RESOLUTION RE: ACTION OF BOARD OF COUNTY COMMISSIONERS OF WELD COUNTY, COLORADO, CONCERNING SITE APPLICATION OF TOWN OF WINDSOR AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has received a Site Application from the Town of Windsor concerning the installation of two surface aerators in an existing sewage treatment facility located on the following described parcel of land, to-wit: Part of the SEz SE* of Section 34, Township 6 North, Range 67 West of the 6th P.M. , Weld County, Colorado WHEREAS, the regulations for site applications for the installation of two surface aerators in an exsisting sewage treatment facility require review of the site application by the Board of County Commissioners, and further, that various local and State agencies be given the opportunity to review and comment on said site application, and WHEREAS, the Site Application from the Town of Windsor was submitted to the Board of County Commissioners of Weld County for review and comments, a copy of said application being attached hereto and incorporated herein by reference, and WHEREAS, after study and review, the Board finds that said site application is compatible with the Weld County Comprehensive Plan, and that it is in the best interest of Weld County to recommend approval of said application. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Site Application submitted by the Town of Windsor be, and hereby is, recommended favorably to the Colorado Department of Health's District Engineer as being compatible with the Weld County Comprehensive Plan. In making this determination, the Division requires each applicant for a site approval for a domestic wastewater treatment works to supply an engineering report describing the project and showing the applicant's capabilities to manage and operate the faility over the life of the project to determine the potential adverse impacts on water quality. The report shall be considered the culmination of the planning process and as a minimum shall address the following: Service area definition including existing population and population projections, flow/loading projections, and relationship to other water and wastewater treatment plants in the area. Proposed effluent limitations as developed in coordination with the Planning and Standards Section of the Division. (Allow minimum four weeks processing time. ) Analysis of existing facilities including performance of those facilities. Analysis of treatment alternatives considered. Flood plain and natural hazard analysis. The regulations further state that if the proposed facility is located in the unincorporated area of a county, the county planning agency should be requested to comment upon the relationship of the treatment works to the local long-range comprehensive plan for the area as it affects water quality including the location in the floodplain and capacity to serve the planned development. SERVICE AREA The Town of Windsor operates an aerated lagoon type wastewater treatment facility. The current population is 5, 100. In addition to providing wastewater treatment for all of the residential, commercial and industrial customers, the Town provides wastewater treatment for all domestic-type wastewater discharge from the Kodak Colorado plant which is not annexed into the Town Limits. Kodak treats its own industrial wastewater. The attached service area map was copied from the current Areawide Water Quality Management Plan (208 Plan) for Larimer and Weld Counties (Region 2) prepared by the North Front Range Water Quality Planning Association. The following are the population projections for the Town of Windsor as stated in the 208 Plan. YEAR POPULATION 1995 5, 600 2000 6, 200 2005 6, 800 II. EXISTING FACILITIES The lagoons are operated in series. The first lagoon is aerated with three surface mechanical aerators. The second lagoon is partitioned into two sections by a floating divider wall. One section of that lagoon, where flow from the first lagoon enters, is aerated with submerged coarse bubble diffusers. The partitioned section of the second lagoon is used as a settling zone. Effluent from the settling zone is chlorinated and flow is measured by an in-line propeller meter. The effluent then enters a 60 " diameter, 150 foot long reinforced concrete pipe leading from the chlorine building to the receiving stream. The pipe is designed to flow full, and is used as a chlorine contact chamber. At the outfall from the 60" pipe, the effluent is dechlorinated. The effluent flows a short distance through a small ditch before reaching the receiving stream. The existing facility is discharging to the Cache La Poudre River under NPDES permit no. CO-0020320. The permit became effective on January 1, 1992 . According to the permit the hydraulic design capacity of the plant is 1. 0 MGD. In the Rationale section of the NPDES permit the Department of Health Water Quality Control Division staff iteratively modelled the BOD removal, successively reducing the design flow, until a flow was found that produced a maximum calculated effluent concentration of 30 mg/1, and also satisfied the requirement that the combined removal for both lagoons be a minimum of 85%. The plant capacity was determined to be 1 . 0 MGD. At 1. 0 MGD and 215 920645 4 mg/1 BOD concentration the plant influent BOD loading is 1, 794 lbs/day. BOD removal capacity of the first lagoon is controlled by the aeration capacity of the three floating aerators. Maximum BOD removal in cell #1 is 747 lbs. per day, leaving a concentration of 125. 4 mg/1 in the flow going to cell #2 . For cell #2 , the limiting capacity is based upon detention time and corresponding predicted 77% removal rate. Therefore, BOD removal in cell #2 is 805 lbs/day. Total organic removal in the plant would be equal to 747+805 = 1, 552 lbs/day. This is equal to 86% removal and therefore meets the criteria of minimum 85%. III. PROPOSED IMPROVEMENTS Because the limiting criteria for BOD removal in cell #1 is the aeration capacity, calculations were made to determine how much additional aeration would be needed to match the BOD removal capacity based on the detention time of cell #1. In the NPDES permit rationale it was stated that at an influent BOD concentration of 215 mg/1 the overall plant capacity of the plant could be increased to 1 . 3 MGD by providing adequate aeration in cell #1. Assuming a 1. 3 MGD influent flow, the detention time in cell #1 is 3 . 7 days (4 .8MG _ 1. 3MGD) which corresponds to a predicted 54% removal rate, meaning that 1, 259 lbs.BOD/day will be removed, leaving 1, 072 lbs. BOD/day to pass into cell #2 . The required aeration capacity in cell #1 can then be calculated. Using an oxygen transfer rate of 1. 45 lbs O2/hp-hr, an oxygen uptake rate of 1. 4 lbs O2/lb BOD, the required aeration capacity is 51 hp [ (1, 259 x 1 . 4) _ (1. 45 x 24 hrs/day) ) . Existing aeration totals 30 hp, therefore the proposal is to add two (2) 15 hp aerators, for a total of 60 hp. The calculation for BOD removal for the rest of the plant should be carried out. As stated in the above paragraph, 1, 072 lbs BOD/day will pass to cell #2 . Removal capacity of cell #2 based on detention time of 7 . 5 days (9 . 8MG _ 1. 3MGD) is 72%, leaving 300 lbs BOD/day in the plant effluent. This converts to 28 mg/1 which is less than the permit limit of 30 mg/1 . The total plant removal is 87% which exceeds the required 85% . Aeration capacity of cell #2 is more than adequate to achieve the above removal; it was calculated in the rationale section of the NPDES permit as 1, 383 lbs BOD/day. IV. SCHEDULE FOR PROPOSED IMPROVEMENTS The Town of Windsor proposes to install the first aerator in 1992 and the second one in 1993 . 92`0645 i. ATTACHMENT TO SITE APPLICATION FOR THE TOWN OF WINDSOR I. The attached service area map was copied from the current Areawide Water Quality Management Plan (208 Plan) for Larimer and Weld Counties (Region 2) prepared by the North Front Range Water Quality Planning Association. The following are the population projections for the Town of Windsor as stated in the 208 Plan. YEAR POPULATION 1995 5, 600 2000 6, 200 2005 6, 800 II. EXISTING FACILITIES The lagoons are operated in series. The first lagoon is aerated with three surface mechanical aerators. The second lagoon is partitioned into two sections by a floating divider wall . One section of that lagoon, where flow from the first lagoon enters, is aerated with submerged coarse bubble diffusers. The partitioned section of the second lagoon is used as a settling zone. Effluent from the settling zone is chlorinated and flow is measured by an in-line propeller meter. The effluent then enters a 60 " diameter, 150 foot long reinforced concrete pipe leading from the chlorine building to the receiving stream. The pipe is designed to flow full, and is used as a chlorine contact chamber. At the outfall from the 60" pipe, the effluent is dechlorinated. The effluent flows a short distance through a small ditch before reaching the receiving stream. The existing facility is discharging to the Cache La Poudre River under NPDES permit no. CO-0020320. The permit became effective on January 1, 1992 . According to the permit the hydraulic design capacity of the plant is 1. 0 MGD. In the Rationale section of the NPDES permit the Department of Health Water Quality Control Division staff iteratively modelled the BOD removal, successively reducing the design flow, until a flow was found that produced a maximum calculated effluent concentration of 30 mg/1, and also satisfied the requirement that the combined removal for both lagoons be a minimum of 85%. The plant capacity was determined to be 1. 0 MGD. At 1. 0 MGD and 215 9Z06-15 mg/1 BOD concentration the plant influent BOD loading is 1, 794 lbs/day. BOD removal capacity of the first lagoon is controlled by the aeration capacity of the three floating aerators. Maximum BOD removal in cell #1 is 747 lbs. per day, leaving a concentration of 125 . 4 mg/1 in the flow going to cell #2 . For cell #2 , the limiting capacity is based upon detention time and corresponding predicted 77% removal rate. Therefore, BOD removal in cell #2 is 805 lbs/day. Total organic removal in the plant would be equal to 747+805 = 1, 552 lbs/day. This is equal to 86% removal and therefore meets the criteria of minimum 85% . III. PROPOSED IMPROVEMENTS Because the limiting criteria for BOD removal in cell #1 is the aeration capacity, calculations were made to determine how much additional aeration would be needed to match the BOD removal capacity based on the detention time of cell #1. In the NPDES permit rationale it was stated that at an influent BOD concentration of 215 mg/1 the overall plant capacity of the plant could be increased to 1 . 3 MGD by providing adequate aeration in cell #1. Assuming a 1. 3 MGD influent flow, the detention time in cell #1 is 3 . 7 days (4 . 8MG _ 1. 3MGD) which corresponds to a predicted 54% removal rate, meaning that 1, 259 lbs.BOD/day will be removed, leaving 1, 072 lbs.BOD/day to pass into cell /2 . The required aeration capacity in cell #1 can then be calculated. Using an oxygen transfer rate of 1. 45 lbs 02/hp-hr, an oxygen uptake rate of 1. 4 lbs 02/lb BOD, the required aeration capacity is 51 hp [ (1, 259 x 1 . 4) + (1. 45 x 24 hrs/day) ] . Existing aeration totals 30 hp, therefore the proposal is to add two(2) 15 hp aerators, for a total of 60 hp. The calculation for BOD removal for the rest of the plant should be carried out. As stated in the above paragraph, 1, 072 lbs BOD/day will pass to cell #2 . Removal capacity of cell #2 based on detention time of 7. 5 days (9 . 8MG + 1. 3MGD) is 72%, leaving 300 lbs BOD/day in the plant effluent. This converts to 28 mg/1 which is less than the permit limit of 30 mg/1. The total plant removal is 87% which exceeds the required 85% . Aeration capacity of cell #2 is more than adequate to achieve the above removal; it was calculated in the rationale section of the NPDES permit as 1, 383 lbs BOD/day. IV.
