source that the 50 + client can use to build up their job search skills. The program has been accepted very well by the 50+ group. It was possible to enroll seven (7) JTPA eligible participants in the program. This program also offers the added benefit of developing another recruiting area for the Seniors in Industry Program. Most of the participants believe that they were able to benefit from the course. A few of the participants even decided to enroll at Aims to take advantage of what they had learned through the HARP course. The job development effort is believed to be successful. There have been more employer contacts made directly to the Seniors in Industry Program. Although the job development effort has not been as successful as anticipated, there are signs that the work done is taking seed. The last quarter of the program year has shown a definite increase in employer contact. There has been a lot of positive publicity that has no doubt helped the cause. The combined 3 0C # efforts of the agencies that work with the older worker in Weld County to honor employers during Older Worker Week was very successful. The older worker specialist for the Seniors in Industry Program was featured in the Panorama section of the Greeley Tribune. The article mentioned the work being done by the Seniors in Industry Program in Weld County. The article was a very positive promotion for the older worker program. A member of the PIC council has also inquired about the possibility of utilizing the Seniors in Industry Program to supply part-time help at his bank. This has not been finalized but it does offer another placement resource. All of these added contacts are believed to be because of the job development effort. The placement of participants into employment should come fairly close to meeting the goals. It has not been an easy task to place the older worker into employment. The AARP Works program helped in getting qualified individuals into the program. This in turn has helped with the quality of placements that have been made. Because of the increase in employer contact in the last quarter it is believed that the goal for placement of participants into employment will be achieved. B. DETAIL SCOPE OF WORK/GOALS AND OBJECTIVES. Taking into consideration the current trend towards quality placements for those people 55 years of age and older we offer the following goals and objectives. We will continue recruiting new clients through newspaper advertising, advertising in weekly church newsletters, agency brochures, and word-of-mouth advertising of satisfied clients. We will continue to use Aims Community College and Front Range Community College as our resource for retraining of those clients in need of the service. Plans are still being made to use AARP Works as a way of upgrading the job search skills of JTPA eligible participants. We will do desk site counseling for those JTPA participants in need of counseling. Counseling will be limited to job search and job placement problems only. We will work hard to place the 55+ JTPA eligible participant in employment that we believe will be the most beneficial for the participant. The effort to place participants in full-time employment and quality part-time employment will be one of the major goals for this program year. In order to meet the above objectives the following goals are being set. Enroll thirty (30) JTPA eligible older worker participants ina JTPA Job Club activity by June 30, 1993. Enroll six (6) (included in the 30 above) JTPA eligible older 4 ,0541 worker participants in hard skills training at Aims Community College or Front Range Community College by June 30, 1993. Enroll two (2) (included in the 30 above) JTPA eligible older worker participants in On-The-Job Training activity by June 30, 1993. Enroll six (6) (included in the 30 above) JTPA eligible participants in the AARP Works job search class by June 30, 1993. Coordinate with Green Thumb, Inc. to place six (6) (included in the 30 above) JTPA eligible older worker participants in either new or existing Green Thumb positions in Weld County by June 30, 1993. Place a total of twenty two (22) (included in the 30 above) JTPA eligible older worker participants in full-time or part-time employment for a 73% placement rate by June 30, 1993. The total participants to be enrolled for program year 1992 are being decreased from last years totals to allow for the placement of the participants into quality employment. Decreasing the number of participants will allow for more time to be spent developing more full-time employment for the JTPA eligible participant. Since the current trend is to place the JTPA eligible worker into full-time employment we are requesting refunding in the amount of $31,500 in federal JTPA Older Worker Discretionary Funds to meet the goals and objectives of the Seniors in Industry Program of Weld County. We believe that by meeting the needs of fewer JTPA eligible older worker participants that it will allow for the program to be more selective in the participants it enrolls and thus create the opportunity for quality placements and a projection of an average wage of $5.50 per hour. Since the economy in Weld County continues to be sluggish we will continue to emphasize job development and the use of the resources offered by the Weld County Employment Services. There will be a total of three (3) carry-over participants into the 1992 program year. Two (2) participants will be enrolled in classroom training at Aims Community College. The other carry-over will be in an OJT training activity. We will continue to work with Aims Community College, Front Range Community College, Forty Plus of Colorado, and AARP Works to meet the needs of the JTPA 5 9.20S11, eligible participant. Another co-op resource has recently become available. The opportunity to work with the Veteran's unit at Employment Services has been made available to the Seniors in Industry Program. A change in personnel was made recently in the Veteran's unit and the new person has shown a willingness to work with the Seniors in Industry Program. The results from this co-op venture will not be known for awhile. C. PERSONNEL One FTE Equivalent will be paid from this grant. Our multi funded agency requires allocation of all salary costs based on time sheet distribution. The one FTE will include an Older Worker Specialist at 85% time and small portions of time from Weld County Employment Services staff totally 15% time. The following personnel will allocate time to this grant: Older Worker Specialist: This position is responsible for the overall coordination and organization of the Seniors In Industry Program. Daily duties include marketing of program, recruitment of older worker participants, counseling and employability development plans, training, job development and follow up. Client Services Technician This position assists with reception and registration at the front desk before the older worker is seated for an interview with the Older Worker Specialist. Client Services Technician This position involves the job order activities of the Job Service which provide the Older Worker Specialist with job orders on a daily basis. This timely resource maximizes our opportunities for job placement and frees up the Older Worker Specialist for one on one work with program participants. Employer Services Coordinator This position is responsible for job development contacts with local 6 ✓42()5 i employers and provides on going technical assistance to employers on labor issues and concerns. D. EVALUATION Monthly activity reports on the Seniors in Industry Program are submitted to the Private Industry Council and the Community Activities Committee of the Area Agency on Aging Advisory Board. The director of the Area Agency on Aging is also given a monthly summary report on the Seniors in Industry Program activities. The AAA director and the older worker specialist meet on a regular basis to discuss the activities of the Seniors in Industry Program. These staffing meetings have helped to provide timely information to the AAA director and have allowed for evaluation changes to be made in the program. The required state reporting is submitted on a quarterly basis. E. BUDGET NARRATIVE The $31,500 requested will be split mainly between the Administration and Training cost categories (please refer to Attachment A) : - The $1,575 in the Administration category will be used for pro rata share of Director's and Accountant's salaries. - The $29,925 in the Training category will be used in the following ways: - $16,808 for 1 FTE equivalent which will include 85% of the Older Worker Specialist and small portions of Employment Services staff totalling 15%. The Older Worker Specialist provides the following services to clients: intake, outreach, assessment, development of EDP's, job and career counseling, job search and development, education and training plans and follow-up. He also provides employer relations in the community. - $4,028 for fringe costs associated with the above salary. - $2,800 for costs associated with two On-the-Job training contracts. - $2,989 for costs of tuition for 6 clients at Aims Community College. - $750 for costs related to client materials, books, and supplies. - $1,500 for facility costs associated with space used for training. - $500 for costs associated with outreach to clients and employers. 7 � �� mEmORAnDum Geor e Kenned Chairman g Yr IY�`I Board of County Commissioners June 15, 1992 To Date Walter S. Enclosed for Board approval is a Grant Application to the Governor's Job Training Office for $31,500.00 of Title II-A monies under the Job Training Partnership Act. The monies will be used to serve economically disadvantaged persons 55 years of age and older. In Weld County, the funds are targeted to support the Area Agency on Aging Seniors In Industry Program which has been operating since 1985. Activities to be funded under this Grant will include job development, referral and placement, classroom and on-the-job training, and skills enhancement. The Grant period is from July 1, 1992 through June 30, 1993.
